Many impacts of Global Environmental Assessment (GEA) processes on policy processes, and the mechanisms underlying these impacts, remain underappreciated. In this research, we focus on the 5th Global Environment Outlook and the Working Group III contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change. Based on the perception of GEA process participants, we describe the mechanisms through which assessments create or alter interpersonal interactions which can affect the dissemination of ideas. In particular, we find that GEAs can contribute to framing international coordinative discourses in intergovernmental negotiations. This can be achieved by widening, improving and/or maintaining the active participation of policy actors in the discussions of global environmental risks and by creating the scientific foundations for intergovernmental negotiations. GEAs can also contribute to national coordinative discourses by facilitating reflexive learning amongst participants, empowering them to diffuse and translate global information, and by providing methodological guidance. They can contribute to national communicative discourses by reviving interest and awareness of the urgency to address environmental problems. In this way they provide powerful arguments for governmental societal actors to challenge or strengthen existing national coordinative discourses. Finally, GEAs can improve scientific discourses worldwide by enhancing the capacity of individual researchers to produce and communicate relevant research insights. This is achieved by participating in a learning exercise with an extended community of peers and policy actors. Crutzen (1974) and Crutzen and Ehhalt (1977) presented two key papers in Ambio that in Ambioexemplify how science first revealed to humankind the potential for damage to our ozone shield in the Anthropocene. Crutzen’s (1974) review is a sweeping summary of the risks to the ozone layer from supersonic aircraft, chlorofluorocarbons, as well as nuclear weapons testing and nuclear war. Crutzen and Ehhalt (1977) described how the nitrous oxide produced from fertilizers could pose another threat to the stability of the stratospheric ozone layer. The two papers are part of a body of influential scientific work that led to the pioneering Montreal Protocol to Protect the Earth’s Ozone Layer to phase out production of chlorofluorocarbons (in 1987), as well as national decisions that slowed or stopped production of supersonic planes (in the 1970s). They remain guideposts today for ongoing international negotiations regarding reducing emissions from fertilizer and limiting nuclear testing.  相似文献

ABSTRACT

Collaborative governance processes have become a popular mechanism for addressing complex environmental problems. Their success is premised, in part, on the assumption that they promote learning among diverse participants, who are then better equipped to develop creative, consensus-oriented environmental management actions. Significant gaps remain, however, in our understanding of how collaborative governance processes foster learning and what impact increased learning has on policymaking outputs. To investigate these relationships, this study provides one of the first empirical applications of Heikkila and Gerlak's collective learning framework. Key framework concepts are operationalized via interview data and existing literature and then measured via survey data collected from participants in a collaborative environmental governance process in Colorado, U.S. Findings indicate that both internal and exogenous contextual factors affect how much an individual learns within a collective context. Additionally, participants who report more learning also more strongly agree that the process produced favorable outputs and outcomes. These findings advance theories of learning in collaborative contexts and inform process design to maximize learning.  相似文献

This paper investigates how the notion of ‘sustainability’ is strategically framed in the context of Dutch infrastructure governance in the Netherlands. By conducting a frame analysis (based on policy documents, websites and semi-structured interviews), the paper discerns six sustainability frames. These frames concern substantive (e.g., more focus on ecology), process (activating new networks) and organizational (e.g., new practices of work) aspects. The paper also illustrates how these sustainability frames relate to the changing institutional context of infrastructure policy and governance more broadly. The paper discusses some of the productive and challenging implications of the dynamics of sustainability in today’s complex and multi-dimensional world of governance.  相似文献

Land-use planning is an important determinant for green space policy in cities. It defines land covers and hence the structure and function of urban ecosystems and the benefits these provide to humans, such as air purification, urban cooling, runoff mitigation, and recreation. The ecosystem service approach has helped to attract policy attention to these benefits but the concept remains poorly implemented in urban policy and governance. To address this gap, we advance a framework to bridge ecosystem services into policy processes through Multi-Criteria Decision Analysis (MCDA) as decision support tool. The paper is organized in three main parts. First, we conduct a systematic literature review to assess state-of-the-art knowledge on ecosystem service assessments through MCDA. Next, we build on insights from the literature review to develop the ‘ecosystem services policy-cycle’, a conceptual framework that merges the ‘ecosystem service cascade’ and ‘policy cycle’ models to reinforce the link between ecosystem service assessments and practical applications in urban policy and governance. Next, we illustrate the applicability of the proposed framework along an example about conflicting interests on land use and green space planning following the closure of the Airport Tempelhof in Berlin, Germany. Our results highlight the scope of MCDA as a decision support tool for integrating ecosystem service assessments in green space governance. We discuss advantages and disadvantages of different methodological choices in the use of MCDA in ecosystem service assessments and note that a key strength of this tool in informing green space policies lies in its capacity to accommodate conflicting stakeholder perspectives and to address trade-offs between ecological, social and economic values.  相似文献

Globalization and climate change threaten the sustained provision of essential ecosystem services (ES) for people living in and downstream of mountain regions. The increasing evidence of the many vulnerabilities of mountain social-ecological systems has highlighted the urgent need for policy-relevant research into ways of coping with these trends. In this context, resilience has been emerging as a concept for both understanding and managing the complex social-ecological systems in which ES are provided and consumed. Yet, literature on resilience of social-ecological systems is mainly theoretical with limited application in real-world mountain case studies. In this paper, we present a comprehensive quantitative assessment of the social-ecological resilience of a case study in the Swiss Alps under global change. We model and evaluate an indicator for resilience that shows the capacity of the mountain social-ecological system to provide a set of demanded ES. In a first step, we model the development of this indicator in different scenarios of global change. In a second step, we test the effect of a rich set of policy strategies under all these scenarios to identify types and timing of interventions that are robust under multiple global change settings. Results indicate that the resilience of the mountain social-ecological system is endangered in all scenarios, especially if strong globalization is assumed. Robust strategies that buffer the system against these pressures require early spatial planning action in combination with more targeted direct payments to support the current regional structure and traditional mountain farming practices. Such information is crucial to guide decision-making processes in the era of highly uncertain future global change.  相似文献

As lifecycle emissions accounting becomes more widely used in policy, it is important to understand how it has been applied. This paper analyses policy-making for two U.S. fuel regulations—the federal Renewable Fuel Standard (RFS) and the California Low Carbon Fuel Standard (LCFS)—that were pioneering not only in using life cycle assessment (LCA) in performance-based environmental regulations, but especially for including emissions from indirect land use change (ILUC). The case studies in this paper focus, in particular, on the decision to include ILUC in lifecycle emissions accounting. Tracing the development of these policies shows the key role of environmental policy entrepreneurs in advocating for ILUC emissions accounting during policy formulation. Moreover, it highlights a paradox in the use of science: although ILUC policy proponents were motivated by best available research, they were also politically enabled by scientific uncertainty and lack of understanding. Understanding this political dimension of decision-making is valuable for scholars as well as practitioners facing similar decisions.  相似文献

Due to resource constraints, long‐term monitoring data for calibration and validation of hydrologic and water quality models are rare. As a result, most models are calibrated and, if possible, validated using limited measured data. However, little research has been done to determine the impact of length of available calibration data on model parameterization and performance. The main objective of this study was to evaluate the impact of length of calibration data (LCD) on parameterization and performance of the Agricultural Policy Environmental eXtender model for predicting daily, monthly, and annual streamflow. Long‐term (1984‐2015) measured daily streamflow data from Rock Creek watershed, an agricultural watershed in northern Ohio, were used for this study. Data were divided into five Short (5‐year), two Medium (15‐year), and one Long (25‐year) streamflow calibration data scenarios. All LCD scenarios were calibrated and validated at three time steps: daily, monthly, and annual. Results showed LCD affected the ability of the model to accurately capture temporal variability in simulated streamflow. However, overall average streamflow, water budgets, and crop yields were simulated reasonably well for all LCD scenarios.  相似文献

Bénin, like other countries in sub-Saharan Africa, has initiated programs to reform agricultural input and output markets. While the impact of the reform programs has been different for each country, it is commonly observed that impact at the farm level has been less than anticipated. A central theme of this paper is to assess the impact of fertilizer market reforms on the fertilizer market structure and fertilizer use for both food and export (cotton) crop production in Bénin. This analysis of farm-level policy impact is based on data from 899 farm households randomly selected and interviewed in all six départements of Bénin in 1998/1999. Results of the study show that there have been only insignificant changes in the fertilizer market structure. Access to fertilizers has not improved; prices for fertilizer have risen in real terms, resulting in application rates lower than that recommended by extension agents. The effects of the reform programs are vital for investment decisions and provide lessons for introducing alternative approaches for improving soil fertility or management. Since 1992, 54% of farmers find maize (Zea mays L.) production more profitable, while 38% reported that cotton (Gossypium hirsutum L.) production has become more profitable. As a result of the mixed effects of the fertilizer market reform program on the level of fertilizer use and profitability, there is need to develop efficient soil fertility management strategies for small-scale farmers. Such strategies should incorporate the use of complementary inputs, such as seeds with a high level of response to the balanced nutrient package.  相似文献
