The most important of these concern the way minerals are distributed within the crust and trends in energy costs associated with mineral production. The United States and other developed countries are faced with restoring and managing degraded ecosystems. Evaluations of the degradation of ecological resources can be used for determining ecological risk, making remediation or restoration decisions, aiding stakeholders with future land use decisions, and assessing natural resource damages. Department of Energy (DOE) lands provide a useful case study for examining degradation of ecological resources in light of past or present land uses and natural resource damage assessment (NRDA). We suggest that past site history should be incorporated into the cleanup and restoration phase to reduce the ultimate NRDA costs, and hasten resource recovery. The lands that DOE purchased over 50 years ago ranged from relatively undisturbed to heavily impacted farmland, and the impact that occurred from DOE occupation varies from regeneration of natural ecosystems (benefits) to increased exposure to several stressors (negative effects). During the time of the DOE releases, other changes occurred on the lands, including recovery from the disturbance effects of farming, grazing, and residential occupation, and the cessation of human disturbance. Thus, the injury to natural resources that occurred as a result of chemical and radiological releases occurred on top of recovery of already degraded systems. Both spatial (size and dispersion of patch types) and temporal (past/present/future land use and ecological condition) components are critical aspects of resource evaluation, restoration, and NRDA. For many DOE sites, integrating natural resource restoration with remediation to reduce or eliminate the need for NRDA could be a win-win situation for both responsible parties and natural resource trustees by eliminating costly NRDAs by both sides, and by restoring natural resources to a level that satisfies the trustees, while being cost-effective for the responsible parties. It requires integration of remediation, restoration, and end-state planning to a greater degree than is currently done at most DOE sites. 相似文献

As part of the program monitoring the ecosystem health of Moreton Bay, Queensland, Australia, we developed a means for assessing
ecosystem health that allows quantitative evaluation and spatial representations of the assessments. The management objectives
for achieving ecosystem health were grouped into ecosystem objectives, water quality objectives, and human health objectives.
For the first two groups, aspects of the ecosystem (e.g., trophic status) were identified, and an indicator was chosen for
each aspect. Reference values for each indicator were derived from management objectives and compared with the mapped survey
values. Subregions for which the indicator statistic was equal to or better than the assigned reference value are referred
to as “compliant zones.” High-resolution surface maps were created from spatial predictions on a fine hexagonal grid for each
of the indicators. Eight reporting subregions were established based on the depth and predicted residence times of the water.
Within each reporting subregion, the proportion that was compliant was calculated. These results then were averaged to create
an integrated ecosystem health index. The ratings by a team of ecosystem experts and the calculated ecosystem health indices
had good correspondence, providing assurance that the approach was internally consistent, and that the management objectives
covered the relevant biologic issues for the region. This method of calculating and mapping ecosystem health, relating it
directly to management objectives, may have widespread applicability for ecosystem assessment. 相似文献

The expectation is that trading will reduce the costs of water quality protection, and may speed compliance. The United States Environmental Protection Agency has issued guidance to the States on developing point‐nonpoint trading programs, and United States Department of Agriculture is encouraging farmer participation. However, existing point‐nonpoint trading programs have resulted in very few trades. Supply side and demand side impediments seem to be preventing trades from occurring in most trading programs. These include uncertainty over the number of discharge allowances different management practices can produce, high transactions costs of identifying trading partners, baseline requirements that eliminate low‐cost credits, the reluctance of point sources to trade with unfamiliar agents, and the perception of some farmers that entering contracts with regulated point sources leads to greater scrutiny and potential future regulation. Ammonia emissions from two contrasting seabird colonies in Scotland were measured, based on the determination of atmospheric concentrations downwind of the colonies. Atmospheric concentrations of ammonia (NH3) across the downwind plume were compared with the inverse application of a Gaussian dispersion model (ID) to calculate the modelled NH3 emission that would generate the measured cross-wind-integrated plume concentration. In parallel, a tracer gas (sulphur hexafluoride, SF6) was released from the colonies with air samples taken to allow determination of SF6 concentrations. On the basis of the known emission rate of SF6, the magnitude of ammonia emissions was estimated by the cross-wind-integrated tracer ratio (TR) of NH3/SF6 concentrations. Coupled with data on annual bird attendance, the measurements indicate annual emissions from the Isle of May and the Bass Rock of 18 and 132 tonnes NH3-N year–1, respectively. The measured NH3 emissions were compared with estimates of seabird nitrogen excretion to estimate the proportion of excreted N that is volatilised as NH3 (FNr). The emission estimates of the two methods compared favourably, giving 4 and 6 kg NH3-N h–1 (FNr = 15%) for the Isle of May for the ID and TR methods, respectively, and 21 and 25 kg NH3-N h–1 (FNr = 50%) for the Bass Rock for the ID and TR methods, respectively. Collaborative planning processes have become increasingly popular for addressing environmental planning issues, resulting
in a number of conceptual models for collaboration. A model proposed by Selin and Chavez suggests that collaboration emerges
from a series of antecedents and then proceeds sequentially through problem-setting, direction-setting, implementation, and
monitoring and evaluation phases. This paper summarizes an empirical study to evaluate if the Selin and Chavez model encompasses
the range of factors important for the establishment and operation of collaboration in watershed planning from the perspective
of the planning coordinator. Analysis of three case studies of watershed based planning efforts in the Intermountain West
suggests the model realistically describes some of the fundamental collaborative elements in watershed planning. Particularly
important factors include the involvement of stakeholders in data collection and analysis and the establishment of measurable
objectives. Informal face-to-face dialog and watershed field tours were considered critical for identifying issues and establishing
trust among stakeholders. Group organizational structure also seems to play a key role in facilitating collaboration. From

/ Marginal aquatic systems (wetlands) of the Po River (Italy) have become the target of a renewed interest because of their value for recreation, natural reserves, and deposits of sand. To preserve these sites, wise management must be the objective of local administrations. In this paper a strategy for the sustainable use of 11 wetlands is presented. It uses simple economic analysis and multiple criteria techniques and provides suggestions to promote sustainability in terms of conservation of natural resources, economic self-sufficiency, and minimization of potential conflicts about the use of the wetlands. In the understanding that sustainability is framed in a long-term perspective, stability analysis is also considered and performed by means of loop analysis, a qualitative technique. Conditions for stability are then discussed about management opportunities. 相似文献
