Over the past decades, numerous science institutions have evolved around issues of global sustainability, aiming to inform and shape societal transformations towards sustainability. While these science-based initiatives seem to take on an ever growing active role in governance for sustainable development, the question arises how they can claim any political authority in the first place. We present here a structured comparison of six international science-based initiatives, all engaged in governance processes related to the recently established Sustainable Development Goals. We focus on the material and rhetorical strategies employed by these science institutions to acquire authority by fostering perceptions of salience, credibility and legitimacy among governance actors. We distinguish three modes of scientific authority: an assessment-oriented mode that combines a strategy of salience through integration, with credibility by formal mechanisms of review, and legitimacy through representation; an advice-oriented mode, which appeals to salience through the promise of independent and timely science advice, to credibility through the credentials of the scientists involved, and to legitimacy through formal recognition by governance actors; and a solution-oriented mode, with science institutions claiming relevance based on the promise to contribute to solutions for global sustainability, while credibility is sought by invoking support of the scientific community, and legitimacy through a strategy of participation. Based on this analysis, we provide a framework for reflection on the claims and strategies of science-based initiatives, and their role and responsibility in governance for sustainable development.This article is part of a special issue on solution-oriented GEAs. 相似文献

The ‘Blue Economy’ is an increasingly popular term in modern marine and ocean governance. The concept seeks to marry ocean-based development opportunities with environmental stewardship and protection. Yet different actors are co-opting this term in competing, and often conflicting ways. Four conceptual interpretations of the Blue Economy are identified, through examination of dominant discourses within international Blue Economy policy documents and key ‘grey’ literature. The way the Blue Economy is enacted is also examined, through an analysis of the Blue Economy ‘in practice’, and the actors involved. Finally, the scope of the Blue Economy is explored, with a particular focus on which particular marine industries are included or excluded from different conceptualizations. This analysis reveals areas of both consensus and conflict. Areas of consensus reflect the growing trend towards commodification and valuation of nature, the designation and delimitation of spatial boundaries in the oceans and increasing securitization of the world's oceans. Areas of conflict exist most notably around a divergence in opinions over the legitimacy of individual sectors as components of the ‘Blue Economy’, in particular, carbon-intensive industries like oil and gas, and the emerging industry of deep seabed mining. 相似文献

The Paris Agreement?s nationally determined contributions (NDCs) provide an excellent point of entry to simultaneously address climate change and the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). This study sets out to explore the connections between climate action plans (NDCs) and each of the 17 Sustainable Development Goals (SDGs). In this study, we used four levels of visibility, that is, present, generic, implied and absent to provide a broad perspective of the extent to which South Africa?s NDC is aligned with the targets of the SDGs. Our results revealed that South Africa?s NDC has 12% present level of visibility to the SDG targets, with SDG 7 Affordable and Clean Energy and SDG 13 Climate Action showing the highest representation of present level of visibility. By contrast, the absent level of visibility NDC showed 53% in the SDG targets, with SDG 5 Gender Equity, SDG 16 Peace, Justice and Strong Institutions and SDG 3 Good Health and Well‐Being, showing the highest representation of absent level of visibility. These results indicate that there is scope to improve the alignment of South Africa?s NDCs with the SDG targets. The lean production philosophy has been applied in the construction industry to reduce waste and increase efficiency. It is until recently that the lean philosophy has proven to be effective to meet the challenges of sustainable development. Many studies have shown that lean philosophy can be applied in precast concrete factories to lower inventory, reduce waste and increase efficiency. However, the precast concrete installation cycle should not be overlooked following a life cycle perspective. This study adopts a weighted factor model comprising 30 contractors in the Singapore construction industry and a case study. Construction site layout management practices are investigated using the weighted factor model. Strategies to improve the construction site layout are presented in a case study. The results indicated that there are many non-value adding activities in the site layout management practices that contribute to an increase in the carbon emissions level. Little consideration of green building materials, improper specifications of the precast concrete products, lack of an uninterrupted workflow, and inaccurate estimation of seem to be the most important ones. The results provide good practice guidance and can be used as a checklist for contractors to identify the NVA activities in the installation sites to achieve low-carbon installation. The results will also be useful for regulatory agencies to provide recommendations for contractors to improve the installation procedure and reduce carbon emissions. 相似文献

This paper explores the role of the business community in promoting sustainable consumption. While businesses play an important role in shaping social trends, including the growth of material consumption, allegations that individual corporations wield excessive power may have been overstated. Most of the time corporations are simply playing by the rules and culture of the market.Businesses have mostly assumed that their contribution to sustainability lies in improving eco-efficiency—staying within the current business framework. But sustainable consumption will require wider change, including shifts in the incentives that shape the actions of businesses and others, and a change in the culture that underlies market expectations. Firms, governments, the media and civil society may need to enter a dialogue together to develop a new story about the nature of prosperity and the role of the business community in promoting it. Consumer's choice of food can influence the environment. In Sweden, in common with many other countries, consumers need to be given information so they can make environmentally informed shopping choices. However, what is the most advantageous dietary choice to lower greenhouse emissions? This study investigates the greenhouse gas emissions associated with food production for food consumed in Sweden annually. Specifically, this study compares greenhouse gas emissions associated with a nutritionally and environmentally sustainable diet with the average consumption of food in Sweden 1999. The study concludes that the change in energy use and greenhouse gas emission associated with this change of diet is negligible. Lowering greenhouse gas emissions by changing food production processes results in more profound changes than teaching consumers to make environmentally correct choices. There is a basic need for a reduction or a replacement of the use of fossil fuels to produce and distribute our food in order to reach any significant reduction in the emission of greenhouse gases. Swedish agricultural policy does not provide ways to reduce greenhouse gas emissions. In Sweden therefore there is an immediate need to design policy instruments with the primary aim of reducing the greenhouse effect. 相似文献
