Effective EU and Member State policies for stimulating CCS   总被引:1,自引:0,他引:1  
Although CO2 capture and storage (CCS) is widely recognised as an option to mitigate climate change, consistent and effective EU policies to advance CCS are still absent. This paper discusses policy instruments for advancing large-scale deployment of CCS in the European Union, and evaluates them in a multi-criteria analysis. The EU Emissions Trading Scheme (EU-ETS) is a cost-effective instrument for limiting greenhouse gas emissions, but it is questionable whether its currently limited time horizon and short-trading periods will lead to substantial CCS diffusion. Complementary policies at the EU and the Member State level may repair this and provide sufficient incentives for CCS. Potential policies include financial instruments such as investment subsidies, a feed-in scheme, or a CO2 price guarantee, as well as a CCS mandate or a low-carbon portfolio. These policy options differ with respect to their environmental effectiveness, possible interaction with the EU-ETS, costs and financial risk involved, and their competition with other mitigation options. Interactions between Member State policies and the EU-ETS are smaller in scope than those of EU-wide policies, but they are more likely to lead to displacement of financial resources from other low-carbon technologies. In addition, national policies may pose a significant part of the financial risk of CCS operations with Member States, reducing the operator's incentive to innovate. Overall, structural policies at the EU level, such as a mandate or a low-carbon portfolio standard would be more conducive for realising large-scale deployment of CCS across the EU as well as more acceptable to environmental organisations.  相似文献

Typical top-down regional assessments of CO2 storage feasibility are sufficient for determining the maximum volumetric capacity of deep saline aquifers. However, they do not reflect the regional economic feasibility of storage. This is controlled, in part, by the number and type of injection wells that are necessary to achieve regional CO2 storage goals. In contrast, the geomechanics-based assessment workflow that we present in this paper follows a bottom-up approach for evaluating regional deep saline aquifer CO2 storage feasibility. The CO2 storage capacity of an aquifer is a function of its porous volume as well as its CO2 injectivity. For a saline aquifer to be considered feasible in this assessment it must be able to store a specified amount of CO2 at a reasonable cost per ton of CO2. The proposed assessment workflow has seven steps that include (1) defining the storage project and goals, (2) characterizing the geology and developing a geomechanical model of the aquifer, (3) constructing 3D aquifer models, (4) simulating CO2 injection, (5,6) evaluating CO2 injection and storage feasibility (with and without injection well stimulation), and (7) determining whether it is economically feasible to proceed with the storage project. The workflow was applied to a case study of the Rose Run sandstone aquifer in the Eastern Ohio River Valley, USA. We found that it is feasible in this region to inject 113 Mt CO2/year for 30 years at an associated well cost of less than US $1.31/t CO2, but only if injectivity enhancement techniques such as hydraulic fracturing and injection induced micro-seismicity are implemented.  相似文献

Environmental and safety risks related to carbon capture and storage concern leakages and accidental releases during transport and geological storage. Based on principles widely accepted in the EU and beyond in the discussion about the where’s and why’s of nuclear waste repositories, this paper discusses the desirability of carbon capture and storage from a risk management point of view, focusing on environmental risks on the global level (climate change). On this basis it is concluded that, if the key energy issue of coming generations, not just in Europe but all around the world, is not the abundance of fossil resources but rather an unacceptably high probability of global warming due to greenhouse gas emissions, then the solution should not include any massive hiding of the emissions but entirely focus on the avoidance based on improved technology in power plants and other industrial installations.  相似文献

ABSTRACT: An analysis of four streamflow generation schemes for the use in the estimation of the required conservation storage for a single reservoir is presented. The comparison of the generating schemes should aid in the selection of an appropriate model type for the reservoir sizing problem. The streamflow generation models are compared using two criteria. The first comparison is between the statistics of the generated streamflow sequences and the corresponding statistics from the historical record. The second evaluation compares the median reservoir size determined by each model with the required storage based on the historical flow sequence. The results of a comparative analysis for monthly streamflow data for the Rzav River in Yugoslavia are presented and discussed. The results indicate that both evaluation criteria are required to discriminate between the various options.  相似文献

Corn starch and zein mixtures (4 : 1 dry weight) were extruded and injection-molded in the presence of plasticizers (glycerol and water). Tensile strength and percentage elongation of the molded plastics were measured before and after 1 week of storage under a dry or humid condition (11 or 93% RH). With 10–12% glycerol and 6–8% water, injection-molded plastics had relatively good tensile properties (20- to 25-MPa tensile strength and 3.5–4.7% elongation). But while exposed to dry conditions (11% RH), the molded plastics lost weight (0.5–1.5% in 7 days) and became very brittle, with significant decreases in tensile strength and elongation. Partial replacement (5–10%) of starch with a maltodextrin (average DE 5) reduced the glass transition and melting temperatures of the starch-zein mixture as well as the dry storage stability. Using potato starch instead of corn starch significantly improved the dry storage stability of the injection-molded starch-zein plastics (18- vs 11-MPa tensile strength). Anionic corn starches with a maleate or succinate group (DS<0.01) produced injection-molded plastics with improved tensile properties and storage stability. ABSTRACT: A small lake in the Chicago Metropolitan Area was from 91 to 95 percent efficient in removing suspended sediment and from 76 to 94 percent efficient in removing copper, iron, lead, and zinc from urban runoff. Sediments accumulated in the lake in the form of an organic-rich mud at an average rate of 20 millimeters per year; this reduced lake storage and covered potential habitat for aquatic organisms. Copper, lead, and zinc concentrations were closely associated with suspended-sediment concentrations and with silt- and clay-sized fractions of lake sediment. Although concentrations of mercury and cadmium were near detection limits in runoff, measurable concentrations of these metals accumulated in the lake sediments.  相似文献

Large but feasible increases that have been projected for the production of wood energy in the United States can be expected to significantly alter the current carbon storage patterns in US forest vegetation. The 1976 net wood increment left after forest cutting equals about 136 × 106 tons of carbon/year, with about 60% of the increment found in merchantable trees, and the remainder in nonmerchantable components.Achieving 5–10 quads of wood energy beyond 1976 levels by the year 2010 can significantly change current carbon storage patterns with the magnitude of change dependent on the extent of residue harvest to meet energy goals, and the rate of future forest growth. Complete loss of the apparent net wood increment is a possible outcome.Although the future growth and harvest situation cannot be known now, a range of possible scenarios suggests that US forests in the year 2010 will store much less carbon than today, thus significantly changing their role in the global carbon cycle.  相似文献

The Keelung River Basin in northern Taiwan lies immediately upstream of the Taipei metropolitan area. The Shijr area is in the lower basin and is subject to frequent flooding. This work applies micromanagement and source control, including widely distributed infiltration and detention/ retention runoff retarding measures, in the Wudu watershed above Shijr. A method is also developed that combines a genetic algorithm and a rainfall runoff model to optimize the spatial distribution of runoff retarding facilities. Downstream of Wudu in the Shijr area, five dredging schemes are considered. If 10‐year flood flows cannot be confined in the channel, then a levee embankment that corresponds to the respective runoff retarding scheme will be required. The minimum total cost is considered in the rule to select from the regional flood mitigation alternatives. The results of this study reveal that runoff retarding facilities installed in the upper and middle parts of the watershed are most effective in reducing the flood peak. Moreover, as the cost of acquiring land for the levee embankment increases, installing runoff retarding measures in the upper portion of the watershed becomes more economical.  相似文献
