SUMMARY Aquaculture has provided an alternative animal protein source for people for decades. The transfer of improved aquaculture technology has assisted economic growth in less developed countries by such donor countries as the USA, Japan, the European economic communities, Canada and Australia. Donor agencies provided funding for purchasing advanced equipment, professional training, professional consultation, and experts to advise recipient countries. The level of success varied for each project. The Oceanic Institute (OI) in Hawaii has engaged in aquaculture development in many regions for decades. The successful transfer of finfish fry production technology has been demonstrated recently in Indonesia and Egypt. Past experience provides a foundation for the next generation of technology transfer, involving consideration of socioeconomics. This paper examines the difficulties encountered in traditional technology transfer, and the need for sustainable aquaculture development in recipient countries. 相似文献

Natural disasters are inevitably the outcome of cultural agonisms. The cultural politics of natural disasters are shaped by competing claims and conceptions of ‘nature’. Recent disasters in Indonesia are directly linked to these contending conceptions and the ways in which different social groups imagine risk and reward. The Sidoarjo volcanic mudflow of 2006 represents a volatile and violent exemplar of contending cultural and economic claims. Like other disasters in Indonesia and elsewhere in the developing world, this ‘natural’ disaster is characterised by differing conceptions of ‘nature’ as cultural tradition, divine force, and natural resource. A new extractive project in East Java is exhibiting similar economic and cultural agonisms, particularly around the notion of development, environment, self‐determination, and tradition. This paper examines the ‘disputes over meaning’ associated with natural disasters in contemporary societies, and the ways in which they are related to human culture, social organisation, and hierarchical systems of violence. 相似文献

Forest restoration is the counterforce to deforestation. In many parts of the world it mitigates forest loss and degradation, but success rates vary. Socio-political variables are important predictors of effectiveness of restoration activities, indicating that restoration strategies need to be locally adapted. Yet, contextual assessments of the biophysical, social and political characteristics of forest restoration are rare. Here, we integrate a social-ecological systems framework with systematic decision-making to inform forest restoration planning. We illustrate this approach through a prioritization analysis in a community-based forest restoration context in Paser District, East Kalimantan, Indonesia. We compare the solutions of our integrated framework with those identified on the basis of biophysical criteria alone. We discover that incorporating a socio-political context alters the selection of priority areas. While the social feasibility and political permissibility can be enhanced, ecological benefits are likely to be reduced and/or opportunity costs of alternative land uses are to be increased. Our conceptual framework allows the appraisal of potential trade-offs between social and ecological outcomes of alternative options, and has the potential to evaluate the efficiency of existing policies. Empirical testing in a range of contexts is required to ensure broad applicability and transferability of our conceptual framework. 相似文献

Abstract: Little is known about the effects of anthropogenic land‐use change on the amphibians and reptiles of the biodiverse tropical forests of Southeast Asia. We studied a land‐use modification gradient stretching from primary forest, secondary forest, natural‐shade cacao agroforest, planted‐shade cacao agroforest to open areas in central Sulawesi, Indonesia. We determined species richness, abundance, turnover, and community composition in all habitat types and related these to environmental correlates, such as canopy heterogeneity and thickness of leaf litter. Amphibian species richness decreased systematically along the land‐use modification gradient, but reptile richness and abundance peaked in natural‐shade cacao agroforests. Species richness and abundance patterns across the disturbance gradient were best explained by canopy cover and leaf‐litter thickness in amphibians and by canopy heterogeneity and cover in reptiles. Amphibians were more severely affected by forest disturbance in Sulawesi than reptiles. Heterogeneous canopy cover and thick leaf litter should be maintained in cacao plantations to facilitate the conservation value for both groups. For long‐term and sustainable use of plantations, pruned shade trees should be permanently kept to allow rejuvenation of cacao and, thus, to prevent repeated forest encroachment. 相似文献

Abstract: There are few empirical data, particularly collected simultaneously from multiple sites, on extinctions resulting from human‐driven land‐use change. Southeast Asia has the highest deforestation rate in the world, but the resulting losses of biological diversity remain poorly documented. Between November 2006 and March 2008, we conducted bird surveys on six landbridge islands in Malaysia and Indonesia. These islands were surveyed previously for birds in the early 1900s, when they were extensively forested. Our bird inventories of the islands were nearly complete, as indicated by sampling saturation curves and nonparametric true richness estimators. From zero (Pulau Malawali and Pulau Mantanani) to 15 (Pulau Bintan) diurnal resident landbird species were apparently extirpated since the early 1900s. Adding comparable but published extinction data from Singapore to our regression analyses, we found there were proportionally fewer forest bird extinctions in areas with greater remaining forest cover. Nevertheless, the statistical evidence to support this relationship was weak, owing to our unavoidably small sample size. Bird species that are restricted to the Indomalayan region, lay few eggs, are heavier, and occupy a narrower habitat breadth, were most vulnerable to extinction on Pulau Bintan. This was the only island where sufficient data existed to analyze the correlates of extinction. Forest preservation and restoration are needed on these islands to conserve the remaining forest avifauna. Our study of landbridge islands indicates that deforestation may increasingly threaten Southeast Asian biodiversity. 相似文献

Abstract: Rattan, Old World climbing palm, is an extremely valuable nontimber forest product whose canes are gathered for both market and nonmarket uses. I evaluated the effects of harvesting commercial rattan, Calamus zollingeri Becc., on genet survival and ramet demography in two primary forest sites near Lore Lindu National Park in Sulawesi, Indonesia. I monitored 168 permanently marked C. zollingeri genets for 4 years and surveyed random transects for C. zollingeri genet and ramet populations and evidence of cane harvesting in 1996 and 2000. Cane harvesting had no significant effect on genet survival or mean ramet densities. However, current cane extraction rates significantly reduced mean cane lengths and total available cane throughout the area during the study period. Based on observed genet and ramet populations and average cane growth rates of 1.4 m/year, the sustained-yield harvesting potential of C. zollingeri is approximately 101 m and 56 m/ha/year in the two study sites. Although C. zollingeri exhibits life-history traits well suited to sustained-yield harvesting, including production of multiple canes, cane resprouting following harvest, rapid cane growth, and widespread abundance below 1100 m, current harvest rates exceed growth and yield, and supplies of cane are being depleted. Rattan harvesting is widespread in Lore Lindu National Park. Approximately 18% of the park (42,000 ha) is likely subject to intensive and unsustainable extraction of C. zollingeri. 相似文献

ABSTRACT: Different allocation and delivery performance ratios are used to assess operations performance in a large scale public irrigation system in Indonesia. Results from this analysis indicate that field management practices deviate substantially from the official operating procedures. The lack of application of a single, standardized procedure for planning water allocations represents a serious constraint to effective monitoring and evaluating system performance. Underestimated and unrealistic planned allocations becomes the justification for overdiversion of water, and has the effect of undermining the resolve of managers to see to it that actual flows meet planned flows. Miscalculating planned allocations, poor matches between planned flows and actual deliveries, overdiversion and misreporting have economic consequences as well. For example, strict adherence to the standard operating rule during the second dry season of 1987 would have resulted in 19,070,000 m3 less water diverted into the irrigation system from the Brantas River or, at a conservative estimate of $1.78 per 100 m3 water, a savings of $339,500. Scope exists for making improvements in management by closer adherence to the standard delivery rule, which will also facilitate proper monitoring and evaluation. 相似文献
