In 2006, Mexico became the first transition country to transfer part of its public-sector natural catastrophe risk to the international reinsurance and capital markets. The Mexican case is of considerable interest to highly exposed transition and developing countries, many of which are considering similar transactions. Risk financing instruments can assure governments of sufficient post-disaster capital to provide emergency response, disaster relief to the affected population and repair public infrastructure. The costs of financial instruments, however, can greatly exceed expected losses, and for this reason it is important to closely examine their benefits and alternatives. This paper analyzes the Mexican case from the perspective of the risk cedent (the Ministry of Finance and Public Credit), which was informed by analyses provided by the International Institute for Applied Systems Analysis (IIASA). The rationale for a government to insure its contingent liabilities is presented along with the fiscal, legal and institutional context of the Mexican transaction. Using publicly available data, the paper scrutinizes the choice the authorities faced between two different risk-transfer instruments: reinsurance and a catastrophe bond. Making use of IIASA's catastrophe simulation model (CATSIM), this financial risk management decision is analyzed within the context of a public investment decision. 相似文献

As the world’s largest industry, the insurance sector is both an aggregator of the impacts of climate change and a market
actor able to play a material role in decreasing the vulnerability of human and natural systems. This article reviews the
implications of climate change for insurers and provides specific examples of insurance-relevant synergisms between adaptation
and mitigation in the buildings and energy sectors, agriculture, forestry, and land use. Although insurance is far from a
“silver bullet” in addressing climate change, it offers significant capacity and ability to understand, manage, and spread
risks associated with weather-related events, more so today in industrialized countries but increasingly so in developing
countries and economies in transition. Certain measures that integrate climate change mitigation and adaptation also bolster
insurers’ solvency and profitability, thereby increasing their appeal. Promising strategies involve innovative products and
systems for delivering insurance and the use of new technologies and practices that both reduce vulnerability to disaster-related
losses and support sustainable development. However, climate change promises to erode the insurability of many risks, and
insurance responses can be more reactive than proactive, resulting in compromised insurance affordability and/or availability.
Public–private partnerships involving insurers and entities such as the international relief community offer considerable
potential, but have not been adequately explored.

Collective actions of stakeholders are required for fulfilling the climate commitments of the Kyoto protocol. The insurance sector's global influence and societal impact is fairly well documented. The sector influences societies based on its interaction with stakeholders, on its products, business and political stance. As such, it is a critical actor in facilitating key climate change actions of mitigation and adaptation, and has already been recognized as a leading sector in terms of climate adaptation. The aim of this paper is to explore the role of non-life insurers in fulfilling the climate commitments of the Kyoto Protocol. This paper is based on a case study on Nordic non-life insurance companies. The study documents that Nordic insurers are responding to climate-related threats and opportunities in a strategic manner by reducing their own impacts, through their core activities, and by influencing others to act. Although Nordic insurers do not classify their actions into mitigation and adaptation, but classify them according to their core activities, they demonstrate through actions their role as potential allies for nations in fulfilling the Kyoto protocol climate commitments. The study also reveals that the commercial reality of the industry is not the same as the expected contribution to climate commitments, for instance as specified in international conventions and treaties and in the Intergovernmental Panel on Climate Change (IPCC) and industry reports. 相似文献

In developed countries, public—private partnerships involving insurance companies and governments often provide security against the human and economic losses of disasters. These partnerships, however, are neither available nor affordable in most highly exposed developing countries. In this paper we examine recent innovations in financial risk management that extend traditional public—private partnerships to include NGOs, international financial institutions and other donors. Importantly, these partnerships provide secure financial arrangements to low-income communities before disasters strike and thus relieve the uncertainty and anxiety of depending on ad hoc post-disaster aid for recovery and even survival. We examine three examples of extended partnerships: the Turkish Catastrophe Insurance Pool; the Andhra Pradesh microinsurance program and an index-based weather derivative for farmers facing drought in Malawi. 相似文献

ABSTRACTThe paper updates normalisation of the Insurance Council of Australia’s Disaster List in the light of debate about the contribution of global warming to the rising cost of natural disasters. Normalisation estimates losses from historical events in a common year, here ‘season’ 2017 defined as the 12-month period from 1 July 2017. The number and nominal cost of new residential dwellings are key normalising factors and post-1974 improvements in construction standards in tropical cyclone-prone parts of the country are explicitly allowed for. 94% of the normalised losses arise from weather-related perils – bushfires, tropical cyclones, floods and severe storms – with the 1999 Sydney hailstorm the most costly single event (AUD5.6 billion). When aggregated by season, there is no trend in normalised losses from weather-related perils; in other words, after we normalise for changes we know to have taken place, no residual signal remains to be explained by changes in the occurrence of extreme weather events, regardless of cause. In sum, the rising cost of natural disasters is being driven by where and how we chose to live and with more people living in vulnerable locations with more to lose, natural disasters remain an important problem irrespective of a warming climate. 相似文献
