Flood control failure: San Lorenzo River,California 总被引:2,自引:0,他引:2
The San Lorenzo River on the central California coast was the site of a major US Army Corps of Engineers flood control project in 1959. By excavating the channel below its natural grade and constructing levees, the capacity of the river was increased in order to contain approximately the 100 year flood. Production and transport of large volumes of sediment from the river's urbanizing watershed has filled the flood control project with sand and silt. The natural gradient has been re-established, and flood protection has been reduced to containment of perhaps the 30 year flood. In order for the City of Santa Cruz, which is situated on the flood plain, to be protected from future flooding,it must either initiate an expensive annual dredging program, or replan and rebuild the inadequately designed flood control channel. It has become clear, here and elsewhere, that the problem of flooding cannot simply be resolved by engineering. Large flood control projects provide a false sense of security and commonly produce unexpected channel changes. 相似文献

/ Maryland, Virginia, and Pennsylvania, USA, have agreed to reduce nutrient loadings to Chesapeake Bay by 40% by the year 2000. This requires control of nonpoint sources of nutrients, much of which comes from agriculture. Riparian forest buffer systems (RFBS) provide effective control of nonpoint source (NPS) pollution in some types of agricultural watersheds. Control of NPS pollution is dependent on the type of pollutant and the hydrologic connection between pollution sources, the RFBS, and the stream. Water quality improvements are most likely in areas of where most of the excess precipitation moves across, in, or near the root zone of the RFBS. In areas such as the Inner Coastal Plain and Piedmont watersheds with thin soils, RFBS should retain 50%-90% of the total loading of nitrate in shallow groundwater, sediment in surface runoff, and total N in both surface runoff and groundwater. Retention of phosphorus is generally much less. In regions with deeper soils and/or greater regional groundwater recharge (such as parts of the Piedmont and the Valley and Ridge), RFBS water quality improvements are probably much less. The expected levels of pollutant control by RFBS are identified for each of nine physiographic provinces of the Chesapeake Bay Watershed. This study analyzed the evolution of metal levels in surface sediments from the Guadalquivir estuary between 1997 and 2002 and assessed the impact of the April 1998 Aznalcollar tailings dam failure and subsequent cleanup on metal concentrations in surface sediments. We also analyzed metal distribution with time in five chemical fractions of the surface sediments: exchangable, carbonate, reducible, oxidizable, and residual. This work showed that the April 1998 Aznalcollar tailings dam failure caused a considerable increase in the concentrations of Cd, Zn, Cu, and Pb in the surface sediments of the Guadalquivir estuary. It was also found there was a change in the distribution of Cd, Zn, Cu, and Pb between the chemical fractions of the sediment after the failure of the dam. There were increases in the percentages of Cd in the carbonate fraction, of Zn and Pb in the reducible fraction, and of Cu in the oxidizable fraction, whereas the percentages of these elements associated with the residual fraction decreased. In 1999, there was a decrease in the metal concentrations in the surface sediments from the Guadalquivir estuary, and by 2000 the chemical distribution and metal levels had returned to levels similar those before the dam failure. 相似文献

This paper reviews water-borne soil erosion in Australia in the context of current environmental policy needs. Sustainability has emerged as a central tenet of environmental policy in Australia and water-borne hillslope soil erosion rates are used as one of the indicators of agricultural sustainability in State of the Environment reporting. We review attempts to quantify hillslope erosion rates over Australia and we identify areas at risk of exceeding natural baseline rates. We also review historical definitions of sustainable, or ‘tolerable’ erosion rates, and how to set these rates. There are many ways to estimate hillslope erosion and these can create confusing results. Moreover their application for land management purposes requires nuanced interpretations that ultimately depend on the desired objective of decision-makers. Soil is the earth surficial material that serves as a medium for plant growth and the notion of tolerable soil erosion arose historically to assess the impact of soil loss on agricultural uses. However now that the impact of erosion on aquatic ecosystems been recognized as a major concern for Australia, the concept of tolerable erosion needs to be revised. Here we discuss three definitions of tolerable soil erosion, following recent literature. We derive estimates of long-term agricultural sustainability based on natural soil production rates and discuss this in relation to other defined land-management objectives such as aquatic ecosystem health. We conclude that the desired objectives of land managers must be clearly articulated before questions of ‘where to invest to control erosion’ and ‘how to assess return-on-investment’ can be answered. 相似文献

Runoff from human land-uses is one of the most significant threats to some coastal marine environments. Initiatives to reduce that runoff usually set runoff reduction targets but do not give guidance on how to prioritize the different options that exist to achieve them. This paper demonstrates an easy to interpret economic framework to prioritise investment for conservation projects that aim to reduce pollution of marine ecosystems caused by runoff from agricultural land-uses. We demonstrate how to apply this framework using data on project cost, benefit and feasibility with a subset of projects that have been funded to reduce runoff from subcatchments adjacent to the Great Barrier Reef. Our analysis provides a graphical overview of the cost-effectiveness of the investment options, enables transparent planning for different budgets, assesses the existence of trends in the cost-effectiveness of different categories, and can test if the results are robust under uncertainty in one or more of the parameters. The framework provided solutions that were up to 4 times more efficient than when omitting information on cost or benefit. The presented framework can be used as a benchmark for evaluating results from a range of prioritisation processes against the best possible conservation outcomes. 相似文献

Concentrations of polychlorinated biphenyls (PCBs), polycyclic aromatic hydrocarbons (PAHs), nonylphenol (NP) and octylphenol (OP) were measured in sediments collected during June–August 1998 along the Odra River and its tributaries (Warta, Obrzyca, Barycz, Kaczawa and Bóbr Rivers) in Poland. In addition, raw and treated sewage sludge collected from Gdańsk, Poland, were analyzed for the target compounds. Concentrations of PCBs in sediments varied widely, ranging from 2.7 to 412?ng/g, on a dry weight basis (dry wt). PAHs were the predominant compounds in sediments with concentrations ranging from 150 to 19?000?ng/g, dry wt. The distribution of concentrations of PAHs was more homogenous than that of PCBs. NP concentrations in sediments ranged from <1 to 762?ng/g, while that of OP from <1 to 9.8?ng/g, dry wt. Measured concentrations of target analytes in sediments of the Odra River and its tributaries were comparable to or greater than those reported for riverine sediments in other eastern European countries. Concentrations of total PCBs, PAHs and NP in raw and treated sewage sludge collected from a sewage treatment plant in Gdańsk, Poland, were in the ranges of 203–284, 11?720–13?880 and 6760–99?600?ng/g, dry wt, respectively. Primary treatment of sewage did not appear to reduce PCB or PAH concentrations, although NP and OP concentrations were much less in treated sludge than in raw sludge. The benthic ecological structure of the Tan-Shui estuary, Taiwan is changed due to long term effects of dumping of urban wastewater and of engineering actions. to monitor these changes, we sampled and analyzed benthos and sediment from 12 stations on the estuary. The composition of the dominant species of benthos varied seasonally, with molluscan and crustacean species having greater numbers and higher frequencies of occurrence than other species. the dominant taxa during winter were Nassarius sp. and Maldanidae at two stations. Analysis using Simpson's index and Shannon's index showed the benthic community varied more in coastal areas than in offshore areas. Physicochemical analysis showed that most of the Tan-Shui estuary consisted of sandy sediment. the variations in concentrations of organic carbon and total nitrogen at each station were small. Although the concentrations of chlorophyll-a and carotenoid at all stations were generally low, the two stations had the highest concentrations, and we concluded that the concentration of pigments in these sediments was related to the abundance of benthos. the community structure of the benthos reflected the characteristics of the sediments, and benthic species exhibited selection of and adaptation to specific sedimentary environments. 相似文献
