ABSTRACT: Drought conditions in the summer of 2002 prompted several cities along Colorado's Front Range to enact restrictions on outdoor water use, focusing primarily on limiting the frequency of lawn watering. The different approaches utilized by eight water providers were tracked to determine the level of water savings achieved, measured as a comparison of 2002 usage to 2000 to 2001 average usage, and also based on a statistical estimate of 2002 “expected use” that accounts for the impact of drought conditions on demand. Mandatory restrictions were shown to be an effective tool for drought coping. During periods of mandatory restrictions, savings measured in expected use per capita ranged from 18 to 56 percent, compared to just 4 to 12 percent savings during periods of voluntary restrictions. As anticipated, providers with the most stringent restrictions achieved the greatest savings. 相似文献

Recent findings in the Umpqua River Basin in southwestern Oregon illustrate a tension in the rise of both community-based
and watershed-based approaches to aquatic resource management. While community-based institutions such as watershed councils
offer relief from the government control landowners dislike, community-based approaches impinge on landowners' strong belief
in independence and private property rights. Watershed councils do offer the local control landowners advocate; however, institutional
success hinges on watershed councils' ability to reduce bureaucracy, foster productive discussion and understanding among
stakeholders, and provide financial, technical, and coordination support. Yet, to accomplish these tasks current watershed
councils rely on the fiscal and technical capital of the very governmental entities that landowners distrust. Adaptive management
provides a basis for addressing the apparent tension by incorporating landowners' belief in environmental resilience and acceptance
of experimentation that rejects “one size fits all solutions.” Therefore community-based adaptive watershed management provides
watershed councils a framework that balances landowners' independence and fear of government intrusion, acknowledges the benefits
of community cooperation through watershed councils, and enables ecological assessment of landowner-preferred practices. Community-based
adaptive management integrates social and ecological suitability to achieve conservation outcomes by providing landowners
the flexibility to use a diverse set of conservation practices to achieve desired ecological outcomes, instead of imposing

prospects for stove programs are only good where fuelwood is marketed and the policy environment is conducive.
At subsidized official prices for kerosene, liquefied petroleum gas (LPG), and electricity, wood is more expensive on a net
usable heat basis, but the high capital cost of stoves for these fuels prevents many households from switching. Moreover,
these fuels are often only available at much higher parallel market prices, which result in wood being the less expensive

ABSTRACT: In May 1993, a single-family home and adjoining information center opened to the public at the Desert Botanical Garden in Phoenix, Arizona. Desert House is designed as an example of what can be achieved today using available technology to improve residential water and energy efficiency. The home is expected to reduce water and energy use by 40 percent compared with that for the typical three-bedroom, single-family residence in the Phoenix area. Water-conserving features include: landscape design employing low-water use plants, minimum turf area, mulch around plants to reduce evaporation, and drip irrigation system; spa cover for evaporation reduction; rainwater harvesting; low-flow shower heads, faucets, and toilets; and graywater reuse system. The home will be occupied by a family and monitored for water and energy use by computer. ABSTRACT: Most southwestern cities were founded along rivers or in areas having springs or readily available ground water. Because of the generally sparse precipitation, the renewable fresh water supply in the Southwest is smaller than most other areas of the United States. Despite the arid climate, water use has increased rapidly, first in the form of irrigation, and more recently the use in cities. This has caused extensive development of local water resources and overdraft of ground water basins in some areas. It is difficult to implement new local supplies and importation projects due to a myriad of environmental and legal constraints and a general shortage of public funds. Various opportunities and plans for water management, both on the demand and supply sides, are discussed. Evolving water strategies in four metropolitan areas - El Paso, Albuquerque, Las Vegas, and Phoenix - and issues regarding the Central Arizona Project are presented. 相似文献
