ABSTRACT: The Environmental Protection Agency administers a construction grant program to encourage abatement of wastewater pollution by sharing with municipalities the costs of wastewater treatment facilities. The enabling legislation (P.L. 92–500) specifies that EPA's cost share will be 75% of construction costs. It further requires municipalities to collect user fees from industrial users of the facilities to repay that part of the federal grant allocable to the treatment of industrial wastewater. The municipality must return half of the user fees collected to the U.S. Treasury; the municipality is allowed to retain the remaining half. Retention by municipalities of these user fees lowers their effective cost shares and results in the following consequences: (1) a bias for municipalities to select certain kinds of abatement techniques regardless of whether or not they are the least-cost techniques from the national perspective; (2) a bias for municipalities to select larger-than-optimal scales of abatement facilities; (3) a hidden federal subsidy to industry; and (4) grants that favor industrial communities. This article examines the legislative and regulatory requirements for user charges, derives the algebraic expressions for calculating the real federal, municipal, and industrial cost shares with user fees; computes municipal cost shares for selected values of the determinant factors; evaluates efficiency and other consequences of current user fee arrangements; and concludes that the efficiency distortions brought about by the impacts of user fees on cost sharing could be eliminated by requiring that all user fees collected from industry against the federal cost share be returned to the U.S. Treasury.  相似文献

The body of information presented in this paper is directed to air pollution engineers who are concerned with the effect of indirect sources on ambient concentrations of carbon monoxide (CO). Data taken under controlled conditions are used to empirically derive and calibrate a model for predicting CO concentrations in the vicinity of roadway intersections and other points of possible vehicular congestion. Since the predicted free flow CO contribution of vehicles traveling at normal road speeds is relatively low, it is concluded that idling vehicles at points of congestion are the major cause of CO violations, and that state and federal programs should place more emphasis on relieving congestion and reducing idling emission rates in new vehicles.  相似文献

ABSTRACT: An important enforcement question is, “What should be the relationship between ‘Best Management Practices’ (BMP) and receiving-water standards?” Nonpoint pollution dischargers are concerned about implementing a BMP program, only to find themselves in violation because receiving-water standards still have not been met. They are also concerned about the procedures a regulatory agency will utilize to determine the relative success of a BMP program. Successful management of nonpoint pollution requires that these concerns be addressed. Three alternative relationships have been developed. The recommended alternative is to implement the BMP program and use standards as a measure of the effectiveness of the program. Failure to achieve the standards would lead to a reevaluation of the BMP program. Enforcement activities against nonpoint dischargers would be restricted to the failure on their part to implement the previously agreed upon BMP program. Recommendations are also made as to measures regulatory agencies should take if their procedures to judge the relative success of a BMP program are to be technically and politically effective.  相似文献

ABSTRACT: Current policies for correcting the problem of irrigation return flow pollution tend to attack the symptoms of the problem, rather than its cause. The present institutional arrangement for allocating irrigation water is seen as the source of the problem. This paper examines the water quality benefits of altering the institutional arrangement to allow for irrigation water transfers through a rental market. It is conceptualized that by creating a water rental market an opportunity cost would be associated with the use of irrigation water such that profit maximizing farmers would be induced to use his water supply more efficiently and rent the surplus to other irrigators, thus reducing return flow pollution. It is shown that a water rental market could increase water quality in the Yakima River in southcentral Washington by 31 percent as well as increase farm incomes and crop production.  相似文献

Relative to manufacturing, service activities are often considered by planners and officials to generate considerably less environmental pollution. This hypothesis is tested by means of an examination of the economic linkages of both manufacturing and service activities and of the resulting direct and indirect emissions of five air pollutants per dollar of output in the California statewide air basin and in four regional basins within the state. Overall acceptance or rejection of the hypothesis depends in part on the particular pollutant and air basin considered but, most importantly, on the judgement as to what activities are to be considered as service activities.This paper is based on research sponsored by the California Air Resources Board under Agreement A7-143-30.  相似文献

ABSTRACT: Concern over the pollution of our lakes and streams has become a major issue in the United States. Sedimentation from sigricultural lands has been identified as a significant factor in water pollution. Some citizens suggest that government should force compliance with soil loss standards, while others suggest that we ask farmers to voluntarily comply. Related questions are “DO farmers think government should be involved in controlling erosion and protecting water quality?”“To what extent should government be involved?” What level of government should be involved? Federal? State? Local?“Why should pay for water quality projects?” Farmers from a small watershed in northeastern Indiana were interviewed before and after a major demonstration project. Their responses suggest that farmers feel that individual landowners should be responsible for controlling erosion and agricultural nonpoint source water pollution. However, over 60 percent of the study fanners indicated that the federal government should play an important role, in terms of both technical and financial assistance.  相似文献

ABSTRACT: Medical geography studies both areal patterns of human health and disease and the environmental and cultural factors that contribute to such conditions. In such studies water resources are of major importance, not only because they are essential for life and their scenic beauty is of inspirational value, but also because they are involved, directly or indirectly, in more than 80 percent of all disease. The direct involvements result from various disease causing agents sometimes found in surface or ground water organic ones such as bacteria, worms, etc., which are known as pathogens, and inorganic ones such as trace elements and synthetic toxic chemicals. Surface waters may have indirect effects also, for they may serve as habitats or breeding places for organisms that do not themselves cause human disease but that serve as vectors or hosts for such pathogens. This paper will discuss these various roles of water resources in both endemic and epidemic disease occurrences and ways in which various human activities domestic, economic, recreational, or religious — increase or reduce our exposure to such diseases.  相似文献

ABSTRACT: Lake and watershed management strategies and recent environmental legislation dictate that nonpoht nutrient sources associated with storm water runoff must be assessed. Accordingly, a nutrient flu assessment for phosphorus and nitrogen is conducted through an extensive literature review of nutrient export studies. These studies are reevaluated. The nutrient export coefficients are screened according to sampling design criteria and compiled according to land use. For biofilters treating waste gases containing volatile organic compounds(VOCs), biomass accumulation is a common problem which will induce bed clogging and significant decrease in VOCs removal efficiency during long-term operation. In this study, ozone injection was developed as a biomass control strategy, and its effects on the biofilter performance and the microbial community structure were investigated in long-term operation. Two biofilters,identified as BF1 and BF2, were operated continuously for 160 days treating gaseous toluene under the same conditions, except that 200 mg/m3 ozone was continuously injected into BF1 during days 45–160. During the operation period, ozone injection did not change the toluene removal efficiency, while the pressure drop of BF1 with ozone injection was significantly lowered compared with BF2. The wet biomass accumulation rate of BF1 was 11 g/m~3/hr, which was only46% of that in BF2. According to the carbon balance result, ozone injection also increased the toluene mineralization rate from 83% to 91%, which could be an important reason for the low biomass accumulation. The PMA-q PCR result indicated that ozone injection increased the microbial viability of the biofilm. The high-throughput sequencing result also revealed that the dominant phyla and genera were not changed significantly by ozone injection, but some ozonetolerant genera such as Rhodanobacter, Dokdonella and Rhodococcus were enhanced by ozone exposure. All the results verified that ozone injection is capable of sustaining the long-term performance of biofilters by lowering the biomass accumulation, increasing the microbial viability and changing the microbial community structure.  相似文献
