Study of water resource decision-making in Massachusetts demonstrates the existence of many institutional constraints such as the established fee system for consulting engineers, the funding of certain agencies, the institutionalization of equity concerns, overrepresentation of interests, and incompatibility of agency goals. These institutional constraints are attributable in part to certain broadly-based value-orientations such as the American pragmatic tradition. However, various lines of evidence indicate that these constraints are less important than other factors in the etiology of decisional outcomes. The outcomes of the decision processes were found to be at variance with the decisions studied, a fact leading to the conclusion that choice of decisions for study should be given more attention. The authors conclude that institutional constraints are important if one is interested in studying how decisions are made, but that what actually happens in the long run cannot be easily ascertained by studying either institutions or the decision-making process. They suggest the need for more research utilizing the incremental theories of Carl Lindblom and the side-effect theories of Albert O. Hirschman.  相似文献

Roads, bridges, causeways, impoundments, and dikes in the coastal zone often restrict tidal flow to salt marsh ecosystems. A dike with tide control structures, located at the mouth of the Herring River salt marsh estuarine system (Wellfleet, Massachusetts) since 1908, has effectively restricted tidal exchange, causing changes in marsh vegetation composition, degraded water quality, and reduced abundance of fish and macroinvertebrate communities. Restoration of this estuary by reintroduction of tidal exchange is a feasible management alternative. However, restoration efforts must proceed with caution as residential dwellings and a golf course are located immediately adjacent to and in places within the tidal wetland. A numerical model was developed to predict tide height levels for numerous alternative openings through the Herring River dike. Given these model predictions and knowledge of elevations of flood-prone areas, it becomes possible to make responsible decisions regarding restoration. Moreover, tidal flooding elevations relative to the wetland surface must be known to predict optimum conditions for ecological recovery. The tide height model has a universal role, as demonstrated by successful application at a nearby salt marsh restoration site in Provincetown, Massachusetts. Salt marsh restoration is a valuable management tool toward maintaining and enhancing coastal zone habitat diversity. The tide height model presented in this paper will enable both scientists and resource professionals to assign a degree of predictability when designing salt marsh restoration programs.  相似文献

This special edition of the Journal of Cleaner Production celebrates the twentieth anniversary of a piece of legislation that has special significance to the environmental movement - the Massachusetts Toxics Use Reduction Act of 1989 (TURA). Most of the papers in this issue were presented at a symposium to commemorate the twentieth anniversary that was held on November 4, 2009.Much has been written about the Massachusetts Toxics Use Reduction Program. It has been heralded as a major pollution prevention success story. It has been lauded as a premier American example of the precautionary principle in action. It has been condemned by the American chemical industry trade association as “bad for the chemical industry”. And it has been praised by the Ford Foundation and Harvard’s Kennedy School of Government as an award-receiving example of innovation in government (Harvard Kennedy School, 2005).Looking back now to some twenty years ago—back to the early origins of the program concept—it can be seen both as a landmark breakthrough in international chemicals policy, and as a fairly conventional next step in the political evolution of Massachusetts environmental policy.Where did this idea come from? How did it develop? How were pieces put together? Why did Massachusetts adopt such an idea into law? And how did the idea change during the early years of implementation? This paper provides a brief history of the development of the concept of toxics use reduction and the process by which it was drafted into law in Massachusetts, followed by an introduction to the articles included in this special edition and their assessment of TURA - past, present, and future.  相似文献

An alternative method of estimating relative demand among nonconsumptive uses of wildlife and among wildlife species is proposed. A demand intensity score (DIS), derived from the relative extent of an individual's involvement in outdoor recreation and conservation activities, is used as a weighting device to adjust the importance of preference rankings for wildlife uses and wildlife species relative to other members of a survey population. These adjusted preference rankings were considered to reflect relative demand levels (RDLs) for wildlife uses and for species by the survey population. This technique may be useful where it is not possible or desirable to estimate demand using traditional economic means. In one of the findings from a survey of municipal conservation commission members in Massachusetts, presented as an illustration of this methodology, poisonous snakes were ranked third in preference among five groups of reptiles. The relative demand level for poisonous snakes, however, was last among the five groups.  相似文献

Massachusetts v. Environmental Protection Agency was the first Supreme Court opinion generated specifically as a response to the issue of anthropogenic CO2 emissions, alleging that Environmental Protection Agency's (EPA) failure to regulate is leading to environmental harms for plaintiffs. This essay examines the majority opinion of Justice Stevens and his use of presumption and burden of proof, within a logic of problematic integration, to construct “certainty” as a rebuttal to and rejection of the “uncertainty” offered by EPA. I examine how this strategically constructed rebuttal to “uncertainty” functions as a declarative act of “certainty,” advancing a proposition whose scientific, legal, or political acceptance could function as a tipping point away from the claims of “uncertainty” used by opponents on this contentious issue. Because of the court's influence, the implications of their “certainty” extend beyond the case and into the broader discussion of climate change science and environmental communication.  相似文献

ABSTRACT: Regional hydrologic procedures such as generalized least squares regression and streamflow record augmentation have been advocated for obtaining estimates of both flood-flow and low-flow statistics at ungaged sites. While such procedures are extremely useful in regional flood-flow studies, no evaluation of their merit in regional low-flow estimation has been made using actual streamflow data. This study develops generalized regional regression equations for estimating the d-day, T-year low-flow discharge, Qd, t, at ungaged sites in Massachusetts where d = 3, 7, 14, and 30 days. A two-parameter lognormal distribution is fit to sequences of annual minimum d-day low-flows and the estimated parameters of the lognormal distribution are then related to two drainage basin characteristics: drainage area and relief. The resulting models are general, simple to use, and about as precise as most previous models that only provide estimates of a single statistic such as Q7,10. Comparisons are provided of the impact of using ordinary least squares regression, generalized least squares regression, and streamflow record augmentation procedures to fit regional low-flow frequency models in Massachusetts.  相似文献

ABSTRACT: We surveyed over 2000 lakes in the State of Massachusetts (1983–1984) to examine the spatial variations in their acid-base chemistry. Our survey differed from previous surveys by including small lakes and nonpristine urban lakes. For samples collected in October 1983 and 1984, the median acid neutralizing capacity (ANC) was 184 μeq L?1 and 5.9 percent were acidic (ANC≤O). Small lakes (<4 ha) were more likely to be acidic than large lakes. Generally, sulfate was the dominant acidifying agent, although organic anions were dominant in some of the lakes in the Cape Cod Region. The ionic composition of the lakes showed strong regional patterns which appear to be related to geology and human population density. An analysis of variance of ANC shows the six regional categories in the state explain 51 percent of the variance, while a combined general linear model of lake drainage type, color, elevation, size, silica, and hydrogen ion deposition could explain only 4.9 percent of the variation in ANC. Calcium rich, high ionic strength lakes were present in the marble bedrock in the west, and relatively dilute lakes dominated by sodium and chloride were found near the coast. Chloride concentrations were also related to population density, suggesting road salt as a likely contributing source.  相似文献

ABSTRACT: Public awareness of the importance of protecting the nation's water supplies is growing. Recent studies have shown a substantial increase in the perceived value of protecting water supplies for future use. In the Northeast, much of the water supply comes from ground water. This paper examines three test cases, each with different approaches for using geographic information systems (GIS) for ground water protection planning. In Wellfleet, Massachusetts, build-out scenarios were used to support regulatory and land acquisition decisions for siting a public water supply well. In Hadley, Massachusetts, the focus was on a decision support model for septic suitability assessment in support of regulatory efforts and infrastructure expansion. For Cortland County, New York, an interactive graphic user interface was created to facilitate the manipulation and recombination of a large volume of data by county officials to target ground water pollution prevention efforts. As personal computers become more powerful and inexpensive, and GIS data become more readily available, community and county governments are turning to GIS as a tool for developing comprehensive resource protection plans. Once appropriate data are input, a GIS can effectively and efficiently be used to derive outcomes of various land use plans and regulations.  相似文献

Utility rights-of-way corridors through wetland areas generate long-term impacts from construction activities to these valuable ecosystems. Changes to and recovery of the vegetation communities of a cattail marsh, wooded swamp, and shrub/bog wetland were documented through measurements made each growing season for two years prior, five years following, and again on the tenth year after construction of a 345-kV transmission line. While both the cattail marsh and wooded swamp recovered within a few years, measures of plant community composition in the shrub/bog wetland were still lower, compared to controls, after ten years. Long-term investigations such as the one reported here help decrease uncertainty and provide valuable information for future decision making regarding construction of power utility lines through valuable and dwindling wetland resources.  相似文献

Hydrologic response, defined as the annual direct runoff divided by the annual precipitation, was computed for twenty-one watersheds in or near western Massachusetts, using a total of 232 years of hydrologic records. Variability of the results over the period of analysis was greater than is desirable to inspire confidence in the usefulness of the hydrologic response function; however, the results do suggest that the hydrologic response concept, with appropriate refinements, could be applied successfully to the problem of delineating hydrologic provinces and determination of drainage and storage in unregulated watersheds.  相似文献
