Balancing agendas for climate mitigation and environmental justice continues to be one of the key challenges in climate change governance mechanisms, such as Reducing Emissions from Deforestation and Degradation (REDD+). In this paper we apply the three-dimensional environmental justice framework as a lens to examine the REDD+ process in the Lao People’s Democratic Republic (Laos) and the REDD+ social safeguards. We focus particularly on challenges to justice faced by marginalized communities living in forest frontier areas under an authoritarian regime. Drawing on policy analysis and open-ended interviews across different policy levels, we explore procedural, distributional, and recognitional justice across the REDD+ policy levels in Laos. We find that REDD+ social safeguards have been applied by both donors and state actors in ways that facilitate external control. We underscore how authoritarian regime control over civil society and ethnic minority groups thwarts justice. We also highlight how this political culture and lack of inclusiveness are used by donors and project managers to implement their projects with little political debate. Further obstacles to justice relate to limitations inherent in the REDD+ instrument, including tight schedules for dealing with highly sensitive socio-political issues under social safeguards. These findings echo other research but go further in questioning the adequacy of safeguards to promote justice under a nationally driven REDD+. We highlight the importance of recognition and political context, including aspects such as power relations, self-determination and self-governance of traditional or customary structures, in shaping justice outcomes.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01618-7.  相似文献

Social insect colonies need to explore and exploit multiple food sources simultaneously and efficiently. At the individual level, this colony-level behaviour has been thought to be taken care of by two types of individual: scouts that independently search for food, and recruits that are directed by nest mates to a food source. However, recent analyses show that this strict division of labour between scouts and recruits is untenable. Therefore, a modified concept is presented here that comprises the possible behavioural states of an individual forager (novice forager, scout, recruit, employed forager, unemployed experienced forager, inspector and reactivated forager) and the transitions between them. The available empirical data are reviewed in the light of both the old and the new concept, and probabilities for the different transitions are derived for the case of the honey-bee. The modified concept distinguishes three types of foragers that may be involved in the exploration behaviour of the colony: novice bees that become scouts, unemployed experienced bees that scout, and lost recruits, i.e. bees that discover a food source other than the one to which they were directed to by their nest mates. An advantage of the modified concept is that it allows for a better comparison of studies investigating the different roles performed by social insect foragers during their individual foraging histories. / The Itapiranga Sustainable Logging Plan provides an example of how Brazil's licensing system functions for logging companies in the state of Amazonas. Two questions need to be dealt with: "How sustainable can logging in the Amazon be?" and "What and how effective are existing legal mechanisms to deal with logging projects?" The environmental impact assessment (EIA) and environmental impact statement (EIS, known as the RIMA in Brazil), present relatively detailed accounts of biodiversity and the need to adopt conservation strategies to protect it. However, social and health impacts are only superficially addressed. The economic sustainability of the operation over multiple cycles is not demonstrated. The multidisciplinary teams responsible for the EIA and EIS (RIMA) reports are hired by the project proponent, an arrangement inherently carrying the risk of biasing the result. Logging reduces biodiversity, releases greenhouse gases and inflicts social and health costs. These impacts reduce the ability of Amazonian forests to provide environmental services and to supply food and livelihood security to local populations. The reports inflate positive effects such as employment: the estimated number of jobs was cut by more than half in a revision made after the EIA and EIS (RIMA) had been approved. Not only do the reports need to be more realistic in assessing both positive and negative consequences of proposed projects, but better means are needed to ensure that promised mitigatory measures are enforced in practice. Many of the lessons that can be drawn from the Itapiranga Plan are not unique to logging projects and apply to licensing of development activites generally in Brazil and elsewhere.  相似文献

Agenda 21 requires that countries adopt ‘national sustainable development strategies’ (NSDS), and this has been emphasized in several international commitments. Ghana has contributed to the methodology for peer review of such national strategies, as well as to guidelines designed by OECD and the United Nations for the NSDS process. Ghana has also adopted mechanisms to manage its own development planning in a sustainable manner. This article highlights various types of frameworks for sustainable development currently operating in Ghana, and considers to what extent they conform to NSDS principles. The article concludes that Ghana has made progress in several ways, but faces some of the same challenges as other countries in adhering to sustainability principles. The article offers recommendations as to how Ghana can achieve sustainable development. The article is an independent assessment by the author, who has also formulated most of the recommendations, except where otherwise indicated.  相似文献

ABSTRACT: The major objective is to report the way the Delphi methodology was employed in an environmental study aimed at identifying and ranking goals and social impacts of Cooper Dam and Reservoir Project located in the East Texas area. The Delphi procedures were modified to accommodate the nature of social field under study. Data were collected through personal interviews from twenty-seven respondents representing the government agency responsible for planning the Project and three communities geographically contiguous to the project. The respondents were provided an initial list of the Project's goals and social impacts and were asked to rank them in terms of degree of importance and to add to the list other goals and impacts that they would consider necessary. Respondents were interviewed in two successive rounds. Data show that on the whole the Delphi procedures were helpful in action analysis of the Project by identifying and ranking its goals and social impacts in terms of selected criteria.  相似文献

The objective of this article is to illustrate the use of a framework to design a set of tools to assess progress towards improved well-being in a mining region. The framework uses an ecosystem approach to assess human well-being and is sensitive to the needs, concerns, and interests of at least the major stakeholders: government, company and community. The framework seeks to be useful to stakeholders and to be of policy relevance. The article presents the proposed framework with illustrations from a case study in Goa, India. Mining in Goa has had both positive and negative impacts on the well-being of local people. These impacts vary depending on the age of mining. In areas where mining is well established and active, the economic impacts are more positive. The social and environmental impacts are more negative in the regions where mining is new or is closing down. These characteristics generate their own set of issues of concern to stakeholders. Based on these issues, three types of tools to assess current well-being and progress towards improved well-being are suggested: (i) Indicators based on identified issues using the Pressure-State-Response (PSR) framework; (ii) A quality of life instrument, which can be developed either as an aggregate measure of well-being or in a more limited way to capture the satisfaction of the community with their living conditions; (iii) A regional income accounting framework to assess whether the mining region is able to continue functioning into the indefinite future without being forced into a decline through the degradation of its key natural, social, and human assets and resources. The article suggests that if these tools are used regularly, an information system will emerge that will, over time, provide markers of what mining is doing to the region and to the local communities.  相似文献

为了了解番禺市民环境意识的现状,把握市民环境意识的总体水平,探讨今后环境保护宣传教育的重点和方向,对番禺市21个镇区的市民的环境意识进行了抽样设想。从环境态度,环境行为,环境知识3个方面对市民的环境意识水平进行了评价,并对影响环境影响水平的个人因素进行了分析和综合评价。结果表明:现阶段番禺市民环境意识勉强进入中 等水平,而市民的环境态度已进入较高水平,环境知识为中等水平,环境行为为中等水平,市民的环境态度,环境行为,环境知识水平相互脱节,表现为意识先行,行为滞后。  相似文献

A well-regulated division of labor has been one of the core adaptations leading to the success of the social insects. Honeybee division of labor has been classically viewed as a sequence of age-related changes in task performance. Kolmes questioned this view arguing that his studies did not support the existence of any age-related within-nest specialization. To resolve this controversy, Kolmes and Seeley conducted a joint study with mixed results. They found support for a cell cleaning caste, but diverged on whether their results supported distinct nursing and middle age castes. In this paper, I follow up on their work to resolve the question of caste number in within-nest honey bees. To determine whether nurses (typically aged 4–12 days) and middle-aged bees (aged 12–20 days) have distinct task repertoires, I conducted focal animal observations on a large number of workers in both age groups working within the same nests at the same time. The results support their being two castes of within-nest bees. Young bees specialized on brood care tasks, while middle-aged bees specialized on nectar processing and nest maintenance. Middle-aged bees were observed caring for brood in less than 1% of the observations. Moreover, both castes exhibited movement patterns that correspond to the traditional view that nurses stay within the broodnest, while middle-aged bees move around a great deal in search of work throughout the nest. A review of studies conducted since the debate of Seeley and Kolmes supports the reliability of these results. This work has relevance for proximate models of temporal polyethism, as it is often assumed by such models that there is only one within-nest caste in the honeybee.  相似文献
