对航空事故中人的不安全行为进行了系统分析,将失误划分为感知失误、记忆失误、决策失误、技能失误4个类别,将违章划分为习惯性违章和偶然性违章。将人的因素干预维度确定为组织管理、人/团队、技术、任务和环境。针对不安全行为制定相应的初步改进措施后,还需从措施的可行性、可接受性、经济性和有效性4个方面进行综合评估和取舍。实证研究表明,人的因素干预矩阵是制定安全建议的有效工具,该框架具备良好的适用性。 相似文献

In this paper, we describe the development of a model for the sustainable release of e-flows from the regional water resource infrastructure (e.g., reservoirs, rivers with available water) for lake restoration and preservation, and use the model in a case study of Baiyangdian Lake, China. First, we define the sustainable environmental flows (e-flows), with an emphasis on the ecological importance of temporal variation in factors such as water level (depth). By analyzing historical data on the suitable range of water levels in the lake, we evaluated fluctuations using canonical correspondence analysis and frequency distribution analysis. The temporal variations required by the ecosystem of the lake were also assessed. Based on this approach, we developed an optimization model for sustainable release of e-flows. We used the adaptive genetic algorithm approach to solve the model and determine the required release of e-flows. Scenario analysis then provided a range of potential management strategies for the e-flows. The optimal results are helpful to the lake managers to establish sustainable e-flow release schemes for the lake restoration and preservation. 相似文献

Since the Law of the People's Republic of China on Environmental Impact Assessment was enacted in 2003 and Huanfa 2004 No. 98 was released in 2004, Strategic Environmental Assessment (SEA) has been officially being implemented in the expressway infrastructure planning field in China. Through scrutinizing two SEA application cases of China's provincial level expressway infrastructure (PLEI) network plans, it is found that current SEA practice in expressway infrastructure planning field has a number of problems including: SEA practitioners do not fully understand the objective of SEA; its potential contributions to strategic planning and decision-making is extremely limited; the employed application procedure and prediction and assessment techniques are too simple to bring objective, unbiased and scientific results; and no alternative options are considered. The enactment and implementation of the 2003 EIA Law in China institutionalised the role of plan environmental impact assessment (PEIA). While the philosophy, methodology and mechanisms of PEIA have gradually permeated through the various levels of government with a positive effect on the process and outcome of urban planning, only a few cities in China have so far carried out PEIA as a Strategic Environmental Assessment (SEA)-type procedure. One such case is the southern city of Shenzhen. During the past three decades, Shenzhen has grown from a small town to a large and booming city as China has successfully and rapidly developed its economy by adopting the “reform and open door” policy. In response to the challenges arising from the generally divergent processes of rapid urbanisation, economic transformation and environment protection, Shenzhen has incrementally adopted the SEA concept in developing the city's Master Urban Plan. As such, this paper reviews the effectiveness of PEIA in three ways:

as a tool and process for achieving more sustainable and strategic planning; •
to determine the level of integration of SEA within the planning system; and, •
its effectiveness vis-à-vis implementation.

Urbanization is a dominant component of social and economic development around the world, but this process creates tremendous pressure on the ecological environment. How to achieve coordination between urbanization and conservation of this environment has become a key issue, especially in developing countries. It is necessary to identify the driving factors that affect this coordination. To identify these factors, we chose 290 Chinese prefecture-level cities to analyze the driving factors behind urbanization using spatial regression analysis, and explored the spatial differences among regions in these factors. Our results show that industrial upgrading and technological progress were the main factors that promoted coordinated development, with industrialization having positive effects under government management, but with differences among regions in how the driving forces affected coordinated development. Using technological progress to promote industrial upgrading, creating new employment to absorb surplus rural labor, and providing workers with skills training so they can take advantage of new jobs can promote win–win solutions that coordinate urbanization with conservation of the ecological environment. 相似文献

This paper identifies one possible set of appropriate disciplinary content for undergraduate programs in sustainability, based
on a survey instrument employed at two international sustainability events in 2005. Undertaken to supplement the focus in
the sustainability education literature on generic skills and pedagogical method via case-based or broadly conceptual work,
it seeks to assist curriculum developers with planning disciplinary content. Findings indicate that a sustainability canon
of sorts exists. A surprising amount of agreement existed from the two different specialist groups about core concepts, notably
in ecology and—less unanimously—policy, economics and ethics. Studies about society were preferred as elective content. A

Over the last five decades, Malaysia has undergone rapid economic, social and environmental change, a process which is still continuing. The pursuit of socio‐economic progress has been accompanied by an unprecedented rate of change in the natural environment. In parallel to this development, governmental responses have also adapted over time to address emerging environmental situations. This article views the recent history of Malaysia's evolving policy response to development needs and environmental change as consisting of four distinct stages. Despite an impressive array of policy statements and strategies to implement sustainable development, many challenges remain today. A clear articulation of normative principles of sustainable development is of paramount importance, as is the monumental task of policy implementation. The article argues that the trajectory of Malaysia's policy on natural resources and environmental issues bears the characteristics of path‐dependent evolution. 相似文献
