Future sustainability of the conservation management of socio-ecological landscapes is typically reliant on on-going agricultural management. Such management may be threatened by changes in the drivers of management and the fragility of the stakeholder networks that deliver management. This study examined evidence for the risk of abandonment in a series of case study high nature value (HNV) grassland sites. The work found that the motivation of farmers to participate in the conservation management was typically limited and often marginal. Landowners and conservation stakeholders who relied on partner farmers to manage such sites often struggled to recruit and retain their participation, leading to increased turnover among managing farmers and to some sites being under-managed. Primary reasons for difficulty of recruitment and farmer turnover included a lack of candidate farmers in the local landscape, and the marginal and fluctuating economics of grassland management. A trend towards greater financial incentivisation of farmers was evident, which policy-makers responsible for agri-environment schemes should note, and elsewhere some conservation organisations were seen to be bringing grassland management in-house. Farmers’ motivations to participate in conservation management of such systems may continue to weaken and abandonment may therefore become a significant risk to the successful conservation of such systems. Conservation stakeholders need to foster good relations with their farmer-manager partners and not further depress their limited motivations to participate, as well as consider carefully whether farmer stakeholders are being adequately compensated for their efforts. 相似文献

Abstract: Habitat connectivity is required at large spatial scales to facilitate movement of biota in response to climatic changes and to maintain viable populations of wide‐ranging species. Nevertheless, it may require decades to acquire habitat linkages at such scales, and areas that could provide linkages are often developed before they can be reserved. Reserve scheduling methods usually consider only current threats, but threats change over time as development spreads and reaches presently secure areas. We investigated the importance of considering future threats when implementing projects to maintain habitat connectivity at a regional scale. To do so, we compared forward‐looking scheduling strategies with strategies that consider only current threats. The strategies were applied to a Costa Rican case study, where many reserves face imminent isolation and other reserves will probably become isolated in the more distant future. We evaluated strategies in terms of two landscape‐scale connectivity metrics, a pure connectivity metric and a metric of connected habitat diversity. Those strategies that considered only current threats were unreliable because they often failed to complete planned habitat linkage projects. The most reliable and effective strategies considered the future spread of development and its impact on the likelihood of completing planned habitat linkage projects. ABSTRACTQuests for devolving more power to local actors for nature protection stem from both international and national policies. Also, there is a growing recognition of the need for local governments to promote green infrastructure for citizens to recreate and learn about their environment. Starting in 2004, the Swedish government has allocated special funding towards these goals through the Local Nature Conservation Programme (LONA). Virtually all Swedish municipalities have received such funding in pursuit of facilitating wide access to nature and promoting recreational activities, including the protection of nature areas, creating pathways, information devices, and promoting these areas among new societal groups to enjoy. This study presents the results of ten years of experience with LONA. A survey with respondents from 191 municipalities and 20 county administrations, together with 20 key informant interviews, show that the programme has been a success in several respects. Not only have most municipalities created a wealth of new ways to engage local organisations and citizens in nature conservation and recreation, but they have also broadened the ways they think about how nature is important to their constituencies. Due to innovative ways to count voluntary work as local matching of funding, smaller and less resourceful municipalities have also become engaged. Still, the local needs for further initiatives are deemed considerable. State support coupled with knowledge sharing is important to show policy priority to such bottom-up initiatives. 相似文献

Ecological approaches to drawing boundaries for parks and reserves are developed, described as 15 guidelines. The five abiotic guidelines are designed with the principle objective of maintaining drainage basin integrity. The ten biotic guidelines are designed to reduce as little as possible the natural diversity of populations in both the total natural area and in the communities directly traversed by the boundary line. Three of the biotic guidelines apply to maintaining community diversity, the remainder to species diversity. These guidelines are applied to a 2500-km2 potential national park in a montane environment in the southwest Yukon Territory. They were successful in generating the conclusion that boundaries in the subalpine best satisfy the guidelines in this environment. 相似文献

Two approaches to formulating the reserve site selection problem when species occurrence data is probabilistic were solved for terrestrial vertebrates in a small set of potential reserve sites in Oregon. The expected coverage approach, which maximizes the sum of the occurrence probabilities, yielded solutions that covered more species on average in Monte Carlo simulations than the threshold approach, which maximizes the number of species for which the occurrence probability exceeds some threshold. 相似文献

Natura 2000 is a network of natural sites whose aim is to preserve species and habitats of relevance in the European Union. The policy underlying Natura 2000 has faced widespread opposition from land users and received extensive support from environmentalists. This paper addresses the ethical framework for Natura 2000 and the probable moral assumptions of its main stakeholders. Arguments for and against Natura 2000 were analyzed and classified according to “strong” or “weak” versions of the three main theories of environmental ethics – anthropocentrism, biocentrism, and ecocentrism. Weak (intergenerational) anthropocentrism was found to underlie the Natura 2000 network itself and the positions of environmentalists, while strong (traditional) anthropocentrism pervaded the positions of economic developers. Land users seemed to fall somewhere between weak and strong anthropocentrism. The paper discusses the relation between ethics and different attitudes towards Natura 2000, highlighting some of the implications for the network’s ongoing implementation. It is shown that Natura 2000 achieves a strong reversal of the burden of proof from conservation to economic development and land use change under anthropocentrism. It is argued that the alleged theoretical divide between anthropocentrism and non-anthropocentrism in relation to the burden of proof does not seem to hold in practice.
