采用溶剂热法合成了金属有机骨架材料UiO-66。通过XRD、SEM、FTIR对其进行了表征。考察了UiO-66对溶液中NO_3~-的吸附性能。实验结果表明,加入冰乙酸作调节剂后,得到的UiO-66晶体形貌均匀,直径在100nm左右,结晶度更好。在初始溶液pH为5、反应温度为30℃的条件下,UiO-66吸附NO_3~-反应90 min后,吸附达到平衡,平衡吸附量为39.67 mg/g。UiO-66吸附NO_3~-的吸附行为符合Freundlich等温线和准二级动力学吸附模型。吸附作用主要是材料中金属位点Zr对NO_3~-的静电吸附。UiO-66材料具有良好的再生性能,可重复使用。 相似文献

This paper presents the results of an analysis of deliberative norms in the framework for Environmental Impact Assessment (EIA) in roads planning in Sweden. The more specific question is how this framework has responded to the shift towards more deliberative approaches to planning and decision making, advocated in planning theory and policy literature over the last decade. The analysis, which compares the current framework and guidance with an earlier iteration, identifies a shift towards deliberation; deliberative norms are present, and even dominate recent guidance. However, an instrumental norm permeates both the former and the current guidance, suggesting that even as a language of consultation is replaced by one of deliberation, the intention remains to secure and legitimise a smooth development pathway. Evidence from interviews with professionals working in the Swedish EIA system highlights the difficulties of navigating these uncertainties in practice. By opening up critical analysis of deliberative norms as they shape the conditions for practice, this study contributes to the continuous development of planning practice, by supporting a more normatively reflexive approach to framework-design. 相似文献

The EU Water Framework Directive (WFD) aims to protect the ecological status of coastal waters. To establish acceptable boundaries between good and moderate ecological status, the WFD calls for reference conditions practically undisturbed by human impact. For Denmark, the nitrogen (N) concentrations present around year 1900 have been suggested to represent reference conditions. As the N load of coastal waters relates closely to runoff from land, any reduction in load links to agricultural activity. We challenge the current use of historical N balances to establish WFD reference conditions and initiate an alternative approach based on parish-level land-use statistics collected 1896/1900 and N concentrations in root zone percolates from experiments with year 1900-relevant management. This approach may be more widely applicable for landscapes with detailed historic information on agricultural activity. Using this approach, we find an average N concentration in root zone percolates that is close to that of current agriculture. Thus, considering Danish coastal waters to be practically unaffected by human activity around year 1900 remains futile as 75% of the land area was subject to agricultural activity with a substantial potential for N loss to the environment. It appears unlikely that the ecological state of coastal waters around year 1900 may serve as WFD reference condition. 相似文献

Shipping is an important source of pollution affecting both atmospheric and aquatic environments. To allow for efficient mitigation of environmental degradation, it is essential to know the extent of the impacts of shipping in relation to other sources of pollution. Here, we give a perspective on a holistic approach to studies of the environmental impacts of operational shipping through presentation of an assessment framework developed and applied on a case of shipping in the Baltic Sea. Through transfer of knowledge and concepts, previously used in assessments of air pollution, now applied to assessments of marine pollution and underwater noise, the horizon of understanding of shipping-related impacts is significantly improved. It identifies the main areas of environmental degradation caused by shipping and potential improvements through legislation and technological development. However, as the vast majority of contaminants discharged into the sea are not routinely monitored and assessed, the links between pressure of contaminants from shipping and environmental state and impacts will not be caught in the current environmental regulatory frameworks. 相似文献

Common decision support tools and a growing body of knowledge about ecological recovery can help inform and guide large state
and federal restoration programs affecting thousands of impaired waters. Under the federal Clean Water Act (CWA), waters not
meeting state Water Quality Standards due to impairment by pollutants are placed on the CWA Section 303(d) list, scheduled
for Total Maximum Daily Load (TMDL) development, and ultimately restored. Tens of thousands of 303(d)-listed waters, many
with completed TMDLs, represent a restoration workload of many years. State TMDL scheduling and implementation decisions influence
the choice of waters and the sequence of restoration. Strategies that compare these waters’ recovery potential could optimize
the gain of ecological resources by restoring promising sites earlier. We explored ways for states to use recovery potential
in restoration priority setting with landscape analysis methods, geographic data, and impaired waters monitoring data. From
the literature and practice we identified measurable, recovery-relevant ecological, stressor, and social context metrics and
developed a restorability screening approach adaptable to widely different environments and program goals. In this paper we
describe the indicators, the methodology, and three statewide, recovery-based targeting and prioritization projects. We also
call for refining the scientific basis for estimating recovery potential.

5.12汶川特大地震灾害引起了社会和学术界对地震灾后重建规划广泛的关注。地震灾后重建规划几乎包含了当前规划领域中的所有挑战,是速度和质量兼顾、人性与理性权衡、社会经济与环境效益统一、多方博弈的过程,对灾后重建规划环评也从理论到实践层面提出了新的挑战。本文在对灾后重建规划特点进行归纳的基础上提出灾后重建规划环评相应具备的特点,即早期介入、与规划过程融合、增加灾害情景、突出规划协调性分析和应用反规划思路等特点,并进一步以《国家汶川地震灾后重建总体规划》为例说明了与灾后规划融合的环评流程、灾后规划环评的关键内容和评价思路。在对常用规划环评方法从信息成本、工作成本、客观和量化程度等原则进行评价后认为灾后重建规划环境评价中应有效利用比较评价法、GIS叠图法、生态承载力评价法等相对快捷、成熟或客观的方法。 相似文献

以联合国"里约+20"会议为背景,在梳理世界主要国家绿色经济发展进程、绿色经济理论研究和实践探索,分析当前绿色经济发展现状和政策的基础上,探讨了我国绿色经济发展战略框架问题。认为:政府层面要加强对绿色产业发展引导、努力完善激励约束政策,保障绿色经济的稳健发展,重视绿色科技人才队伍建设,增强绿色产业自主创新能力。目前要解决的问题,一是通过建立排污权交易市场,实现环境价值的货币化;二是建立健全与绿色经济核算相关的法规制度;三是实施绿色GDP考核制度,从根本上改变经济增长方式。企业层面要重视绿色科技人才队伍建设,增强绿色产业自主创新能力,实现绿色产业的发展与调整。行业层面要着重节能建筑、可再生能源、可持续交通、可持续农业和生态基础设施建设等。消费者层面要加强绿色理念宣传,积极倡导绿色消费。从国际贸易的角度,应积极争取发达国家提供技术支持和技术培训,以帮助环保商品和服务行业的发展。 相似文献

This study examines the bleaching responses of scleractinian corals at four sites in Kenya (Kanamai, Vipingo, Mombasa and
Nyali) representing two distinct lagoon habitats (relatively shallow and relatively deep). Bleaching incidence was monitored
for the whole coral community, while zooxanthellae densities and chlorophyll levels were monitored for target species (Pocillopora damicornis, Porites lutea, and Porites cylindrica) during a non-bleaching year (2006) and a year of mild-bleaching (2007). Differences in bleaching responses between habitats
were observed, with shallower sites Kanamai and Vipingo exhibiting lower bleaching incidence than deeper sites Nyali and Mombasa.
These shallower lagoons display more fluctuating thermal and light environments than the deeper sites, suggesting that corals
in the shallower lagoons have acclimatized and/or adapted to the fluctuating environmental conditions they endure on a daily
basis and have become more resistant to bleaching stress. In deeper sites that did exhibit higher bleaching (Mombasa and Nyali),
it was found that coral recovery occurred more quickly in the protected area than in the non-protected area. 相似文献

The Chinese government has recently been attaching increasing importance to the application of effective legal tools to tackle land degradation (LD) issues. Based on the concept of sustainable development, China began developing and reaping the benefits of environmental and natural resources legislation including LD control regulations in the 1990s. In the past three years, some central‐western provinces in China have been implementing a “ People's Republic of China/Global Environment Facility (PRC/GEF ) Partnership on LD Control of Dryland Ecosystems”, which is based on an integrated ecosystem management (IEM) approach. IEM is designed to achieve a balanced, scientific and participatory approach to natural resources management, which creates the potential to improve the quality of Chinese environmental law and policy procedures. The paper studies the existing Chinese national laws and regulations pertinent to LD control within 9 areas covering land, desertification, soil erosion, grassland, forest, water, agriculture, wild animals and plants, and environment protection in detail, against IEM principles and basic legal elements. The main objective is to identify problems and provide feasible solutions and recommendations for the improvement of the existing laws and regulations. The authors conclude that the development of an improved national legislative framework is essential if LD control is to be successfully achieved.
