PROBLEM: Adolescents who drive with peers are known to have a higher risk of crashes. While passengers may distract drivers, little is known about the circumstances of these distractions among teen drivers. METHOD: This study used survey data on driving among 2,144 California high school seniors to examine distractions caused by passengers. RESULTS: Overall, 38.4% of youths who drove reported having been distracted by a passenger. Distractions were more commonly reported among girls and students attending moderate- to high-income schools. Talking or yelling was the most commonly reported type of distraction. About 7.5% of distractions reported were deliberate, such as hitting or tickling the driver or attempting to use the vehicle's controls. Driving after alcohol use and having had a crash as a driver were both significant predictors of reporting passenger-related distraction. CONCLUSION: Adolescents often experience distractions related to passengers, and in some cases these distractions are intentional. IMPACT ON INDUSTRY: These results provide information about teenage drivers who are distracted by passenger behaviors. In some cases, passengers attempted to use vehicle controls; however, it seems unlikely that this behavior is common enough to warrant redesign of controls to make them less accessible to passengers.  相似文献

Although the importance of understanding stakeholder beliefs regarding environmental policy has been noted by many authors, research focusing on the heterogeneity of stakeholder views is still very scarce and concentrated on a product-oriented definition of stakeholders. The aim of the present study is to address this gap by examining environmental policy beliefs of stakeholder groups engaged in protected area management. Questionnaires containing 73 five-point Likert scale items were administered to eight different stakeholder groups involved in the management of Greek protected areas. Items referred to core beliefs on environmental policy, namely, the value framework and sustainable development, and secondary beliefs, that is, beliefs on social consensus and ecotourism development. Our study used as a starting point respondent recruitment on the basis of a traditional product-centered approach. We investigated whether environmental policy beliefs can be used to effectively segregate stakeholders in well-defined segments, which override the product-oriented definition of stakeholders. Indeed, K-means clustering revealed an innovation-introduction and an implementation-charged sample segment. The instrument utilized in this research proved quite reliable and valid in measuring stakeholder environmental policy beliefs. Furthermore, the methodology implied that stakeholder groups differ in a significant number of belief-system elements. On the other hand, stakeholder groups were effectively distinguished on a small set of both core and secondary beliefs. Therefore, the instrument used can be an effective tool for determining and monitoring environmental policy beliefs of stakeholders in protected area management. This is of considerable importance in the Greek case, given the recent establishment of 27 administrative bodies of protected areas, all of which are required to incorporate public consultation into management practices.  相似文献

Fluctuations of bird abundances in the Midwest region of the United States have been attributed to such factors as landscape change, habitat fragmentation, depredation, and supplemental feeding. However, no attempt has been made to estimate the collective role of landowner activities that may influence birds across a landscape. To investigate how landowners might influence birds when the majority (> 90%) of land is privately owned, we surveyed all 1694 private domestic landowners living on three breeding bird survey routes (120 km) that represent a continuum of rural-to-urban landscapes in Southeastern Michigan from October through December 2000. Our survey was designed to investigate (1) the proportion of landowners involved in bird feeding, providing bird houses, planting or maintaining vegetation for birds, gardening, landscaping, applying fertilizer, and applying pesticides or herbicides; (2) whether differences existed between urban, suburban, and rural landowner activities; and (3) whether landowners that carried out a given activity were sociodemographically different from those who did not. Of the 968 respondents (58.5% response rate), 912 (94%) carried out at least one of the activities on their land and the average landowner carried out 3.7 activities. A total of 65.6% fed birds, 45.7% provided bird houses, 54.6% planted or maintained vegetation for birds, 72.7% gardened, 72.3% landscaped, 49.3% applied fertilizer, and 25.2% applied pesticides or herbicides. Significant differences existed between the landscapes, with rural landowners having more bird houses and applying pesticides or herbicides in greater frequency. Similarly, urban landowners had a greater density of bird feeders and houses, but planted or maintained vegetation in the lowest frequency. Participation in activities varied by demographic factors, such as age, gender, and occupation. Scaling each activity to all landowners, including nonrespondents, across all landscapes indicates that between 14% and 82% of landowners may be engaged in a particular activity, with application of pesticides or herbicides having the least potential involvement (13.9%–55.4%) and gardening having the greatest potential involvement (40.1%–81.6%). Taken collectively, our results indicate that landowners are both intentionally and unintentionally engaged in a wide range of activities that are likely to influence bird populations.  相似文献

Proponents of the scientific adaptive management approach argue that it increases knowledge acquisition rates, enhances information flow among policy actors, and provides opportunities for creating shared understandings. However, evidence from efforts to implement the approach in New Brunswick, British Columbia, Canada, and the Columbia River Basin indicates that these promises have not been met. The data show that scientific adaptive management relies excessively on the use of linear systems models, discounts nonscientific forms of knowledge, and pays inadequate attention to policy processes that promote the development of shared understandings among diverse stakeholders. To be effective, new adaptive management efforts will need to incorporate knowledge from multiple sources, make use of multiple systems models, and support new forms of cooperation among stakeholders.  相似文献

This article examines the diversity of food networks that fit within the alternative food system of the United States. While farmers’ markets, community supported agriculture schemes, and corporate organic food markets all fit within the alternative food system, they differ greatly in the conventions and beliefs that they represent. The alternative food system has divided into two movements: corporate, weak alternative food networks; and local, strong alternative food networks. The weak corporate version focuses on protecting the environment; however, it neglects issues concerning labor standards, animal welfare, rural communities, small-scale farmers, and human health. Local, strong alternative food networks not only assure environmental protection, but they also address the issues that weak alternatives neglect. Using three case studies from the Washington, D.C. metro area, the author explains that strong alternative food networks are better suited to create social and political change because they challenge the foundations of the conventional food system: standardized and generic products, price-based competition, consolidated power, and global scale. To affect true social and political change in the United States, the author recommends supporting strong alternative food networks by creating the requisite cultural and political space for them to succeed.  相似文献

Environmental sustainability at the organization level is largely shaped by and dependent on individual‐level pro‐environmental behavior. Corporate Social Responsibility (CSR) has been proposed as a useful tool for effective organizational, social and environmental functioning. Not surprisingly, various empirical studies have advocated its importance in generating positive outcomes at a macro level. This research seeks to investigate the effect of CSR on employees' pro‐environmental behaviors. Moreover, we incorporated the mediating effect of organizational identification and the moderating role of environmentally specific servant leadership. The study draws on a survey sample of 298 employees from diverse industry sectors. Key findings show that perceived CSR has both a direct and an indirect influence, through organizational identification, on pro‐environmental behavior. The results also lent support for the interactive effect of environmentally specific servant leadership with CSR in predicting employee pro‐environmental behaviors.  相似文献

We examined the principal effects of different information network topologies for local adaptive management of natural resources. We used computerized agents with adaptive decision algorithms with the following three fundamental constraints: (1) Complete understanding of the processes maintaining the natural resource can never be achieved, (2) agents can only learn by experimentation and information sharing, and (3) memory is limited. The agents were given the task to manage a system that had two states: one that provided high utility returns (desired) and one that provided low returns (undesired). In addition, the threshold between the states was close to the optimal return of the desired state. We found that networks of low to moderate link densities significantly increased the resilience of the utility returns. Networks of high link densities contributed to highly synchronized behavior among the agents, which caused occasional large-scale ecological crises between periods of stable and high utility returns. A constructed network involving a small set of experimenting agents was capable of combining high utility returns with high resilience, conforming to theories underlying the concept of adaptive comanagement. We conclude that (1) the ability to manage for resilience (i.e., to stay clear of the threshold leading to the undesired state as well as the ability to re-enter the desired state following a collapse) resides in the network structure and (2) in a coupled social–ecological system, the systemwide state transition occurs not because the ecological system flips into the undesired state, but because managers lose their capacity to reorganize back to the desired state. Understanding how setting attributes influence the nature of the visitor experience is crucial to effective recreation management. Highly influential attributes are useful indicators to monitor within a planning framework, such as Limits of Acceptable Change. This study sought to identify the setting attributes perceived to have the most profound effect on the ability to have “a real wilderness experience” and to assess the degree to which attribute importance varied with situational context and visitor characteristics. To this end, exiting hikers were surveyed at moderate and very high use trailheads in Alpine Lakes Wilderness, WA (USA), and Three Sisters Wilderness, OR (USA). They were asked about the degree to which encountering varying levels of different setting attributes would add to or detract from their experience. Attributes with the largest range of effect on experience, based on evaluations of different levels, were considered most important. The most influential attributes were litter and several types of campsite interaction—people walking through camp and number of other groups camping close by. The perceived importance of setting attributes did not vary much between wilderness locations with substantially different use levels, suggesting that conclusions are robust and generalizable across wilderness areas. There also was little difference in the perceptions of day and overnight visitors. In contrast, we found substantial variation in the perceived importance of setting attributes with variation in wilderness experience, knowledge, attachment, and motivation. Our results validate the emphasis of many wilderness management plans on indicators of social interaction, such as number of encounters.  相似文献

Community and catchment-based approaches to salinity management continue to attract interest in Australia. In one such approach, Catchment Demonstration Initiative (CDI) projects were established by the Western Australian (WA) Government in 2000 for targeted investment in large-scale catchment-based demonstrations of integrated salinity management practices. The aim was to promote a process for technically-informed salinity management by landholders. This paper offers an evaluation of the effectiveness of one CDI project in the central wheatbelt of WA, covering issues including: its role in fostering adoption of salinity management options, the role of research and the technical requirements for design and implementation of on-ground works, the role of monitoring and evaluation, the identification and measurement of public and private benefits, comparison and identification of the place and value of plant-based and engineering-based options, reliance on social processes and impacts of constraints on capacity, management of governance and administration requirements and an appreciation of the value of group-based approaches.A number of factors may reduce the effectiveness of CDI-type approaches in facilitating landholder action to address salinity, many of these are socially-based. Such approaches can create considerable demands on landholders, can be expensive (because of the planning and accountability required) on the basis of dollars per hectare impacted, and can be difficult to garner ownership from all involved. An additional problem could be that few community groups would have the capacity to run such programs and disseminate the new knowledge so that the CDI-type projects can impact outside the focus catchment. In common with many publicly-funded approaches to salinity, we found that direct benefits on public assets are smaller than planned and that results from science-based requirements of monitoring and evaluation have long lead times, causing farmers to either wait for the information or act sooner and take risks based on initial results. We also found that often it is a clear outline of the process that is of most importance in decision making as opposed to the actual results. We identified limitations in regulatory processes and the capacity for local government to engage in the CDI.The opportunities that CDI-type approaches provide centre around the value of its group-based approach. We conclude that they can overcome knowledge constraints in managing salinity by fostering group-based learning, offer a structured process of trialling options so that the costs and benefits can be clearly and transparently quantified, and avoid the costly mistakes and “learning failures” of the past.  相似文献

Do natural resources reduce social trust? This paper reviews the literature on natural resources and on trust. The existing theoretical and empirical literature suggests that natural resources can reduce trust through several indirect mechanisms. Notably, studies show that natural resources lead to institutional degradation, corruption, inequality, and civil war, all of which have been associated with reduced trust. In addition, game theoretical work on windfall gains suggests that there may be direct effect of natural resources on trust. This paper tests empirically whether there is a direct effect of natural resources on trust (The Pearl Hypothesis), using cross-country data. The results indicate that no such direct effect exists, but we find a significant effect on trust of intermediate variables affected by natural resources, such as institutions, corruption, inequality and/or civil war. Importantly, the relationship between corruption and trust turns out to be non-linear, indicating that the effect of natural resources on trust depends on the initial corruption level of a country. In highly corrupt societies, institutional improvements that reduce corruption may also undermine trust, which poses difficult challenges for anti-corruption policy.  相似文献
