Watershed ordinances in Austin, Texas, USA, are intended to protect streams from stormwater degradation. Their adequacy is being questioned, however, where development is advancing into the Hill Country northwest and southwest of the city. Detailed investigation into hillslope runoff reveals that several important facts were overlooked in the ordinances, including locally high infiltration rates and drainage basins, which function as partial area systems. As a result, development planning is not taking advantage of the natural mitigation potential of the land. Roads cut across infiltration and moisture retention areas on side slopes, enlarging the partial area system feeding streams with stormflows. In addition, most residential planning is not responsive to the stepped microtopography of Hill Country drainage basins and the critical scale at which local runoff processes operate. Recommendations include adjusting the scale and configuration of development to conform with local runoff processes and features and taking advantage of the water-absorbing capacities of basin side slopes. The lesson for ordinance writers is that standard models of community stormwater ordinances are not appropriate for all terrains, especially complex ones like the Texas Hill Country.  相似文献

The effects of permitting decisions made under Section 404 of the Clean Water Act for which compensatory mitigation was required were examined. Information was compiled on permits issued in Oregon (January 1977–January 1987) and Washington (1980–1986). Data on the type of project permitted, wetland impacted, and mitigation project were collected and analyzed. The records of the Portland and Seattle District Offices of the US Army Corps of Engineers and of Environmental Protection Agency Region X were the primary sources of information. The 58 permits issued during the years of concern in Oregon document impacts to 82 wetlands and the creation of 80. The total area of wetland impacted was 74 ha while 42 ha were created, resulting in a net loss of 32 ha or 43%. The 35 permits issued in Washington document impacts to 72 wetlands and the creation of 52. The total area of wetland impacted was 61 ha while 45 ha were created, resulting in a net loss of 16 ha or 26%. In both states, the number of permits requiring compensation increased with time. The area of the impacted and created wetlands tended to be ≤0.40 ha. Permitted activity occurred primarily west of the Cascade Mountains and in the vicinity of urban centers. Estuarine and palustrine wetlands were impacted and created most frequently. The wetland types created most often were not always the same as those impacted; therefore, local gains and losses of certain types occurred. In both states the greatest net loss in area was in freshwater marshes. This study illustrates how Section 404 permit data might be used in managing a regional wetland resource. However, because the data readily available were either incomplete or of poor quality, the process of gathering information was very labor intensive. Since similar analyses would be useful to resource managers and scientists from other areas, development of an up-to-date standardized data base is recommended.  相似文献

A review of wetland impacts authorized under the New Jersey Freshwater Wetlands Protection Act (FWPA) was conducted based on permitting data compiled for the period 1 July 1988 to 31 December 1993. Data regarding the acreage of wetlands impacted, location of impacts by drainage basin and watershed, and mitigation were analyzed. Wetland impacts authorized and mitigation under New Jersey's program were evaluated and compared with Section 404 information available for New Jersey and other regions of the United States.Under the FWPA, 3003 permits were issued authorizing impacts to 234.76 ha (602.27 acres) of wetlands and waters. Compensatory mitigation requirements for impacts associated with individual permits required the creation of 69.20 ha. (171.00 acres), and restoration of 16.49 ha (40.75 acres) of wetlands. Cumulative impacts by watershed were directly related to levels of development and population growth.The FWPA has resulted in an estimated 67% reduction [44.32 ha (109.47 acres) vs 136.26 ha (336.56 acres)] in annual wetland and water impacts when compared with Section 404 data for New Jersey. For mitigation, the slight increase in wetland acreage over acreage impacted is largely consistent with Section 404 data.Based on this evaluation, the FWPA has succeeded in reducing the level of wetland impacts in New Jersey. However, despite stringent regulation of activities in and around wetlands, New Jersey continues to experience approximately 32 ha (79 acres) of unmitigated wetland impacts annually. Our results suggest that additional efforts focusing on minimizing wetland impacts and increasing wetlands creation are needed to attain a goal of no net loss of freshwater wetlands.  相似文献

An evaluation of woodland reclamation on strip-mined lands in east Texas   总被引:1,自引:0,他引:1  
We compared the composition and structural characteristics of reclaimed and native woody plant communities near Fairfield, Texas, to evaluate the effectiveness of woodland reclamation 3–11 years since establishment. Species composition, foliage density, canopy cover, and woody plant densities were recorded in plots randomly placed along transects bisecting blocks of reclaimed and native woodlands. During summer, vertical foliage densities at heights ≤2 m were similar among native and reclaimed areas. Foliage density and canopy cover declined in reclaimed blocks during winter, but remained relatively constant in native woodlands, where evergreens and vines were more common. Canopy cover was absent in reclaimed woodlands <6 years old but increased with age in 6 to 11-year-old blocks. These data indicated that approximately 27 years will be needed before trees in reclaimed blocks will achieve the stature of canopy trees in native woodlands. Reclaimed woodlands contained different woody plant species and had lower woody stem densities compared to native woodlands. On average, stem densities in reclaimed blocks were six times lower than densities in native woodlands. Comparisons with planting records indicate that survival of most commonly planted woody species was low. Only green ash(Fraxinus pennsylvanica), Russian oliver(Elaeagnus commutata), smooth sumac(Rhus glabra), and redbud(Cercis canadensis) had estimated survival rates >50%. Reclamation procedures used at Big Brown Mine (BBM) during 1981–1988 have not produced woodland habitats with vegetative characteristics comparable to premined woodlands and may not be providing the cover needed to encourage use by certain wildlife species. Procedures for improving woodland reclamation are recommended.  相似文献

The Colorado River Municipal Water District (CRMWD) of Big Spring, Texas, planned to construct the Stacy Reservoir and Dam on the Colorado River near Paint Rock, Texas, yet needed a Section 404 permit from the US Army Corps of Engineers pursuant to the Clean Water Act. In 1986 the Concho water snake (Nerodia harteri paucimaculata) was listed as threatened under the Endangered Species Act (ESA). Much of its remaining range included the stretch of the Colorado River that would be flooded by the proposed dam. After initially rejecting CRMWD proposals for mitigation, and informing the Corps of Engineers that it would issue a jeopardy opinion regarding the 404 permit pursuant to Section 7 of the ESA, the US Fish and Wildlife Service reversed its stand. The final biological opinion stated that reasonable and prudent alternatives previously rejected as unfeasible would remove the threat of jeopardy. This paper concludes that experimental management techniques proposed by FWS to allow dam construction do not adequately ensure survival of the Concho water snake and an alternative water source should have been found.  相似文献

Abstract: The recent advent of carbon crediting has led to a rapid rise in biosequestration projects that seek to remove carbon from the atmosphere through afforestation and forest rehabilitation. Such projects also present an important potential opportunity to reverse biodiversity losses resulting from deforestation and forest degradation, but the biodiversity benefits of different forms of biosequestration have not been considered adequately. We captured birds in mist nets to examine the effects of rehabilitation of logged forest on birds in Sabah, Borneo, and to test the hypothesis that rehabilitation restores avian assemblages within regenerating forest to a condition closer to that seen in unlogged forest. Species richness and diversity were similar in unlogged and rehabilitated forest, but significantly lower in naturally regenerating forest. Rehabilitation resulted in a relatively rapid recovery of populations of insectivores within logged forest, especially those species that forage by sallying, but had a marked adverse effect on frugivores and possibly reduced the overall abundance of birds within regenerating forest. In view of these results, we advocate increased management for heterogeneity within rehabilitated forests, but we strongly urge an increased role for forest rehabilitation in the design and implementation of a biodiversity‐friendly carbon‐offsetting market.  相似文献

We conducted a diagnosis of the environmental management system of the Brazilian auto parts industry, using the LIFE certification methodology (lasting initiative for earth) as a diagnostic tool. This certification recognizes enterprises that develop conservation actions for biodiversity for the purpose of minimizing and/or mitigating their own negative impact on the environment. Through this method, it was possible to quantify and qualify the environmental impact and investigate the existence of conservation actions, as well as evaluate them quantitatively and qualitatively. Therefore, we used this methodology to demonstrate its potential as an economic instrument of environmental management through its application within an EMS certified to the ISO 14001 series. It was shown that there are many benefits of using sustainable environmental resources (possibility to return to ISE-Corporate Sustainability Index-Bovespa) and for the final disposal of waste from production. The main results indicated that the LIFE methodology allows companies to incorporate actions to biodiversity conservation transversally into their EMSs, which can increase the efficiency of enterprise management. We believe that the use of this management model by other companies will enable the intensification of conservation actions in protected areas in their regions.  相似文献

In recent years, particular interest has been direct to the issues of risk associated with the storage, transport and use of Liquefied Natural Gas (LNG) due to the increasing consideration that it is receiving for energy applications. Consequently, a series of experimental and modeling studies to analyze the behavior of LNG have been carried out to collect an archive of evaporation, dispersion and combustion information, and several mathematical models have been developed to represent LNG dispersion in realistic environments and to design mitigation barriers.This work uses Computational Fluid Dynamics codes to model the dispersion of a dense gas in the atmosphere after accidental release. In particular, it will study the dispersion of LNG due to accidental breakages of a pipeline and it will analyze how it is possible to mitigate the dispersing cloud through walls and curtains of water vapor and air, also providing a criterion for the design of such curtains.  相似文献

Handling combustible dusts not only continues to pose a risk to industry but can also affect the safety of society. Explosion risk could be avoided or mitigated trying to guarantee inherent safety throughout the product life chain. One way to reduce the risks when dealing with combustible dust is to increase the Minimum Ignition Energy (MIE) in order to decrease combustible dust ignition sensitivity. To achieve this decrease, the inertization technique, also known as moderation, will be used. It consists of adding inert powders or humidity to the combustible dust. As sometimes end-users also must deal with the handling of flammable dusts, this study aims to find the most optimal inert for toner waste from printers and Holi powder (organic coloured dust from Indian parties), taking Lycopodium as a reference. Calcium carbonate, sodium bicarbonate and gypsum are proposed as inert materials. In addition, with the aim of giving a second use to biomass boiler waste or boiler slagging, this waste will be analyzed as inert, as well as how humidity affects the combustible dusts. Then, sodium bicarbonate will be tested at different granulometries to evaluate the effect of particle size on moderation process. The tests were carried out in the modified Hartmann apparatus or MIKE 3.0. Mechanisms such as decomposition of inert dust have been analyzed by thermogravimetric analysis (TGA)). The results show that gypsum and moisture are the best performing inert followed by calcium carbonate. Boiler slagging and solid bicarbonate contribute to a decrease in the MIE in some of the tests. The reasons for this deviation are discussed in the presented article. When sodium bicarbonate is analyzed at different particle sizes, it is found that the optimum particle size does not match the particle size of the combustible dust. According to the tests, there is an optimum point for which the inert powder provides better results.  相似文献
