After the flooding in 2002 European governments provided billions of Euros of financial assistance to their citizens. Although there is no doubt that solidarity and some sort of assistance are reasonable, the question arises why these damages were not sufficiently insured. One explanation why individuals reject to obtain insurance cover against natural hazards is that they anticipate governmental and private aid. This problem became to be known as “charity hazard”. The present paper gives an economic analysis of the institutional arrangements on the market for natural disaster insurances focusing on imperfections caused by governmental financial relief. It provides a theoretical explanation why charity hazard is a problem on the market for natural disaster insurances, in the way that it acts as an obstacle for the proper diffusion and therefore the establishment of natural hazard insurances. This paper provides a review of the scientific discussion on charity hazard, provides a theoretical analysis and points out the existing empirical problems regarding this issue. 相似文献

Studies on the use of natural fibers as replacement to man-made fiber in fiber-reinforced composites have increased and opened
up further industrial possibilities. Natural fibers have the advantages of low density, low cost, and biodegradability. However,
the main disadvantages of natural fibers in composites are the poor compatibility between fiber and matrix and the relative
high moisture sorption. Therefore, chemical treatments are considered in modifying the fiber surface properties.
In this paper, the different chemical modifications on natural fibers for use in natural fiber-reinforced composites are reviewed.
Chemical treatments including alkali, silane, acetylation, benzoylation, acrylation, maleated coupling agents, isocyanates,
permanganate and others are discussed. The chemical treatment of fiber aimed at improving the adhesion between the fiber surface
and the polymer matrix may not only modify the fiber surface but also increase fiber strength. Water absorption of composites

New York City’s extensive municipal park system is home to forests, wetlands, and grasslands that provide important ecological and social benefits to the city’s population. While efforts and programs exist to restore and protect these spaces, management recommendations are complex due to variable conditions in urban natural areas. To advance the management of urban natural areas, the first comprehensive ecological assessment was conducted through a collaborative effort across 4000 ha of natural areas within New York City parkland. Field and spatial data were collected and analyzed to identify the extent of forests, the types of forests, and their conditions. This approach will help guide decision-making and prioritization of natural area management at the regional level by developing unique quantitative targets for urban forests. This project serves as an example of collaboration between private and public institutions advancing the governance of urban natural areas to achieve citywide conservation and policy goals. 相似文献

Several international initiatives, including the European Biodiversity Strategy to 2020, promote the identification and mapping of ecosystems as basic tools for the conservation of biodiversity and related services. On coarse scales, the spatial representation of ecosystems is usually based on broad land cover categories that largely overlook important ecological and biogeographic features of the biotic communities they are meant to exemplify. This paper presents a nationwide ecosystem mapping approach that promotes a degree of thematic detail, which is more suited than that found in the continental maps to meeting biodiversity conservation targets in Italy. The approach is based on the rationale that current and potential vegetation cover are valuable proxies for outlining ecosystems. The resulting Ecosystem Map of Italy includes 43 types of forest ecosystems instead of the 5 woodland, forest and other wooded land types recognized at the European level. We outline the expected advantages of this enhanced thematic detail for a number of conservation purposes and highlight how the resulting maps may help to meet biodiversity conservation targets at the national level. In particular, we refer to the assessment of conservation status, the definition of restoration priorities, the planning of green infrastructure and the identification of collapse risks for the ecosystems identified. Human society consumes resources that it is not able to reproduce. Human activities are still based on “open cycles,” starting
from a condition of natural environmental balance and reaching an environmental imbalance. The challenging scope of scientific
and technological research towards sustainability appears clear if it is based on this analysis: to find development systems
based on “closed cycles” of resources. The challenging objective of realizing closed cycles leads to a definition of sustainability
that indicates the path to sustainable development, as well as stating the general principle. It also provides a key to the
qualitative measurement of sustainability. This means that the sustainability level of a system can be measured by measuring
its capacity to avoid the consumption of resources. Zero consumption is a necessary condition for sustainability, and brings
about as a side effect the highly desired “zero-waste” result. Materials entering the proposed endless scheme pass through
the process of usefulness without losing their capacity to feed the system again after being used. Thus, the concept of “consumption”
itself is replaced by one of “use” when resources are inserted into closed loops capable of feeding human development. The
application of the closed cycle sustainability criterion particularly displays its feasibility, and a theoretical guiding
role, in the energy sector. Energy vectors such as hydrogen and electricity enable the closure of the energy resources loop
by effectively approaching the objective of “zero consumption” (and the side result of “zero waste”) through already demonstrated

Italy is one of the European countries that are most heavily exposed to a wide range of natural hazards, which might cause large economic losses. In this context, the assessment of social vulnerability has an important role for evaluating the capacity of a community to prepare for, respond to and recover from disasters. However there are currently no published studies analysing social vulnerability and its spatial distribution in Italy. Within this framework, this paper aims to apply a proven method for assessing social vulnerability at the national scale, while considering the contribution of the socioeconomic and demographic factors that affect the Italian population. The proposed methodology is based on the Hazard-of-Place Model approach, and uses free and open source software applications (FOSS). Specifically, we selected significant components through Principal Component Analysis and derived their spatial distribution. Using component scores, we derived a social vulnerability index, evaluated its geographic distribution, and performed a cluster analysis on its spatial variation. The analysis identified different spatial patterns across Italy, providing useful information for identifying the communities most likely to experience negative natural disaster impacts due to their socioeconomic and demographic characteristics. Natural gas pipeline construction is developing rapidly worldwide to meet the needs of international and domestic energy transportation. Meanwhile, leakage accidents occur to natural gas pipelines frequently due to mechanical failure, personal operation errors, etc., and induce huge economic property loss, environmental damages, and even casualties. However, few models have been developed to describe the evolution process of natural gas pipeline leakage accidents (NGPLA) and assess their corresponding consequences and influencing factors quantitatively. Therefore, this study aims to propose a comprehensive risk analysis model, named EDIB (ET-DEMATEL-ISM-BN) model, which can be employed to analyze the accident evolution process of NGPLA and conduct probabilistic risk assessments of NGPLA with the consideration of multiple influencing factors. In the proposed integrated model, event tree analysis (ET) is employed to analyze the evolution process of NGPLA before the influencing factors of accident evolution can be identified with the help of accident reports. Then, the combination of DEMATEL (Decision-making Trial and Evaluation Laboratory) and ISM (Interpretative Structural Modeling) is used to determine the relationship among accident evolution events of NGPLA and obtain a hierarchical network, which can be employed to support the construction of a Bayesian network (BN) model. The prior conditional probabilities of the BN model were determined based on the data analysis of 773 accident reports or expert judgment with the help of the Dempster-Shafer evidence theory. Finally, the developed BN model was used to conduct accident evolution scenario analysis and influencing factor sensitivity analysis with respect to secondary accidents (fire, vapor cloud explosion, and asphyxia or poisoning). The results show that ignition is the most critical influencing factor leading to secondary accidents. The occurrence time and occurrence location of NGPLA mainly affect the efficiency of emergency response and further influence the accident consequence. Meanwhile, the weight ranking of economic loss, environmental influence, and casualties on social influence is determined with respect to NGPLAs. 相似文献

Accidents in the process industry involve several interacting factors, including human and organizational factors (HOFs). A long-standing obstacle to HOFs analysis is lack of data. Accident reports are an essential data source to learn from the past and contain HOFs-related data, but they are usually unstructured text in a not standardized format. Some studies have explored the extraction of information automatically from accident reports based on Natural Language Processing (NLP) techniques. However, they were not dedicated to HOFs. Risk communication is considered an essential pillar in safety and risk science. This research develops a HOFs-focused risk communication framework based on the NLP techniques that can support risk assessment and mitigation. The proposed approach automatically extracts the target groups oriented “Who, When, Where, Why” (4Ws) information from accident reports.This framework was applied to explore the eMARS database. The results show that the “4Ws” skeleton of narratives has appreciated performance in pattern recognition and holistic information analysis. The graphical representation interfaces are designed to display the features of HOFs-related accidents, which can better be communicated to the sharp-end operators and decision-makers. 相似文献
