The objective of this article is to present a method for developing collision risk indicators applicable for autonomous remotely operated vehicles (AROVs), which are essential for promoting situation awareness in decisions support systems. Three suitable risk based collision indicators are suggested for AROVs namely, time to collision, mean time to collision and mean impact energy. The proposed indicators are classified into different thresholds; low, intermediate and high. An AROV flight path is simulated to gather input data to calculate the proposed indicators and three collision targets are established, i.e., subsea structure, seabed and a cooperating AROV. The proposed indicator development method together with the case study show a proof-of-concept that the combination of mean time to collision and mean impact energy indicators can identify risk prone waypoints in the AROV path. The method results in an overall risk picture for a given AROV path. The results may provide useful input in replanning of mission paths and for implementation of risk reducing measures. Four strategies can be used to achieve safety in chemical processes: inherent, passive, active and procedural. However, the strategy that offers the best results is the inherent safety approach, especially if it is applied during the initial stages of a project. Inherently Safer Design (ISD) permanently eliminates or reduces hazards, and thus avoids or diminishes the consequences of incidents. ISD can be applied using four strategies: substitution, minimization, moderation and simplification. In this paper, we propose a methodology that combines ISD strategies with Quantitative Risk Assessment (QRA) to optimize the design of storage installations. As 17% of major accidents in the chemical industry occur during the storage process and cause significant losses, it is essential to improve safety in such installations. The proposed method applies QRA to estimate the risk associated with a specific design. The design can then be compared to others to determine which is inherently safer. The risk analysis may incorporate complex phenomena such as the domino effect and possible impacts on vulnerable material and human elements. Planning in sustainable development is believed to be an important element in allowing higher education institutions to set their goals and to commit themselves towards undertaking concrete actions and measures at all levels in order to implement sustainability. Yet, there is a paucity of research that has looked at the extent to which planning can support institutions of higher education to assess their performances and to determine whether the set aims have been met. This research gap needs to be met to allow a better understanding of how planning can help to promote the integration of the three components of sustainable development – economic development, social development and environmental protection in higher education. This paper explores the challenges for planning the sustainable development in higher education, also outlining the potentials lessons learned that could assist in improving Education for Sustainable Development efforts in Higher Education Institutions. Among its main results are the fact that many universities wish to pursue sustainable development, but their efforts are hindered by lack of institutional support and planning and limited emphasis on approaches, such as problem-based learning. The universities that are engaged in the field have to face many problems, varying from limited resources to lack of trained staff. As a result, integrated approaches to sustainability become difficult to implement. Finally, the paper has identified the fact that many opportunities offered mainstream developments, such as the UN Declaration ‘The World we Want’ or the UN Sustainable Development Goals are not being put to full use. 相似文献

开展大尺度重要物种的保护优先区研究对于提高生物多样性保护效率十分重要. 选取1 020个物种(包括植物568种、哺乳动物142种、鸟类168种、两栖动物57种、爬行动物85种)为长江流域重要保护物种. 在分析重要保护物种类群分布格局的基础上,利用系统保护规划与专家参与的方法,提出了长江流域物种保护的27个保护优先区.保护优先区总面积占流域面积的41.8%,涵盖了重要保护物种973种,占全部重要保护物种数目的95.4%.建议以保护优先区为基本单元,开展有关生物多样性保护研究及保护区群的建设. 相似文献

技术路线图是一种新兴和有效的可用于规划战略研究的技术方法,近年来在我国相关行业领域的重大技术发展战略研究,以及重点产业技术创新规划中得到越来越广泛的应用。本文对技术路线图的起源、发展、类型等进行了概述,介绍了技术路线图同科技规划之间的关系,并按照"重大需求—战略任务—技术重点"的规划战略研究分析框架,进行了"十二五"安全生产科技规划战略研究,通过专家问卷调查和综合分析,对梳理凝练的22项技术重点的研发重要度、紧迫性进行了评价,绘制了安全科技发展技术路线图。使用技术路线图方法对安全生产科技规划进行战略研究是"十二五"安全科技规划编制工作的一次探索和尝试,希望对今后开展相关领域战略研究、重大科技遴选等工作提供借鉴作用。 相似文献
