One major source of water-related health problems is the improper disposal of toxic substances in the environment. Toxic materials leaching from unregulated and unlined pits, ponds, lagoons, and landfills have created a widespread environmental nightmare in the United States and many other parts of the world. At present, there are two major and interrelated components of this problem in the United States. The first is the issue of cleaning up abandoned disposal sites that pose actual or potential threats to water supplies. The second aspect of the problem concerns the necessity of siting proper management, treatment, or disposal facilities in the future. Priorities must be set to allow efficient, effective, and equitable allocation of the scarce resources that are available for accomplishing these tasks.This article examines a number of the issues involved in setting these priorities, and presents the results obtained from a study of risk estimation and evaluation in the context of groundwater contamination by toxic substances. The article introduces a new concept of risk estimation, which is shown to produce more accurate and credible risk analyses. Finally, the relationships between risk credibility and public perceptions of procedural fairness and equity are examined as these factors bear on the institutional aspects of implementing policies for site cleanup and/or facility siting. 相似文献

Summary The paper presents a method of participatory decision-making involving the authorities at local level, experts and the public.
It studies how to solve the problems caused by the heterogeneity of the parties taking part in the decision-making process.
The method builds on mutual learning and consideration among the participants following a systematic approach led by a moderator.
The method was tested at a workshop simulating a real-life situation. The test case studied at the workshop was the problem
of identifying the best site for a low and intermediate level radioactive waste repository among three alternatives. The learning
phase was the Krško Nuclear Power Plant cooling problem. The results show that the participants were able to reach agreement
on the prioritisation of the alternatives and to end up with suprisingly complex and fully reasonable decision models. We
believe that this was achieved particularly due to the well defined procedure that guided the decision-making process, and
the ability of all participants to see the influence of their views on the decision model. 相似文献

A national Baumol–Oates tax on waste in Denmark helped achieve a reduction of 26% in net solid waste from 1987 to 1998. The
tax, which is levied per ton of waste, was particularly effective as regards the heavier waste streams such as construction
waste and garden waste. When it comes to industrial and commercial waste, there are indications that the waste tax is not
sufficiently significant to induce changes in behavior, and that except for very waste-intensive enterprises, companies do
not seem to be very price sensitive. For household waste, the impact of the tax can be improved where tariffs for garbage
collection are weight based, rather than per unit. However, the waste sector is an area in which the price signals are modified
and filtered by institutionalized practices in municipal administration, and in which true-cost pricing is not easy to achieve.
Hence, the rational choice assumption of environmental economics needs to be supplemented by an institutional dimension to
interpret responses to environmental taxes correctly.

Siting municipal solid waste landfills in Kuwait had not considered public concerns about the location of such facilities. Kuwait Municipality has disposed urban waste in abandoned sand quarries for the past 20 years in an unplanned fashion. Due to this improper siting criteria, environmental and health problems have risen from old landfills that are located in residential areas. In an effort to help responsible decision-makers in assessing public support for siting landfills a structured, yet simple, questionnaire was designed and distributed to a random sample of heads of households. Statistical techniques were employed to examine trends and relationships between the sample public responses concerning landfill siting criteria. The findings of the research indicated that a significant percentage of the responding sample did not know about the various landfill impacts and less than 50% were aware of the negative impacts of landfills on the public health and the environment. The visual appearance of the landfill scored the lowest impact in the opinion of the sample public while the most important aspect in siting a landfill appeared to be its economic consideration. The research findings also directed attention to the important role that the media could play in increasing public awareness. Results from the cross-classification analysis demonstrated the existence of differences in awareness levels according to age, nationality, martial status, education, and occupation of the responding sample. ABSTRACT Researchers often focus on the most intense conflicts, skewing our perception of the diversity and nature of policy conflicts. The paper examines the discourse engaged in the siting of three pipeline projects under construction, each with varying levels of conflict, and one rejected project of high conflict. We analyze over 700 newspaper articles that span the life of each proposed pipeline and supplement the news media data with interviews. Using these data, we compare differences in actor types, frames, and behaviors in natural gas pipeline siting processes characterized by high, medium, and low conflict. Comparing the characteristics of energy siting conflicts at varying intensities helps support corresponding portrayals of how people engage in the policy process. This paper offers theoretical and empirical guidance on understanding policy conflict intensity variation. 相似文献

This article briefly summarizes the limited landfill/dump information available for developing Asian countries, and introduces a database that aims to close the information gap through collecting and sharing data. Developing nations usually try to adapt the systems and technologies of developed countries. However, this approach may not be appropriate because of differences in socioeconomic, cultural, and political backgrounds. Many waste management projects fail after operations are transferred to local authorities owing to a lack of funds to cover the high operational expenses. Some successful projects have been adapted to local conditions, although the information on these successes is not often available for others. Nevertheless, only a few developing countries even have a national inventory of their dumps/landfills, and decision-makers have little awareness of the dumps and their impacts. The database introduced here will gather landfill/dump information from each country and organize it in a comparable format, and it will then be published on the Internet. 相似文献

Landfills generate emissions in the form of gas and leachate. The emissions are often measured within monitoring programmes. It is likely that the requirements of such monitoring programmes can be extended in the future, particularly in light of the increased interest in specific organic substances. Multivariate data analyses (MVDA) have been used to evaluate the possibility of predicting the content of specific organic substances from more common analyses. The results indicate that this is possible for a specific leachate. MVDA can also be used to reduce the number of analyses performed within existing monitoring programmes while retaining information about all the variables formerly included in the programmes. 相似文献

Evaluation of groundwater and soil pollution in a landfill area using electrical resistivity imaging survey 总被引:8,自引:0,他引:8
Landfills are sources of groundwater and soil pollution due to the production of leachate and its migration through refuse.
This study was conducted in order to determine the extent of groundwater and soil pollution within and around the landfill
of Seri Petaling located in the State of Selangor, Malaysia. The condition of nearby surface water was also determined. An
electrical resistivity imaging survey was used to investigate the leachate production within the landfill. Groundwater geochemistry
was carried out and chemical analysis of water samples was conducted upstream and downstream of the landfill. Surface water
was also analyzed in order to determine its quality.
Soil chemical analysis was performed on soil samples taken from different locations within and around the landfill in the
vadose zone (unsaturated zone) and below the water table (in the soil saturated zone). The resistivity image along line L–L1 indicated the presence of large zones of decomposed waste bodies saturated with highly conducting leachate. Analysis of trace
elements indicated their presence in very low concentrations and did not reflect any sign of heavy metal pollution of ground
and surface water or of soil.
Major ions represented by Na, K, and Cl were found in anomalous concentrations in the groundwater of the downstream bore hole,
where they are 99.1%, 99.2%, and 99.4%, respectively, higher compared to the upstream bore hole. Electrical conductivity (EC)
was also found in anomalous concentration downstream. Ca and Mg ions represent the water hardness (which is comparatively
high downstream). There is a general trend of pollution towards the downstream area. Sulfates (SO4) and nitrates (NO3) are found in the area in low concentrations, even below the WHO standards for drinking water, but are significantly higher
in the surface water compared to the groundwater. Phosphate (PO4) and nitrite (NO2), although present in low levels, are significantly higher at the downstream. There is no significant difference in the amount
of fluoride (F) in the different locations. In the soil vadose zone, heavy metals were found to be in their typical normal
ranges and within the background concentrations. Soil exchangeable bases were significantly higher in the soil saturated zone
compared to the vadose zone, and no significant difference was obtained in the levels of inorganic pollutants. With the exception
of Cd, the concentration ranges of all trace elements (Cu, Zn, Cr, Pb, and Ni) of Seri Petaling landfill soils were below
the upper limits of baseline concentrations published from different sources. 相似文献

Air pollution has become a matter of grave concern, particularly in mega-cities and urban areas, where the situation is alarming and becoming more and more severe day-by-day and warrants, therefore, careful planning to facilitate future industrial development. Site selection, with the objective of minimizing adverse environmental impacts based on environmental criteria is a vital prerequisite, particularly for air polluting industries. In order to locate any air polluting industry, the assimilative capacity of the region needs to be assessed carefully and planned accordingly, so that the receiving environment is not adversely affected. Assimilative capacity of a region/airshed, widely represented through the ventilation coefficient by many researchers in the past, does not give a clear picture about the amount of emission load that can be assimilated in a given region. The ventilation coefficient, at best, can only present a broad picture about the air pollution dispersion potential (low, medium or high) of the region. A modified approach, which utilizes air quality modelling as a tool to estimate the maximum allowable emission load that a region can assimilate without violating the stipulated standards, has been used for estimating the assimilative capacity of the air environment. Details of this approach have been presented in this paper through a case study carried out for the Kochi region, located in the Kerala State of India. A variety of emission and meteorological scenarios have been considered and critical emission loads have been estimated.
