A system study was conducted on the use of a large number of small reservoirs dispersed throughout an urban community as a means of storm water pollution control. The study was based on an area within the “new city” of Columbia, Maryland. Water collected and stored in the reservoirs is treated for release or use in meeting sub-potable and potable water demands in the community. Design and performance criteria were developed for such a system. A simulation model and a computerized evaluation technique were used to select the optimal locations and system configurations. The results of this study indicated that such a system would be less expensive than a conventional engineering approach to storm water pollution control. Further, the benefits derived from use of the storm water as a water supply can offset a portion of the cost of pollution control. Several secondary benefits also result from this concept including erosion and sediment control, storm flow dampening, and recreational facilities. A program is now underway to demonstrate this concept in Columbia, Maryland.  相似文献

A process has been developed to select watersheds that are representative of terrestrial ecoregions and that are relatively undisturbed by human activity. Using an existing land classification system at two hierarchical levels of resolution, representative subsets (ecodistricts) of large-scale ecoregions were selected, on the basis of their physiographic, biological, and climatological attributes, to represent the ecoregions. This was achieved using a frequency distribution analysis of existing attribute data and choosing the ecodistrict most closely resembling the most common set of conditions for that ecoregion. Within each ecodistrict, river basins were selected through a best-judgement evaluation of land use, coupled with an assessment of the size and location of each river basin, in order to meet the condition of minimal human impact. Preliminary assessment of water quality data collected from six watersheds selected in this way suggests that the process is effective in targeting regional scale river basins exhibiting the desired characteristics.  相似文献

ABSTRACT: Numerical simulation of ground water solute transport is combined with linear programming to optimize waste disposal. A discretized form of the equation governing solute transport is included as a set of constraints in a linear program. Two problems are described. First, the management model is used to maximize ground water waste disposal. The model constrains disposal activities so that the quality of local ground water supplies is protected. Parametric programming is shown to be important in evaluating waste disposal tradeoffs at the various facilities. Changes in the velocity field induced by waste water injection cause a nonlinearity in the solute transport equation which is dealt with by employing an iterative procedure. The second problem is aimed at identifying all sites which are suitable for waste disposal in the subsurface. The management model is manipulated so that the optimal value of the dual variables are “unit source impact indicators.” This physical interpretation is valuable in identifying feasible disposal sites. The joint simulation and optimization approach permits the management of complex ground water systems where the aquifer is used simultaneously for waste disposal and water supply.  相似文献

ABSTRACT: A nonlinear hydrologic system model has been developed for analyzing the urban rainfall-runoff process. The model is formulated as a state variable model consisting of several parameters. A search technique is employed to find the set of parameters for which the model's response best fits observed data. The model could be used in either a simulation or forecasting mode. The model is applied to observed data for the Waller Creek Watershed in Austin, Texas, to develop the model parameters for various levels of urbanization of the watershed. The trend of each parameter with respect to levels of urbanization is examined.  相似文献

ABSTRACT: The previous paper in this two-part series presented the basic information of a newly developed mathematical model of multiple-use in natural areas. The model is a unified system for the assessment of cases where development is proposed for relatively natural areas. This paper presents the results of an application of the model to a study of the proposed timber harvest in the Great Santec Swamp in South Carolina. This was done in an effort to demonstrate the utility of the model as a planning and assessment tool. Four potential uses of the Swamp were investigated: logging of hardwood saw timber, hunting, fishing, and nature observation. The model system proved to be extremely useful in the evaluation of potential management schemes and in the selection of the most promising or optimal management plan.  相似文献

ABSTRACT: A possible methodology is developed to deal with the problem of designing complex pipeline systems, when they are subject to different rates of demand, and when a hypothesis of the flow distribution in different branches is not allowed. The mathematical algorithm used in linear programming. The problem, which is not linear, is dealt with by means of an iterative method; that is, by starting with a possible solution and inserting at each iteration the solution found in the preceding iteration. By taking as variables of the problem the piezometric heads of the ends for each branch of the network, the piezometric gradients and flows, and by thus considering the diameter as a derived variable, it is possible to isolate the nonlinearity in the cost function of the network. The latter is linearized each time close to the solution found in the preceding iteration.  相似文献

ABSTRACT: An improved computational procedure for solving water quality management models containing interacting pollutants and control policies is presented. The method is developed with respect to the specific problem of minimizing the costs of basin-wide thermal and organic pollution control to meet water quality standards. It views the problem in partitioned form where a master problem is used to find cooling levels for thermal polluters while subproblems determine optimal organic pollutant reductions for fixed cooling levels. A gradient based search procedure is used to solve the master problem. Computational results for several river systems are presented. Application of the method to other water quality management models is suggested.  相似文献

ABSTRACT: Frequent high quantity overflows of combined sewage entering the Mississippi River near the city of Red Wing, Minnesota, have degraded water quality and caused concern among federal and state environmental agencies. The city of Red Wing was required to conduct a comprehensive waste control study, as part of the sewer system Construction Grant (Section 201 of PL 92–500), to identify alternative waste control and treatment measures and to recommend the optimum combination of alternatives in terms of both cost and waste control effectiveness. The study involved these basic steps: determination of present and future (year 2020) sanitary flow rates and volumes, storm runoff discharges, frequencies and volumes, and combined sewage bypass volumes; identification of alternative waste control measures; elimination of unfeasible alternatives; detailed analysis of the hydrologic, economic, and waste control feasibility of the promising alternatives; selection of the optimum combination of alternative waste control measures to satisfy the study objectives, and determination of construction priorities for the optimum control measures. Because of an uncertain budget and undetermined conditions of state and federal assistance, the city has not yet selected the optimum waste control measure for its needs. When the decisionmaking process between representatives of the city and the state commences, the optimum combination of waste control alternatives can be easily identified using the results of this study.  相似文献

ABSTRACT: The increased agricultural efficiency of the American farmer has been a substantial impetus to this nation's rapid urbanization. In many western regions where total water supplies are limited, urbanization has required the transfer of heretofore agricultural water rights to the urban use. A major problem in such transfers has been the value or price of the water. A management level model of a typical urban water system was developed to optimize water supply, distribution, and wastewater treatment alternatives. The values of agricultural transfers were determined as the cost advantages of increasing allowable reuse levels of urban effluents which imply the use of a downstream right. This procedure is justified by the economic theory of alternative cost. Results for a test application to the Denver, Colorado area indicate values on the order of $1,000 per acre-foot of transferable water depending on effluent water quality restrictions and operational policies.  相似文献
