Small-scale fisheries are important in Laos, where rural people heavily depend upon Mekong River and tributary fish stocks for their livelihoods. Increasing pressures from human exploitation and habitat disturbance, however, have raised serious concerns about the potential depletion of various species. This has led to the establishment of large numbers of Fish Conservation Zones (FCZs) or “no-take” fish sanctuaries in southern Laos based on a “community-based fisheries co-management” framework. This study uses the local ecological knowledge (LEK) of fishers to assess the effectiveness of village-managed FCZs in enhancing fish stocks in the mainstream Mekong River in Khong District, Champasak Province. Focus group interviews about species that are believed to have benefited from different FCZs are compared with parameters such as FCZ area, age, depth, localized gradient, water velocity, and the presence of wetland forests nearby. The results suggest that no one aspect is likely to account for variations in fish stocks; rather, it is the interaction between numerous factors that has the largest impact. Secondly, the results indicate that microhabitat diversity and protection are critical for maintaining and enhancing Mekong fisheries. Deep-water pools are particularly important as dry season refuges for many fish species, and FCZ depth may be the single most important environmental factor affecting the success of FCZs in the Mekong River. FCZs have the most potential to benefit relatively sedentary species, but may also benefit highly migratory species, given the right conditions. This study shows that integrated approaches to stock assessment that employ LEK and scientific fisheries management have considerable potential for improving Mekong capture-fisheries management.  相似文献

Throughout the world, human use of water, and bad planning have led to drier and polluted rivers, lakes, and groundwater resources with dramatic effects on the natural ecosystems. Nigeria's vast freshwater resources are among those most affected by environmental stress imposed by human population growth, urbanization, and industrialization. Disposal and management of wastes in Nigeria present serious environmental problems. The usual methods of waste disposal in the country are: land filling, dumpsites, land spreads, water disposal, and incineration. Each of these methods has serious environmental implications because of their potential to pollute and contaminate underground and surface water bodies in the country. Major cities in Nigeria face serious water pollution crises, in which lack of environmental control of water-dependent activities (including domestic, agricultural, and industrial) play an important part. Fish and marine resources in the country face total collapse or extinction, due to over-fishing and destruction of marine life and natural habitats by pollution of water bodies. Unregulated and excessive use of pesticides for fishing and the deliberate disposal and dumping of toxic and hazardous wastes into water bodies are significant causes of massive fish kills and loss of aquatic life and habitats in the country. The protection of water quality and aquatic ecosystem as a vulnerable resource, essential to sustain life, development and environment is of utmost importance to prevent further pollution and degradation of Nigeria's freshwater resources. Integrating operational measures for safeguarding adequate levels of protection of endemic habitats remains a major challenge. There is therefore a need to examine in tandem the entire range of uses to which freshwater is put, and to design services which neither squander precious resources nor fail to respect other, competing and complementary water needs.This paper attempts to provide an overview of the Nigerian freshwater resources, to assess the pollution status of inland waters, identify the sources of pollution, and infer the consequent effect on fisheries resource. Recommendations were proffered on the strategies to employ to ensure that Nigerian fishery resources are adequately managed in order to address the issue of food security.  相似文献

ABSTRACT: The tri‐state river basins, shared by Georgia, Alabama, and Florida, are being modeled by the U.S. Fish and Wildlife Service and the U.S. Army Corps of Engineers to help facilitate agreement in an acrimonious water dispute among these different state governments. Modeling of such basin reservoir operations requires parallel understanding of several river system components: hydropower production, flood control, municipal and industrial water use, navigation, and reservoir fisheries requirements. The Delphi method, using repetitive surveying of experts, was applied to determine fisheries' water and lake‐level requirements on 25 reservoirs in these interstate basins. The Delphi technique allowed the needs and requirements of fish populations to be brought into the modeling effort on equal footing with other water supply and demand components. When the subject matter is concisely defined and limited, this technique can rapidly assess expert opinion on any natural resource issue, and even move expert opinion toward greater agreement.  相似文献

The hydrological conditions of the Lower Mekong Basin support a multitude of ecosystem services. Processes that influence water flow in the Mekong River will thus have implications for the tens of millions of people whose livelihoods depend on these services. This study presents an assessment of livelihood susceptibility to hydrological change in the Lower Mekong Basin. Using an index‐based approach, susceptibility scores were calculated for 2,703 households. Using those scores, we compared average household susceptibility across the basin, among countries and among eco‐zones. Due to their greater livelihood dependency on water‐related activities, mean household susceptibility was higher in Vietnam than in Cambodia, Laos, or Thailand. Households in Northern Laos also had high susceptibility, which was attributed to their low adaptive capacity. The findings suggest that policies aimed at reducing vulnerability to hydrological change in the Lower Mekong Basin should account for geographic context. Further, they highlight how policies may be able to strategically target the most susceptible households, but that poorly designed policies have the potential to exacerbate vulnerability. In the face of high uncertainty surrounding hydrological change in the Lower Mekong Basin, our assessment of susceptibility should help inform precautionary water management policies and provide baseline information needed for more comprehensive vulnerability assessments.  相似文献

Approximately 52% of the 380,000 tons of fish landings in Iran come from the northern Persian Gulf, with a total of 108,000 fishermen and 8900 fishing vessels (2003 data). The fishery in the region is very important for the local economy, but the major problems facing the Iranian fisheries are an uncertain availability of fish and over-fishing. The Persian Gulf is a sensitive marine ecosystem. The Gulf is a partially enclosed sea with an average depth of 35 metres and replacement of waters take some three to five years. Environmental factors have a major effect on fish stocks and fisheries in such a sensitive ecosystem. This study examines the influence of environmental changes in water temperature, rainfall, wind and sea level pressure on fish stocks in the northern Persian Gulf and estimates the maximum sustainable yields for fisheries management. Multivariate data and surplus production bio-economic models with environmental parameters are used to determine optimal harvest and forecasting. The study found that rainfall, water temperature and wind had significant positive effects whereas sea level pressure had a negative effect on the fisheries in the northern Persian Gulf. It is concluded that environmental parameters should be monitored concurrently with the fisheries to allow a greater understanding for fisheries management in the Persian Gulf.  相似文献

The use of mercury in small-scale gold mining has been a growing concern in many parts of Africa. However, although the negative effects of mercury pollution are increasingly reported, little has been written about how labour relationships and gold production challenges in mining communities affect mercury management practices. This article provides an integrative analysis of small-scale gold extraction processes, labour challenges, and mercury use at gold mills in Zimbabwe, focusing on a gold rush area in Mashonaland West Province. It examines practices employed by miners who have limited economic capacities to upgrade technologies, and how the complex relationships between miners, mill owners and government regulators affect environmental performance. The study draws attention to how poor environmental management practices relate to labour inequities, low gold recovery as well as the informal gold trade dynamics amid the country's economic crisis. Results of a United Nations-supported stakeholder consultation process are discussed, with proposals for improving labour conditions and reducing environmental risk. The article highlights why the government should develop and support local programs to assist miners, as well as the decisive roles mill owners could take in ensuring improved standards on their sites.  相似文献

This paper explores the background of a proposed revision to the Mineral Resources Law of China, why and how the law was amended in the past, its salient features and objectives. Of equal importance is an analysis of how this national law, with its attendant regulations and policies, formed the basis for the growth and continued development of China's small-scale mining industry. The Xiaoqingling Gold Mountain case study is shown to justify the necessity and feasibility for formalizing and consolidating small-scale mines in China, and to some extent, the success of the nation-wide ASM resource consolidation policy at a local level.  相似文献

Abstract: This paper presents the results of an ex post survey of recreational anglers for the lower Kennebec River, post‐Edwards Dam removal. To the best of our knowledge, this study represents one of the first ex post analyses of fisheries restoration from dam removal. We find significant benefits have accrued to anglers using the restored fishery. Specifically, anglers are spending more to visit the fishery, a direct indication of the increased value anglers place on the improved fishery. Anglers are also willing to pay for increased angling opportunities on the river. These findings have policy implications for other privately owned dams that are currently undergoing relicensing and/or dam removal considerations. Our findings may also hold implications for fisheries that have deteriorated due to historic dam construction.  相似文献

Fisheries management is increasingly transitioning towards collaborative governance. Collaborative systems depend on stakeholders’ capacity to design and implement legitimate and scientifically robust management plans within collective action arenas. Here we propose that collaborative governance outcomes, in fisheries management, will benefit from using structured participatory decision making frameworks that enhance deliberative thinking among stakeholders. We tested our approach in the artisanal fishery of Chile, an important producer of marine resources. Recently in 2013, Chile made important changes to fisheries policies by creating multi-sectorial management committees to manage de facto open access fishing areas. We applied a structured decision making framework to inform the restructuring of a management plan within a committee. As a result, we identified goals,objectives and indicators, including social, economic, biological and ecological dimensions; we explored tradeoffs, assessing the relative importance of the objectives; finally, we created scenarios and prioritized alternatives, reflecting on the interplay between self-regulation and government control. Members of the management committee were able to rationalize the different steps of the framework and identify ways forward which highlighted the importance of self-regulation in comparison to central authorities’ control. We concluded that structured decision making promotes spaces for rational analysis of alternatives costs and benefits. Promoting deliberative thinking in fisheries management can improve equity, legitimacy and sustainability of collaborative governance.  相似文献
