Land reclamation techniques that incorporate habitat features for herptofaunal wildlife have received little attention. We
assessed the suitability of a wetland, constructed for the treatment of mine-water drainage, for supporting herptofaunal wildlife
from 1988 through 1990 using diurnal and nocturnal surveys. Natural wetlands within the surrounding watershed were also monitored
for comparison. The treatment wetland supported the greatest abundance and species richness of herptofauna among the sites
surveyed. Abundance was a function of the frog density, particularly green frogs (Rana clamitans) and pickerel frogs (R. palustris), while species richness was due to the number of snake species found. The rich mix of snake species present at the treatment
wetland was believed due to a combination of an abundant frog prey base and an amply supply of den sites in rock debris left
behind from earlier surface-mining activities. Nocturnal surveys of breeding male frogs demonstrated highest breeding activity
at the treatment wetland, particularly for spring peepers (Hyla crucifer). Whole-body assays of green frog and bullfrog (R. catesbeiana) tissues showed no differences among sites in uptake of iron, aluminum, and zinc; managanese levels in samples from the treatment
wetland were significantly lower than those from natural wetlands. These results suggest that wetlands established for water
quality improvement can provide habitat for reptiles and amphibians, with the species composition dependent on the construction
design, the proximity to source populations, and the degree of acidity and heavy-metal concentrations in drainage waters. 相似文献

Habitat conservation plans (HCPs) permitted under Section 10(A) of the federal Endangered Species Act, have been increasingly
used to overcome conflicts between urban development and species conservation. This article profiles one such HCP, the Coachella
Valley (CA) Fringe-Toed Lizard Habitat Conservation Plan. The second HCP officially approved by the US Fish and Wildlife Service,
the Coachella Valley case is frequently cited as a model for resolving conservation and development conflicts. The article
begins with a discussion of the use of HCPs, and then provides a detailed discussion of Coachella Valley experience, its history,
specific provisions, and success to date. A final section examines whether Coachella Valley does in fact represent a positive
model. It is argued that the HCP has been less than fully successful and leaves unresolved a series of fundamental ethical
and policy questions concerning the protection of endangered species.

/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. Aquatic macroinvertebrate diversity in the Nanda Devi Biosphere Reserve (NDBR) was monitored for a period of twelve months (September 2000 to August 2001). All the important hydrological attributes were measured monthly for one year. Macroinvertebrates were sampled from three sites (S1$, S2$, & S3$) of the headwater stream Dhauliganga of NDBR. The present study revealed that the velocity of the water current, hydromedian depth, turbidity and dissolved oxygen in addition to nature and size of the bottom substrates have their significant impact on benthic invertebrate diversity. The ecological relevance of the measured hydrological attributes was investigated by comparing their degree of correlation with invertebrate density and diversity. Macroinvertebrate diversity was found to be highest (3.096 ± 0.03) in winter months (November–January) and lowest (2.816 ± 0.02) in monsoon months (July–August). The high diversity of macroinvertebrates may be due to low turbidity, high water transparency, optimum water temperature, high dissolved oxygen, low water velocity and suitable composition of the bottom substrates. 相似文献

An Ecological Integrity Index for Littoral Wetlands in Agricultural Catchments of Semiarid Mediterranean Regions 总被引:1,自引:0,他引:1
The main goal of the present study was to develop an ecological integrity index for littoral wetland management and conservation in semiarid Mediterranean areas that have been highly impacted by agriculture, including the selection of pressure and state indicators at landscape and wetlands scales that reflect the status, condition, and trends of wetlands ecosystems. We used a causality framework based on the relationship between pressure of anthropogenic activities and the ecological state of wetlands and their catchments, integrating environmental, biologic, economic, and social issues. From the application of 51 indicators in 7 littoral wetlands in the southeastern Iberian Peninsula, we selected 12 indicators (5 at catchment scale and 7 at wetland scale) to constitute the ecological integrity index proposed. The potential nitrogen export per area at catchment scale and the potential relative nitrogen export from the area surrounding the wetlands were the best pressure single predictors of state indicators with a causal relationship with environmental meaning. Wetlands in catchments with more agriculture had less ecological integrity than those in less impacted areas. A wide riparian zone in some wetlands acts as a buffer area, diminishing the effects of intensive agriculture. The index of ecological integrity developed here has a number of essential characteristics that make it a useful tool for ecosystem managers and decision-makers. The index can be used to (1) assess and control ecological integrity, (2) diagnose probable causes of ecological impairment, (3) establish criteria for protecting and restoring wetland ecosystems, and (4) integrate catchment management.

Vehicular and pedestrian traffic decreased top and root production, percent cover, and diversity of vegetation, and modified species composition on beach and foredune areas of Padre Island National Seashore and Nueces County Park. Degradation of vegetal cover was directly related to the type and intensity of traffic; species in heavily trafficked areas represented earlier successional stages than those in comparable undisturbed areas. 相似文献

An urban population of ducks in Puyallup, Washington, USA was studied for 14 consecutive months beginning in November 1978. Observations were made weekly from four study sites where ducks would congregate at early morning hours. Factors contributing to the presence of waterfowl in Puyallyup included abundant food supplies and a creek corridor that connected fragmented habitats in the urban area to the larger rural populations of waterfowl. Mallards (Anas platyrhynchos) were the most abundant of the 13 species observed and were the only ducks remaining during the nesting season. Habitat size and complexity were important factors influencing the species diversity of a particular site. Nesting success of mallards was poor due to limited distribution of nesting habitat, intraspecific aggression, and human disturbance. Both site-specific and more broad-based strategies are suggested for managing and planning for duck populations in urban areas. 相似文献

Abstract: The Mesa Central of Mexico is of special conservation interest due to its high richness of freshwater fish species, of which the goodeines are one of the most representative groups. Through an integrated approach, we determined conservation priorities for goodeine populations. We based our recommendations on the genetic diversity (variation in five microsatellite DNA loci) in 10 populations of Zoogoneticus quitzeoensis and on an analysis of ecological (e.g., presence of exotic species), social (e.g., political situation), and environmental (e.g., pollution) information for 52 historical occurrence points for species in the genus Zoogoneticus . Patterns of genetic erosion and genetic diversity indices were closely associated with human impact. Recent bottleneck events were most evident in the populations from remnants of the lakes drained at the beginning of the twentieth century. We identified seven operational conservation units (OCUs), all of which should be conserved because they contain unique portions of the total variation of the species. Special attention needs to be given to increase genetic variability, recover population sizes, and reestablish contact among populations within OCUs. It is imperative to create an integrative and effective approach for the recovery and conservation of the freshwater fish diversity of Central Mexico that is based on social and natural sciences. 相似文献

We analyzed whether decision‐making triggers increase accountability of adaptive‐management plans. Triggers are prenegotiated commitments in an adaptive‐management plan that specify what actions are to be taken and when on the basis of information obtained from monitoring. Triggers improve certainty that particular actions will be taken by agencies in the future. We conducted an in‐depth, qualitative review of the political and legal contexts of adaptive management and its application by U.S. federal agencies. Agencies must satisfy the judiciary that adaptive‐management plans meet substantive legal standards and comply with the U.S. National Environmental Policy Act. We examined 3 cases in which triggers were used in adaptive‐management plans: salmon (Oncorhynchus spp.) in the Columbia River, oil and gas development by the Bureau of Land Management, and a habitat conservation plan under the U.S. Endangered Species Act. In all the cases, key aspects of adaptive management, including controls and preidentified feedback loops, were not incorporated in the plans. Monitoring and triggered mitigation actions were limited in their enforceability, which was contingent on several factors, including which laws applied in each case and the degree of specificity in how triggers were written into plans. Other controversial aspects of these plans revolved around who designed, conducted, interpreted, and funded monitoring programs. Additional contentious issues were the level of precaution associated with trigger mechanisms and the definition of ecological baselines used as points of comparison. Despite these challenges, triggers can be used to increase accountability, by predefining points at which an adaptive management plan will be revisited and reevaluated, and thus improve the application of adaptive management in its complicated political and legal context.
