Because of fast urban sprawl, land use competition, and the gap in available funds and needed funds, municipal decision makers
and planners are looking for more cost-effective and sustainable ways to improve their sewer infrastructure systems. The dominant
approaches have turned to planning the sanitary sewer systems within a regional context, while the decentralized and on-site/cluster
wastewater systems have not overcome the application barriers. But regionalization policy confers uncertainties and risks
upon cities while planning for future events. Following the philosophy of smart growth, this paper presents several optimal
expansion schemes for a fast-growing city in the US/Mexico borderlands—the city of Pharr in Texas under uncertainty. The waste
stream generated in Pharr is divided into three distinct sewer sheds within the city limit, including south region, central
region, and north region. The options available include routing the wastewater to a neighboring municipality (i.e., McAllen)
for treatment and reuse, expanding the existing wastewater treatment plant (WWTP) in the south sewer shed, and constructing
a new WWTP in the north sewer shed. Traditional deterministic least-cost optimization applied in the first stage can provide
a cost-effective and technology-based decision without respect to associated uncertainties system wide. As the model is primarily
driven by the fees charged for wastewater transfer, sensitivity analysis was emphasized by the inclusion of varying flat-rate
fees for adjustable transfer schemes before contracting process that may support the assessment of fiscal benefits to all
parties involved. Yet uncertainties might arise from wastewater generation, wastewater reuse, and cost increase in constructing
and operating the new wastewater treatment plant simultaneously. When dealing with multiple sources of uncertainty, the grey
mixed integer programming (GIP) model, formulated in the second stage, can further allow all sources of uncertainties to propagate
throughout the optimization context, simultaneously leading to determine a wealth of optimal decisions within a reasonable
range. Both models ran for three 5-year periods beginning in 2005 and ending in 2020. The dynamic outputs of this analysis
reflect the systematic concerns about integrative uncertainties within this decision analysis, which enable decision makers
and stakeholders to make all-inclusive decisions for sanitary sewer system expansion in an economically growing region. 相似文献

Municipal Solid Waste Management (MSWM) is considered to be one of the most serious environmental issues in the Philippines. The annual waste generation was estimated at 10.6 million tonnes in 2012 and this is expected to double in 2025. The Republic Act (RA) No. 9003, widely known as the Ecological Solid Waste Management Act of 2000, provides the required policy framework, institutional mechanisms and mandate to the Local Government Units (LGUs) to achieve 25% waste reduction target through establishing an integrated solid waste management plan based on the 3Rs (reduce, reuse and recycling). Although the initial impact of the LGUs is still very limited in implementing the national mandate, this article highlights the successful experiences of Cebu, the second largest city in the Philippines, in reducing its MSW generation by more than 30% in the past three years. This study also explores the implementation process, innovative actions taken by the Cebu City Government in implementing the national mandate at local level and identifies the factors that influence the policy implementation. The findings suggest that the impacts of the national mandate can be achieved if the LGUs have the high degree of political commitment, planning and development of effective local strategies in a collaborative manner to meet with local conditions, partnership building with other stakeholders, capacity development, adequate financing and incentives, and in the close monitoring and evaluation of performance. 相似文献

Of the waste generated from electricity distribution networks, wooden posts treated with chromated copper arsenate (CCA) and ceramic insulators make up the majority of the materials for which no effective recycling scheme has been developed. This study aims to recycle and reuse this waste as reinforcement elements in polymer composites and hybrid composites, promoting an ecologically and economically viable alternative for the disposal of this waste. The CCA wooden posts were cut, crushed and recycled via acid leaching using 0.2 and 0.4 N H2SO4 in triplicate at 70 °C and then washed and dried. The ceramic insulators were fragmented in a hydraulic press and separated by particle size using a vibrating sieve. The composites were mixed in a twin-screw extruder and injected into the test specimens, which were subjected to physical, mechanical, thermal and morphological characterization. The results indicate that the acid treatment most effective for removing heavy metals in the wood utilizes 0.4 N H2SO4. However, the composites made from wood treated with 0.2 N H2SO4 exhibited the highest mechanical properties of the composites, whereas the use of a ceramic insulator produces composites with better thermal stability and impact strength. The United States is finding it difficult to develop a coherent policy on acid rain. Despite more than a decade of scientific research and policy initiatives, no clear course of action has been identified. This article argues that what is missing is an integrated assessment of the scientific knowledge that will guide the political process. The role of the integrated assessment is described, and a conceptual framework presented that would accomplish the desired goal. Currently available acid rain assessment models are compared against this framework and found to be less than satisfactory. The article concludes by stressing the opportunity now available to the National Acid Precipitation Assessment Program to perform such an assessment and break the logjam. 相似文献

Integrated resource management (IRM) is currently implemented in many parts of the world. This article promotes a pragmatic interpretation and suggests that idealistic beliefs in the problem-solving capacities of IRM are not justified. Successful implementation and performance of IRM are primarily a function of the historical context into which a project is placed. A comparative analysis of several case studies in Western Canada provides evidence for this argument, and the results can be summarized in a conceptual model about integration in resource management. IRM is interpreted as a process of constructing an objective reality of integration for sectorial management decisions, and this construction involves the transformations of power structures. Biosphere greenhouse gas (GHG) management consists of preserving and enhancing terrestrial carbon pools and producing biomass
as a fossil fuel substitute. The discussion of this topic has focused primarily on carbon-accounting and project-level issues,
particularly relating to carbon sequestration as a source of emissions credits under the Kyoto Protocol. While international
consensus on these matters is needed, this paper argues that an important domestic policy agenda also deserves attention.
National policies for biosphere GHG management are necessary to bring about large-scale changes in land-use, forestry, and
agricultural practices and can address some of the technical and policy issues that have proven to be particularly problematic
from carbon-accounting and project-level perspectives. These policies should minimize land-use and resource-management conflicts,
account for collateral benefits, and ensure institutional compatibility with existing resource-management regimes. Issues
relating to project permanence, leakage, and transaction costs should also be addressed. A range of policy instruments should
be used and biosphere GHG management should be one component of an integrated approach to environmental and resource management.
Countries promoting biosphere GHG management as an important element of their climate change strategies should be developing
these domestic policies to complement international negotiations and to demonstrate that carbon sequestration and biomass
production can make an effective contribution to the stabilization of atmospheric GHG concentrations. 相似文献

This paper presents result from an economic and technical point of view evaluation study, which has sought to establish the potential for replacing well-water that is currently used at the Piaggio industrial plant in Pontedera with recycled wastewater. The study is based upon a pilot wastewater treatment plant, which has been used to test wastewater treatment processes and to compare with achieved quality of recycled waters with that of water drawn on-site from physical/chemical pre-treatment and end with a reverse osmosis and air stripping stage. However, after the physical/chemical pre-treatment, the first option uses oxidation with ozone followed by activated carbon filtration, whereas the second method uses ultrafiltration. The first method is more effective at reducing chemical oxygen demand (COD) whereas the second method is more effective in removing bacteria. Nonetheless, both methods deliver water for re-use of a quality comparable with or better than that of well-water. In principle, the reverse osmosis permeate from either process could be re-used in all production phases at the industrial plant. However, the method base upon oxidation with ozone followed by activated carbon filtration is preferred, because, the process is simpler and continuous. The economic analysis of this process gives an estimated cost of Euro 0.55 per m3 for treated water. This compares favorably with other treatment processes and with the cost of other forms of water supply, which are projected to increase in any case. 相似文献

The Earth may be largely covered with water, but over one billion people are estimated to be without safe drinking water and almost 2.5 billion (40% of the world's population) without adequate sanitation at the outset of the new millennium. The provision of safe water and sanitation for all poses several serious institutional and economic challenges at international, national and local levels. Despite the various political commitments made from the late 1970s onwards, these commitments have remained largely unfulfilled. Even though some efforts to expand coverage have been made over the past two decades, much of those efforts have been undermined by socioeconomic problems and growing population, particularly in the urban areas of developing countries. The water supply and sanitation sector is actually in acute need of new investments for expansion and maintenance of facilities. Nonetheless, some positive trends can be discerned, such as, for example, the increasing recognition of integrated water resources management, environmental sanitation, public-private partnerships and women as a key for improvement and expansion of services. 相似文献
