Fire occurrences and their sources were monitored in Emas National Park, Brazil (17°49′–18°28′S; 52°39′–53°10′W) from June 1995 to May 1999. The extent of burned area and weather conditions were registered. Forty-five fires were recorded and mapped on a GIS during this study. Four fires occurred in the dry winter season (June–August; 7,942 ha burned), all caused by humans; 10 fires occurred in the seasonally transitional months (May and September) (33,386 ha burned); 31 fires occurred in the wet season, of which 30 were caused by lightning inside the park (29,326 ha burned), and one started outside the park (866 ha burned). Wet season lightning fires started in the open vegetation (wet field or grassy savanna) at a flat plateau, an area that showed significantly higher fire incidence. On average, winter fires burned larger areas and spread more quickly, compared to lightning fires, and fire suppression was necessary to extinguish them. Most lightning fires were patchy and extinguished primarily by rain. Lightning fires in the wet season, previously considered unimportant episodes, were shown to be very frequent and probably represent the natural fire pattern in the region. Lightning fires should be regarded as ecologically beneficial, as they create natural barriers to the spread of winter fires. The present fire management in the park is based on the burning of preventive firebreaks in the dry season and exclusion of any other fire. This policy does not take advantage of the beneficial effects of the natural fire regime and may in fact reduce biodiversity. The results presented here stress the need for reevaluating present policies and management procedures concerning fire in cerrado conservation areas.  相似文献

Many problems and challenges of ecosystem management currently are driven by the rapid pace and spatial extent of landscape change. Parks and reserves within areas of high human population density are especially challenged to meet the recreational needs of local populations and to preserve valued environmental resources. The complex problem of managing multiple objectives and multiple resources requires an enormous quantity of information, and conceptual models have been proposed as tools for organizing and interpreting this information. Academics generally prefer a bottom-up approach to model construction that emphasizes ecologic theory and process, whereas managers often use a top-down approach that takes advantage of existing information to address more pragmatic objectives. The authors propose a formal process for developing, applying, and testing conceptual models to be used in landscape monitoring that reconciles these seemingly opposing perspectives. The four-step process embraces the role of hypothesis testing in the development of models and evaluation of their utility. An example application of the process to a network of national parks in and around Washington, DC illustrates the ability of the approach to systematically identify monitoring data that would both advance ecologic theory and inform management decisions.  相似文献

Further to the European Waste Electrical and Electronic Equipment (WEEE) Directive, setting up efficient collection schemes is necessary to ensure the recovery targets set. Following the subsidiary principle, the WEEE Directive defines only the general requirements for mandatory collection and recycling objectives. The modalities of the logistics and the organisation of the take-back schemes are left to the choice of Member States. In this paper, the implementation of the WEEE Directive and the development of the WEEE recovery infrastructure in Finland are described and the challenges to the effective management of the WEEE recovery system in Finland are expressed. It can be said that the implementation of the WEEE Directive has succeeded in Finland and, at the same time, the legislative basis has been enacted. In addition, a functional WEEE recovery infrastructure has been built and, the collection requirements of the WEEE Directive have been exceeded in a relatively short time. However, the paper outlines that some inefficient practices still exist, particularly in the registration and WEEE collection stages. It is concluded that raising awareness would lead to a more environmentally sound behaviour and would, ultimately, improve WEEE recovery efficiency.  相似文献

The design and integration of models projecting the effects of management on environmental systems is one step in the environmental planning process. Interactions between resources produced on the same unit of land under current and future management can be examined only when assumptions and processes of these dynamic environmental systems are quantified. Multiresource interaction models have generally been large and cumbersome while also suffering from an inadequate amount of detail. This article presents a conceptual framework for integrating individual resource models to project multiresource interactions at a regional scale. Land management impact projections require common definitions of the total land base and common definitions of management activities applied to the same land unit. A case example focusing on the resources of timber, forage, wildlife, fish, and water for the southern United States is presented.  相似文献

Increasingly, performance measurement is being used to hold federal agencies accountable, represent environmental progress, and evaluate the effectiveness of environmental programs. The need to track measurable outputs has created a tendency to present programmatic progress solely by quantifiable data, despite the inherent complexity of natural resource management. Wetlands and fire management programs are two specific environmental arenas that have come to overemphasize the tracking of acreage numbers to validate existing policy direction. In both of these arenas, we find the definition and categorization of "countable" acres to be inconsistent and unreliable. We explore this systemic flaw for both wetlands and fire programs and describe its implications for environmental policy and natural resource management more broadly. We conclude with recommendations for improved performance measurement in these arenas.  相似文献

A “finding of no significant impact” (FONSI) resulting from an environmental assessment (EA) was reported by the US Army in June 1986 for the construction and utilization of a multipurpose range complex (MPRC) at the Pohakuloa Training Area, Hawaii. There was little public response, and the US Fish and Wildlife Service and state agencies were consulted and had few comments concerning the results of the botanical surveys used in the assessment. Construction of the $24 million project was begun in 1988. Near the end of construction in 1989 a lawsuit was filed to halt construction because an environmental impact statement (EIS) had not been done for the project, and the plaintiff thought that significant damage had occurred to several unusual ecosystems. Judgment was against the plaintiff and construction continued. An appeal was filed with the 9th Circuit Court. As MPRC construction was nearly complete, and on advice of Department of Justice lawyers, the Department of Army agreed to settle out of court. The settlement in part called for: (1) the plaintiff to drop the appeal and allow construction to be completed as scheduled, and (2) the Department of Army to prepare an EIS for the operation of the MPRC. A subsequent botanical survey for the EIS discovered one endangered plant species, four category 1 candidate plant species (taxa with sufficient data to support listing as endangered or threatened), three category 2 candidate plant species (taxa with some evidence of vulnerability but insufficient data to support listing at this time), one category 3a species (presumably extinct taxa), and possibly three undescribed species growing within the MPRC boundary. The MPRC case study is an excellent example of why the National Environmental Policy Act (NEPA) must be modified to require in-depth and thorough environmental surveys.  相似文献

为阐明不同植被类型下表层土壤有机碳的分布特征,本文选取北京松山国家级自然保护区内胡桃楸阔叶林、蒙古栎阔叶林、油松针叶林、针阔叶混交林、灌丛和草甸6种典型植物群落作为研究对象,基于野外调查、采样与实验室分析对不同植被类型下表层土壤有机碳含量、密度及周转速率进行了研究。结果表明:草甸表层土壤有机碳含量和密度最高,分别为188.5 g/kg和10.9 kg/m2,周转速率最低,为0.019 6/a;针阔叶混交林表层土壤有机碳含量和密度最低,分别为68.6 g/kg和5.7 kg/m2,周转速率为0.074 9/a;灌丛表层土壤有机碳周转速率为0.077 4/a。土壤有机碳含量整体上随土壤深度增加而逐渐减少。土壤水分的增加和土壤温度的下降使表层土壤有机碳含量及密度呈上升趋势,而使有机碳周转速率呈下降趋势。土壤有机碳密度随海拔升高呈逐渐上升趋势。海拔通过影响不同植被群落土壤水热条件来影响微生物活动及凋落物的分解,进而影响表层土壤有机碳含量、密度和周转速率。本文为松山国家级自然保护区典型植被类型土壤碳储量和周转研究提供了有效参考。  相似文献

Contrary to claims from American politicians, lobbyists, and oil and gas executives, allowing energy development in the Alaskan Arctic National Wildlife Refuge (ANWR) will harm the environment, compromise international law, erode the social significance of wilderness protection, and ultimately fail to␣increase the energy security of the United States. After exploring a brief history of the ANWR controversy, this piece argues that the operation of oil and gas refineries in ANWR will release discharged solids, drilling waste, and dirty diesel fuel into the ecosystem’s food-chain, as they have from oil operations in Prudhoe Bay. Less obvious but equally important, oil and gas exploration in ANWR will violate a number of international treaties on biodiversity protection. In the end, development in ANWR will threaten the concept of wilderness protection, and will do little to end US dependence on foreign sources of energy. About the Author: Benjamin K. Recent wetland area trends were estimated from the National Resources Inventory (NRI) for nonfederal rural lands for the period 1982–1987. NRI-based estimates of wetland area for states comprising the conterminous United States were highly correlated with estimates made by the US Fish and Wildlife Service and with estimates of coastal salt marsh wetlands made by the National Oceanic and Atmospheric Administration. Net wetland area declined by 1.1% (≈363,200 ha) during the five-year study period. Conversion to open water, primarily caused by natural flooding in western inland basins, was responsible for altering extensive wetland areas (≈171,400 ha). Of the human-induced wetland conversions, urban and built-up land was responsible for 48% of the wetland loss, while agricultural development was indicated in 37% of the converted wetland area. A decrease in rural land, and increases in both population, and urban and built-up land were associated with wetland loss among states. Potential reasons for wetland loss were different in 20 coastal states than in 28 inland states. Proportionately, wetland loss due to development was three times greater in coastal states than inland states, while agriculturally induced wetland losses were similar in both groups. The proportionate declines of forested vs nonforested wetlands were not significantly different among states.  相似文献
