Continental waters are complex resources in terms of a measurable physical quantity, and measuring them requires a good knowledge of total water availability. In this research, an accounting physical input–output table (PIOT) was applied to evaluate total water resources and gross annual availabilities at each stage of the natural-artificial water cycle. These stages are considered subsystems of a continental water resource system describing water transfers for an average year within 13 administrative basins of Spain. Water transfers between various subsystems are characterized by internal flows decreasing the water resource availabilities. The PIOT analysis establishes these internal flows, and the origins and final uses of the total resources for each subsystem. The input-output balance registered an unsustainable negative net accumulation in eight water basins. The PIOT analysis also allowed the calculation of significant indicators such as water resource developments (RDI) and their sustainable use (SUI). RDI and SUI demonstrate that groundwater is a critical resource affecting the environment (e.g., wetlands in the upper Guadiana) and the water supply (e.g., irrigation in the Segura basin). The results of this model suggest that above-/below-ground hydrological links are important when decisions have to be made in order to provide a satisfactory supply of water in Spain. The model integrates the different water basins under territorial criteria, and therefore it may be useful for the Spanish National Hydrological Plan.  相似文献

This paper explains how the well-accepted concept of improved stakeholder participation during mineral policy development leads to a national mineral policy that accommodates the diverging views and interests that allows wide acceptance of decisions, enhancing the success of implementation and, ultimately, national benefits. This process is based on lessons learnt during the South African experience and has been successfully applied in the development of the Namibian and Malawian national minerals policies. An effective policy in the SADC will engineer the delicate balance between poverty reduction and an internationally competitive minerals sector. This balance enhances the possibility of long-term economic growth and development in the SADC region. The overriding advantage of this strategy is that it generates ‘home-grown’ policy instruments and implementation of mineral law with which stakeholders can identify. This process presents a new challenge to traditional policy formulation strategies in emerging economies and the bottom-up approach, linked to wide political support, allows the potential realisation of national objectives.  相似文献

This paper provides an overview of the environmental impact of mining on viable future land use and underlines the imperative of improved environmental management and closure planning. It argues that pollution prevention, through planning for closure, can lead to cost-effective strategies for sustainable minerals development and viable future land use. This seems to be most true for greenfield sites since, generally, the earlier closure planning and pollution prevention is built into a project, the more cost-effective and environmentally benign closure will be. Further, for greenfield sites, pollution prevention techniques can be employed from the outset, at the stages of exploration and mine development, and then monitored and improved through the operation stage to closure, and can be kept in place to manage future land use.
The paper discusses how global changes in the industry, following the liberalisation of investment regimes, and mergers and strategic alliances between key firms, has, by virtue of the diffusion of new technology, led to further opportunities to prevent pollution and optimise future land use through planning for closure from the outset. The objectives and components of closure plans are also reviewed as the paper draws on case studies to highlight some of the possible constraints and challenges to pollution prevention that may be faced at the level of both public policy and corporate strategy. The article concludes by suggesting a forward-looking approach to integrated environmental management and viable future land-use planning based on a dynamic model for environmental management.  相似文献

The weight of scientific evidence suggests that human activities are noticeably influencing the world's climate. However, the effects of global climate change will be unevenly spread, due to local variations in vulnerability and adaptive capacity. Using downscaled projections of future UK climates over the next 50 years, this paper investigates the impacts of, and possible responses to, climate change in one small area in eastern England, selected as a test-bed for sustainable agriculture. It shows that local agricultural systems are vulnerable to changes in the climate. At present, however, these considerations have a limited effect on agricultural operations, which are mainly driven by short-term events and 'non-climate' policies, such as agricultural price support. The capacity of agricultural systems to adapt successfully to climate change will be determined by the ability of producers to integrate climate change into their planning strategies with a view to ultimately ensuring sustainable agricultural practices in the long term. Sustainable development involves meeting the needs of human societies while maintaining viable biological and physical Earth systems. The needs include minerals: metals, fuels, industrial and construction materials. There will continue to be considerable demand for virgin mineral resources, even if levels of recycling and efficiency of use are optimal, and rates of population growth and globalisation decrease significantly. This article aims to stimulate debate on strategic issues for minerals supply. While the world has considerable stocks of mineral resources overall, international considerations of the environmental and social aspects of sustainable development are beginning to result in limitations on where mining will be conducted and what types of deposits will be mined. Current and emerging trends favour large mines in parts of the world where mining can be conducted within acceptable limits of environmental and social impact. Finding new deposits that meet such criteria will be all the more challenging given a disturbing global decline in the rate of discovery of major economic resources over the last decade, and the decreasing land area available for exploration and mining.
To attract responsible exploration and mining, governments of mining nations will need to provide: regional-scale geo-scientific datasets as required to attract and guide future generations of exploration; resource access through multiple and sequential land use regimes, and frameworks for dealing with indigenous peoples' issues; and arrangements for consideration of mining proposals and regulation of mines that ensure responsible management of environmental and social issues.
The minerals industry will need to continue to pursue advances in technologies for exploration, mining, processing, waste management and rehabilitation, and in public reporting of environmental and social performance.  相似文献

The author discusses the central issues of the UN Framework Convention on Climate Change and the Kyoto Protocol in the general context of the Rio process. The nexus of issues under negotiation in relation to climate change are viewed in the context of multilateral diplomacy for sustainable development. The article outlines the background to the important Sixth Conference of the Parties, held in the Hague in November 2000, and highlights the relationship between the main actors in the negotiations. Finally, the main results of the Hague negotiations are presented, followed by comments on follow-up procedures and perspectives.  相似文献

The rapid growth of Latin American urban centres beginning in the 1970s placed a heavy strain upon urban transport service providers. Facing high population growth from a citizenry dependent upon public transport and having limited financial resources to develop car‐based infrastructure, Latin American municipal planners were challenged to create a new transport paradigm. One ingenious response to this dilemma was the busway, a surface metro system that utilizes exclusive right‐of‐way bus lanes. The developers of the Latin American busways astutely observed that the ultimate objective was to swiftly, efficiently and cost‐effectively move people rather than cars. Examples of innovative busway systems are presented from Curitiba, Bogota, Porto Alegre, Quito and Sao Paulo. The low cost, flexibility and speed of the exclusive busways all contribute to extremely high levels of customer satisfaction. Innovative approaches to the design of busway loading stations and simplified ticketing have also helped to reduce operating costs and improve customer flows. Additionally, clear system maps, colour‐coded routing, system safety and cleanliness and superior customer service have helped direct consumer preference towards the busway. The success of busways has also proved that costly subway systems or uncontrolled sprawl are not the only options available to municipal planners. The Latin American busway corridors provide high peak capacities that permit busway corridors to serve the transit requirements of most medium‐ to large‐sized cities. When integrated with progressive land‐use policies, busways can also form the basis of more sustainable urban design by encouraging development corridors with high‐density, mixed‐use land use. The environmental benefits and calming influences afforded cities by busway systems have translated into dramatically improved levels of quality of life indicators, including improvements in health, crime reduction and poverty alleviation. The user‐friendliness and cost‐effectiveness of busway systems have convinced municipal leaders in North America, Europe and Australia to develop similar systems of their own. Latin American busways thus provide a unique example of South to North technology transfer.  相似文献

This paper provides the methodological framework for carrying capacity assessment through a set of indicators, as implemented in a French case study. The approach aims to help the State and local governments of coastal areas facing population growth and important touristic flows to undergo a local development strategy that does not imperil their territorial strategic resources. This work shows how situations of dysfunction or saturation points have interlinked consequences on environmental, social and economic resources, justifying a crosswise assessment.  相似文献
