The paper presents a comparative analysis of the development and present state of compensation for victims of catastrophes in Belgium and the Netherlands. These two neighbouring countries have both seen legislative changes in this field in recent years, albeit with different outcomes. The paper thus analyses to what extent the two compensation scheme structures allow for conclusions as to the comparative benefits of a comprehensive insurance scheme for natural disasters. From the perspective of law and economics, the evolution of private insurance and public intervention through compensation funds, the preference for private or public solutions and the actual financing of these are examined. Drawing on practical experience, such as the case of flood risks, the solutions are tested in view of incentive-based financing. The paper concludes that the private insurance market is more developed in Belgium than it is in the Netherlands, where the reform process has not yet ended. 相似文献

This article studies the relationship between the ideology of newspapers and their climate change coverage. Previous research has focused on the British press (Carvalho, 2007; Carvalho & Burgess, 2005). Our research broadens this scope to the French and Dutch media. The results show that the ideology of newspapers in the Netherlands is not related to climate change coverage, while in France the ideology of newspapers is related to some key aspects of climate change coverage, i.e., the presentation of the necessity of actions against climate change and the tone of climate change coverage. The findings suggests that ideological cultures play a role in the coverage of climate change in countries in which global warming has brought about much discussion in the political field and that are characterized by a highly competitive media landscape which is historically related to the political field. 相似文献

This study investigates the impact of two local calamities-an explosion at a firework factory in the city of Enschede on 13 May and a fire at a discotheque on 1 January 2001 during a New Years Eve party in the town of Volendam-on the educational achievement of children at the end of their primary education. Based on a quasi-experimental design with both control groups and pre-tests, we found that in the three years following the two tragedies, the test scores of girls in those areas closest to the events were on average 0.2 standard deviations lower. This corresponds to a downward shift in the distribution of girls' test scores. Boys' test scores, meanwhile, were not significantly affected by the disasters, and nor were the scores of pupils from nearby areas. In the three years following the calamities, girls' test scores in one of the areas (Volendam) have slowly recovered, although they remain well below their pre-event level. 相似文献

To study the pH preference of epiphytic lichens, the bark pH of Fraxinus, Tilia, Quercus and Ulmus trees in an urban environment was measured using a flat surface electrode. The total number of trees was 253. A survey was made of the lichens in a 40 × 40 cm quadrat surrounding the pH measurement point. Our data analysis using multivariate and univariate statistical techniques indicates that the tree species is the most important factor influencing lichen colonisation, and that bark pH alone is of less importance. We hypothesize that the changed pollution climate, with strong decreases in both sulphur dioxide and ammonia concentrations over the past two decades and a concomitant general increase in bark pH, has made epiphytes less sensitive to pH. 相似文献

Effects of high atmospheric nitrogen-deposition partly depend on availability of phosphate. Lime-poor, but iron-rich dune grasslands are supposedly protected from grass-encroachment, due to P-fixation in iron phosphate. However, in iron-rich Dutch hinterdunes, dunes have low, but dry former beach plains high grass-encroachment. To test whether these zones differ in nutrient availability, and whether this changed with duration of grass-encroachment, we measured net N-mineralization, microbial characteristics and different fractions of P and Fe from pioneer and shortgrass to tallgrass stages approximately 10, 20 and >25 years old. N-mineralization did not differ between zones, but increased in older tallgrass stages in the organic layer. P-availability was significantly lower in the low grass-encroachment zone, with SOM values below 3% and mineral Fe above 40% allowing for P-fixation in iron phosphates. In the high grass-encroachment zone, however, P-availability increased, because SOM increased and Fe became incorporated in organic matter complexes, with more reversible P-sorption. 相似文献

It is often said that we live in the ecological era. It is also often said that society has entered a new phase, which—depending on the theoretical orientation—is called post-modern, post-industrial or risk society. This article analyses to what extent the presupposed shift to a phase beyond modernity is reflected in nature conservation policy. To do so, an analysis is first made of whether the basic perception and appreciation of nature in latter-day society differs essentially from perceptions and appreciations that were dominant during the heyday of modernity. When this turns out not to be the case, the development of nature conservation policy in the Netherlands during the last decades of the twentieth century is investigated to establish if conservation policy—that is, the way in which society deals with nature—has fundamentally changed. The conclusion is that Dutch policy with regard to nature has been undergoing a process of belated modernization in the sense that it is striving towards a firmer base in science and a more objective and quantifiable process of policy development. This can be seen as removing a pre-modern relic from modern society. At the same time, there is a late-modern drive towards consensus building and communication, which cannot be reconciled entirely with the stronger orientation towards science as the sole basis for deciding which kind of nature and how nature should be protected. This paper analyses how discourses of “new nature” have been implemented in the Dutch context – as a front runner of broader “rewilding” processes throughout Europe – frequently tied to imperatives of water safety. Drawing on the specific case of the Millingerwaard, we first examine how such discourses have materially, as well as socially, transformed the landscape in question. The paper then explores how these transformations have erstwhile affected those living in the area – in ways that are perceived, positively or negatively – according to varied groups of residents and users. In doing so, we critically reflect not only on “new nature” as it has been conceived within planning processes, and empirically practiced, in the Netherlands, but also how it is described and experienced by those whose lives are intimately tied to the landscape. 相似文献

This study estimated the potential effects of pesticide drift on terrestrial ecosystems outside target areas, for the Dutch situation. A series of field trials was conducted to estimate the effects of drift on different species groups at different distances from a treated plot for different categories of pesticide: herbicides, fungicides and insecticides. Measurements of the pesticide drift deposition resulting from standard agricultural practice were used to model deposition outside the treated area. These data were then combined with national statistics on cropland and pesticide use to assess the ecological effects of pesticide drift for the Netherlands as a whole. Three scenarios were considered: the recent past (1998), the present (2005) and an optimised scenario based on 'best available practice' (2010). In the recent past the impact of herbicide drift on sensitive life stages non-target vascular plants is estimated to have exceeded the 50% effect level on 59% of adjacent linear landscape elements such as ditch banks and hedgerows. For the impact of insecticides and fungicides on non-target insects and fungi this 50% effect figure was 29% and 28% of linear elements, respectively. In the present situation, with (narrow) unsprayed buffer zones and other measures in place, these percentages are down to 41% for herbicides, 21% for insecticides and 14% for fungicides. In the optimised scenario, with a greater buffer width of 2.25m for potatoes (compared to 1.50m in 2005) and 1m for other crops (compared to 0.25 and 0.5m in 2005) and 'best available practice', these percentages can be cut to zero. In natural areas located within farming regions the 10% effect level can be reduced from 31% of such areas (1998) to 0% under conditions of 'best available practice'. 相似文献
