Acute respiratory infections are common in children below 5 years and recent studies suggest a possible link with air pollution. In this study, we investigated the association between ambient nitrogen oxides (NOx) and bronchitis or upper airway inflammation.This longitudinal study was conducted in Teplice and Prachatice districts, Czech Republic. Children were followed from birth to 4.5 years of age. Data were compiled from medical records at delivery and at follow up, and from self-administered questionnaires from the same two time points. Air pollution monitoring data were used to estimate exposure over five different averaging periods ranging from three to 45 days prior to an episode. To quantify the association between exposure and outcome, while accounting for repeated measure correlation we conducted logistic regression analysis using generalized estimating equations.During the first 2 years of life, the adjusted rate ratio for bronchitis associated with interquartile increase in the 30-day average NOx was 1.31 [95% confidence interval (CI): 1.07, 1.61] and for two to 4.5 year olds, it was 1.23 (95% CI: 1.01, 1.49). The 14-day exposure also had stable association across both age groups: below 2 years it was 1.25 (95% CI: 1.06, 1.47) and for two to 4.5 years it was 1.21 (95% CI: 1.06, 1.39). The association between bronchitis and NOx increased with child's age in the under 2 years group, which is a relatively novel finding.The results demonstrate an association between NOx and respiratory infections that are sufficiently severe to come to medical attention. The evidence, if causal, can be of public health concern because acute respiratory illnesses are common in preschool children. 相似文献

Abstract The trade of wastes in the world has been increasing and China has become the largest importer of wastes. This paper examines the import trend of different wastes and finds out that the total import volume to China approved by the Chinese government keeps increasing and the illegal trade can not be banned despite repeated prohibitions; therefore, China is not only “a world factory”, but actually “a global garbage dump”. In order to well understand the implications of wastes import, this paper further analyzes the resource and environmental effects and risks of different wastes imports as well as the strong driving force of wastes imports. Based on these detailed analysis and solid data, policy recommendations are put forward to reduce the demand for raw materials, to further strengthen the inspection of and supervision over the international trade of the wastes that can be used as raw materials by using the life cycle analysis and risk analysis, to improve the environmental standards and strengthen the disposal capacity, to re-export the raw materials produced from the imported wastes, to develop the long-term planning for the import of wastes and to promote international cooperation. 相似文献

We are witnessing a growing concern with the global dimension of many environmental issues, reflected in the increase in the number and significance of international environmental organizations. Yet there is no internationally applicable strategy for environmental research which is management oriented. A new type of research policy, which integrates ideas derived from environmental and human ecology, is required in order to deal with cultural and ecological diversity and their interactions as reflected in the ecology of landscapes. The newly defined concept of environmental health is proposed to fill this gap. This concept integrates the latest developments in landscape evolutionary ecology and environmental health, bringing out a conflict between making the environment conducive to human health and increasing the available options for supporting the essential biological and ecological processes of the environment. Lessons derived from the evolution of human environments are used in order to illustrate how health may become un umbrella for developing an environmental research policy, which could also serve as a catalyst for international environmental projects. 相似文献

The production of large quantities of wastes globally has created a commercial activity involving the transfrontier shipments
of hazardous wastes, intended to be managed at economically attractive waste-handling facilities located elsewhere. In fact,
huge quantities of hazardous wastes apparently travel the world in search of “acceptable” waste management facilities. For
instance, within the industrialized countries alone, millions of tonnes of potentially hazardous waste cross national frontiers
each year on their way for recycling or to treatment, storage, and disposal facilities (TSDFs) because there is no local disposal
capacity for these wastes, or because legal disposal or reuse in a foreign country may be more environmentally sound, or managing
the wastes in the foreign country may be less expensive than at home. The cross-boundary traffic in hazardous wastes has lately
been under close public scrutiny, however, resulting in the accession of several international agreements and laws to regulate
such activities. This paper discusses and analyzes the most significant control measures and major agreements in this new
commercial activity involving hazardous wastes. In particular, the discussion recognizes the difficulties with trying to implement
the relevant international agreements among countries of vastly different socioeconomic backgrounds. Nonetheless, it is also
noted that global environmental agreements will generally be a necessary component of ensuring adequate environmental protection

/ The International Joint Commission (IJC) has overseen the implementation of the Great Lakes Water Quality Agreement between Canada and the United States for 25 years. Part of its mandate has been to facilitate international cooperation among a diversity of stakeholders focusing on the "waters" and the "ecosystem." In the 1970s policy focused on phosphorus reduction and individual contaminants, with some efforts (after 1978) to take an ecosystem (ecological perspectives) approach. In the last 15 years human health effects from (real and perceived) environmental causes have received considerable recognition. By contrast, less concern has been expressed for what is traditionally considered "environment" issues (such as protecting fish species). This shift at the policy level is well illustrated in the manner in which human health is increasingly used as a way for mobilizing environmental agendas. This paper analyzes nine IJC biennial reports to track how the framing of Great Lakes issues has shifted from concern for its waters to concern for human neurobehavior and reproductive systems. Frame analysis is used to conceptualize the controversies that are expressed through the Great Lakes policy documents. The analysis of the reports also reveals a shift in operational frames, used by the IJC to mobilize decision-makers into action. 相似文献

Neither Canada nor the United States attach much importance to the International Joint Commission (IJC) judging by the size of staffs and annual budgets. The Commission has been restricted to a relatively minor number of functions in the Great Lakes-St. Lawrence. It has investigated: the degree and causes of water and air quality deterioration; the effects of hydroelectric and navigation projects on water levels; the impacts of water-level fluctuations; and the feasibility of a deep waterway from the St. Lawrence to the Hudson River. Projects approved by the Commission have produced less than might be expected through no fault of the Commission. The Great Lakes Fishery Commission has promoted little international management. Budgetary limitations restrict its lamprey control program; institutional limitations restrict its ability to deal effectively with fishery problems. Commission responsibilities are limited to coordination and advisory functions. Since Canada and the United States have not chosen to refer most aspects of river basin management to international bodies, an institutional void exists in the Great Lakes Basin to consider these questions on a continuous basis. / Current private and public regulatory systems may not provide an optimal degree of regulation for labels bearing environmental information, and established institutions may detract from efforts to provide for better environmental management. The advent of ISO 14000 offers new opportunities for making eco-labeling a meaningful tool to encourage environmental stewardship. While new federal legislation offers the best vehicle to introduce these standards into US law, the slow pace of the legislative process may recommend an alternative system. Disaster risk management, particularly management of climate-related risks, has become central to the international policy agenda. Reducing hazard-related loss and damage relies heavily on scientific inputs. Science, in turn, relies on data—in this case 1) risk-related data on hazards, exposure and vulnerability, and 2) data on associated loss and damage outcomes. The latter, data on losses and damage, are also post-2015 international policy outcome indicators at the highest level, required for countries’ monitoring of progress in reducing disaster risk, adapting to climate change, and achieving sustainable development. Although the quantity and accessibility of loss and damage data are improving, a number of issues continue to constrain their potential. These include needs for more consistent cataloguing of hazards and extreme events, more systematic and accurate documentation of per-event losses and damage, more precise cross-referencing of hazard events with associated loss and damage, and improved standardization and interoperability among databases. We identify measures for improvement in this regard, both for research purposes and for post-2015 international policy implementation. 相似文献
