Biodiversity is a critical environmental issue. Biodiverse species as a source of unique genetic information, for example, continues to provide society with lifesaving drugs and important industrial chemicals. Since US utilities are substantial landholders and virtually every aspect of utility operations are in some way tied to environmental/biodiversity issues, it is important and essential that the utility industry step forward as a leader. This paper details the past, present, and future role that utilities have played and need to play in the very important arena of biodiversity.  相似文献

The energy, environmental and social benefits of sustainable transportation, i.e. public transit, biking and walking, have long been recognized but are now mainstream in global and local transportation policy debates. However, the economic value of sustainable transportation has always been seen as secondary, unless many external costs were included. The results of a new global study show that cities with significant sustainable transportation systems have reduced costs on road construction and maintenance; better operating cost recovery and fuel-efficiency; fewer road accidents and less air pollution. In overall terms, the percentage of city funds going to transportation is reduced. The data show that cities with the most roads have the highest transportation costs and the most rail-oriented cities have the lowest. Further, the most sprawling cities have the highest direct and indirect costs for transportation. Thus, strategies to contain sprawl, to reurbanize, to build new rail systems into car-dependent suburbs with focussed sub-centers, and to facilitate biking and walking, not only will improve energy efficiency but will reduce costs to the economy of a city. Strategies that build freeways and add to sprawl will do the opposite. Trends indicate that moves toward sustainable urban patterns are beginning. The need to operationalize sustainable transportation strategies in planning and engineering practice and in the politics of infrastructure funding remains a major challenge. With about half of its territory being farmed, agriculture is the main land use in the European Union (EU). As over 10% of the total EU manufacturing output comes from the agri-food sector, it also is an economic factor of great importance. Moreover, EU policy in this sector has far-reaching consequences ranging from the EU's status as a global trade partner to landscape preservation and development. The LUMOCAP Policy Support System is targeted towards policy makers in the European Commission (EC) and its Member States (MS) and aims to provide support in the field of sustainable agricultural and rural development. To this end it incorporates an integrated model with socio-economic and bio-physical processes, operating at different spatial scales. For supporting integrated assessment, a large number of policy levers is included as inputs for these models and outputs are transformed into policy-relevant social, economic and environmental indicators. The whole system is framed in a flexible, modular and easy to use software package that is useable for process experts and policy-analysts alike.This paper describes the integrated model, the individual models and a first calibration of the system. It demonstrates the system's behaviour for typical scenario runs and concludes with a reflection on the current status of the system and some recommendations for further development.  相似文献

This study explores the current implementation challenges of the Policy Environmental Assessment (PEA), including the implementation of a far richer, more diverse (at macro level), and better understanding of PEA and integration with decision making. The results contribute to the analysis of PEA through different hierarchies of assessment. Stemming from the theory and practice of policy, a concept of PEA hierarchies is proposed including the uppermost PEA, upper-lower PEA, and lowermost PEA. Afterward, the differences of the three hierarchies are interpreted, in terms of aims, principles, processes, and methods. The evaluation of the policy environmental impacts from different lens helps solve the complexities of policies and identify opportunities for improvement of PEA.  相似文献

Introduction: Traffic safety issues associated with taxis are important because the frequency of taxi crashes is significantly higher than that of other vehicle types. The purpose of this study is to derive safety implications to be used for developing policies to enhance taxi safety based on analyzing intrinsic characteristics underlying the cause of traffic accidents. Method: An in-depth questionnaire survey was conducted to collect a set of useful data representing the intrinsic characteristics. A total of 781 corporate taxi drivers participated in the survey in Korea. The proposed analysis methodology consists of two-stage data mining techniques, including a random forest method, with data that represents the working condition and welfare environment of taxi drivers. In the first stage, the drivers’ intrinsic characteristics were derived to classify four types of taxi drivers: unspecified normal, work-life balanced, overstressed, and work-oriented. Next, priority was determined for classifying high-risk taxi drivers based on factors derived from the first analysis. Results: The derived policies can be categorized into three groups: ‘the development of new policies,’ ‘the improvement of existing policies,’ and ‘the elimination of negative factors.’ Establishing a driving capability evaluation system for elderly drivers, developing mental health management programs for taxi drivers, and inspecting the taxi's internal conditions were proposed as new policies. Improving the driver's wage system, supporting the improvement of rest facilities, and supporting the installation of security devices for protecting taxi drivers are methods for improving existing policies to reinforce the traffic safety of taxi drivers. Last, restricting overtime work for taxi drivers was proposed as a policy to eliminate negative factors for improving taxi traffic safety. Practical Applications: It is expected that by devising effective policies using the policy implications suggested in this study, taxi traffic accidents can be prevented and the quality of life of taxi drivers can be improved.  相似文献

In the last decade, Indian shrimp aquaculture production tripled from 30,000 tons (1990) to 102,000 tons (1999). This fast development, combined with a lack of adequate planning and regulation, caused a number of environmental problems and social conflicts, including conversion of mangroves, water pollution, and salinization of drinking water wells. Because of the significant investments made in shrimp culture and the size of the environmental and social impacts, the formulation of a regulatory framework for shrimp aquaculture has been subject to an intensive debate between the aquaculture and the environmental lobbies. Following an order from the Supreme Court (1996), the Aquaculture Authority was established and a regulatory and institutional framework for the shrimp aquaculture sector has been set up. However, implementation of the system is still defective, and there is an urgent need for improvement. Farmers are increasingly able to prevent the devastating white spot disease in shrimps, and in the absence of proper planning and regulation, further expansion of shrimp production could result in significant additional environmental and social costs. The environmental and social management of Indian shrimp farming can be improved through a mix of policy measures, including strengthening of the license system, more effective enforcement of regulations, the use of economic incentives, and increased monitoring of environmental and social impacts.  相似文献

The success of buffer installation initiatives and programs to reduce nonpoint source pollution of streams on agricultural lands will depend the ability of local planners to locate and design buffers for specific circumstances with substantial and predictable results. Current predictive capabilities are inadequate, and major sources of uncertainty remain. An assessment of these uncertainties cautions that there is greater risk of overestimating buffer impact than underestimating it. Priorities for future research are proposed that will lead more quickly to major advances in predictive capabilities. Highest priority is given for work on the surface runoff filtration function, which is almost universally important to the amount of pollution reduction expected from buffer installation and for which there remain major sources of uncertainty for predicting level of impact. Foremost uncertainties surround the extent and consequences of runoff flow concentration and pollutant accumulation. Other buffer functions, including filtration of groundwater nitrate and stabilization of channel erosion sources of sediments, may be important in some regions. However, uncertainty surrounds our ability to identify and quantify the extent of site conditions where buffer installation can substantially reduce stream pollution in these ways. Deficiencies in predictive models reflect gaps in experimental information as well as technology to account for spatial heterogeneity of pollutant sources, pathways, and buffer capabilities across watersheds. Since completion of a comprehensive watershed-scale buffer model is probably far off, immediate needs call for simpler techniques to gage the probable impacts of buffer installation at local scales.  相似文献

For purposes of suggesting adaptive and policy options regarding the sustained use of forestry resources in Botswana, an analysis of the whole countrywide satellite data (showing the mean present distribution of vegetation in terms of species abundance and over all density) and the projection of vegetation cover changes using a simulation approach under different climatic scenarios were undertaken. The analysis revealed that changes in vegetation cover types due to human and natural causes have taken place since the first vegetation map was produced in 1971. In the southwest, the changes appear to be more towards an increasing prevalence of thorn trees; in the eastern part of the country where widespread bush encroachment is taking place, the higher population density suggests more human induced (agrarian-degradation) effects, while in the sparsely settled central Kalahari region, changes from tree savanna to shrubs may be indicative of the possible influence of climate with the associated effects of fires and local adaptations. Projection of future vegetation changes to about 2050 indicates degeneration of the major vegetation types due to the expected drying. Based on the projected changes in vegetation, current adaptive and policy arrangements are not adequate and as such a shift from the traditional adaptive approaches to community-based types is suggested. Defining forestry management units and adopting different management plans for the main vegetation stands that are found in Botswana are the major policy options.  相似文献

The United Republic of Tanzania is currently facing energy problems that have seriously affected its socio-economic development and environment. To solve these problems, the country is striving to exploit its renewable energy potential, among other efforts. This publication highlights the prevailing energy situation in Tanzania and provides a short review of potential energy resources. It then discusses current institutional efforts and capabilities in research, development, diffusion and commercialization of renewable energy technologies. The paper also identifies some barriers to promotion of renewable energy technologies. Finally, it outlines the energy policy of Tanzania and actions taken by the government of Tanzania to promote renewable energy technologies.  相似文献

The transition towards a circular bioeconomy (CBE) in the European Union is not without contestation. In particular, research has highlighted potential trade-offs of the large-scale production of bio-resources, for instance with environmental quality goals. To date, however, it remains underexplored in the CBE literature how controversies develop throughout a transition process. To address this gap, this paper explores where controversies are situated in a transition, how they change throughout, and how they influence the transition process. First, we suggest that controversies can be situated on and between different system layers within a transition. Second, we offer an explanation of how controversies evolve, as actors confirm, integrate, disintegrate and polarize underlying storylines. Third, these controversies can have both productive and unproductive outcomes while they unfold throughout a transition. We illustrate this understanding with the example of biorefineries as CBE key technology and discuss a research agenda on controversies in sustainability transitions.  相似文献
