Inadequate trade policies, globalization of the fishing industry, dominance of Europe's distant water fleets, declarations of exclusive economic zones (EEZs) by neighbouring West African nations, overfishing and a lack of good governance contributed to the decline of Ghana as a regional fishing nation, a position it had held since the 18th century. The prohibitive cost of access arrangements limited Ghana's access to distant waters. The country's marine environments have been impacted by overexploitation of stocks and the use of destructive methods. Subsistence fishing has become the sole means of survival for many fishers. The decline of the fishing sector has limited the country's ability to meet domestic demand and threatened the economic and food security of many Ghanaians. The article traces the early history of Ghana's fisheries, their gradual decline during the last four decades, and outlines recommendations for policy changes to address the situation and steer the nation on a course towards sustainable fisheries. 相似文献

In this paper we examine the reconstitution of the Emergency Operations Centre (EOC) after its destruction in the World Trade Center attack, using that event to highlight several features of resilience. The paper summarises basic EOC functions, and then presents conceptions of resilience as understood from several disciplinary perspectives, noting that work in these fields has sought to understand how a natural or social system that experiences disturbance sustains its functional processes. We observe that, although the physical EOC facility was destroyed, the organisation that had been established to manage crises in New York City continued, enabling a response that drew on the resources of New York City and neighbouring communities, states and the federal government. Availability of resources--which substituted for redundancy of personnel, equipment and space--pre-existing relationships that eased communication challenges as the emergency developed and the continuation of organisational patterns of response integration and role assignments were among the factors that contributed to resilience following the attack. 相似文献

The interprovincial trade embodied carbon emissions plays an important role in the national emission reduction target among China’s provinces. Furthermore, it will affect the smooth start-up of the national carbon trade market as well as the implementation of targets in 2030 for dealing with the climate change. Based on constructed MRIO model, this paper analyzes the embodied carbon emission trade flows among Beijing, Tianjin, Hebei and surrounding regions such as Shanxi, Shaanxi, and Inner Mongolia. The results indicate that six provinces have formed different patterns of carbon trade balance, where Beijing, Tianjin, and Hebei provinces are in a deficit position, while the other three provinces are in a surplus position. Beijing, Tianjin, and Hebei have transferred part of the carbon emissions to the other three provinces, which shows greater heterogeneity among various provinces and provincial different sectors. On basis of the conclusions, this paper puts forward some suggestions on provincial decomposition, responsibility distribution, and provincial collaborative reduction for national emission reduction targets. 相似文献

Academics and practitioners alike emphasise that public policy plays a key role to support efforts to reduce disaster risks and to buffer the impacts of natural hazards when they occur. This involves developing public policies to promote disaster risk reduction (DRR). However, the public policy dimension has only recently begun to receive attention in empirical research on DRR. Processes of policy change are discussed, yet less often studied, and more empirical research is needed to advance the understanding of the conditions for DRR policy change. Combining insights from adaptation research and public policy theory, this study investigates the long-term development of DRR policy in Mozambique as perceived by multiple stakeholders. The study identifies barriers and enabling factors influencing the DRR policy process over time. Using data from 37 semi-structured interviews, the study finds six main enabling factors supporting DRR policy change. Among the most important enabling factors are past disasters and broad stakeholder involvement. The study also unveils several barriers to DRR policy change, including resource insufficiency and lack of coordination among stakeholders. The study concludes with suggestions for integrating DRR and policy process research and lessons for policymaking in support of DRR over time. 相似文献

Does air quality regulation in the European Union (EU) foster polluting activity in emerging and developing countries? In this paper, we propose an original variable that evaluates regulation stringency, based on the EU Air Quality Framework Directive. Focusing on the underlying mechanism and controlling for endogeneity in the relation between regulation and trade, we provide robust evidence that EU countries implementing more stringent air pollution regulations import relatively more in pollution-intensive sectors from developing and emerging countries in Europe and Central Asia. 相似文献

Investigators monitoring air quality at the World Trade Center, after the September 11th attacks, found extremely high levels
of volatile organic chemicals as well as unusual species that had never been seen before in structure fires. Data collected
by the U.S. Environmental Protection Agency indicate striking spikes in levels of benzene, styrene, and several other products
of combustion. These spikes occurred on specific dates in October and November 2001, and February 2002. Additionally, data
collected by researchers at the University of California Davis showed similar spikes in the levels of sulfur and silicon compounds,
and certain metals, in aerosols. To better explain these data, as well as the unusual detection of 1,3-diphenylpropane, the

Legalizing markets and the consequences for poaching of wildlife species: the vicuña as a case study
Vicuña provide an excellent case study for examining the sustainable use of wildlife outside protected areas: the community-based conservation approach. Vicuña populations in the high Andes of Argentina, Bolivia, Chile, Ecuador and Perú fell to a critically low level, but a Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) ban on trade in their fiber has seen numbers recover dramatically, and now live shearing of vicuña for a high-value international market is being promoted as a mechanism to secure both sustainable vicuña populations and local livelihoods. We used a dynamic optimization model to explore the consequences of legalizing markets, including the consequences for poaching which is critical in vicuña dynamics. Using parameters obtained from the literature and expert knowledge, we explored different scenarios for the Argentine region of Cieneguillas. Our results showed that the role of the international market is ambiguous; live shearing for an international market can provide the very best of outcomes for both vicuña and local people, with large herds generating high revenues. But an international market also creates a market for poached vicuña fiber; as a result, vicuña numbers risk once again falling to critically low levels, resulting also in minimal revenues from sale of fiber. The message for the international community is that if community-based conservation is not implemented carefully then its impact can easily be perverse. 相似文献

Recent studies have identified public subsidies as a principal cause of unsustainable development. Worldwide, governments are spending up to $U950 billion a year on subsidies. Many of these public subsidies fail to serve their purpose and in fact, often turn out as policy failures as they further distort trade and cause environmental harm. The energy sector is among the most subsidized sectors in the world, receiving over $U240 billion per annum of public subsidies. This article highlights current energy subsidies and their implications. The article examines: (i) the global size and distribution of energy subsidies in industrialized and developing countries; (ii) the impact of these subsidies on the economy, equity and the environment and their role as barriers for sustainable development; (iii) the political economy behind public subsidies and the various political and institutional barriers and lock-in mechanisms that cause subsidies to become entrenched in economic and public structures; and (iv) proposals for effective subsidy reform in energy policies, suggesting a global strategy to eliminate energy subsidies. OECD governments are in a position to take the lead, and the UN Framework Convention on Climate Change presents an excellent opportunity of striking a political grand deal and linking the reform of energy subsidies to a meaningful participation of developing countries to the Kyoto Protocol. The WTO leaves discretion over environmental policies to its members, but requests that a fundamental non-discrimination principle is respected: National Treatment (NT). The provision seeks to prevent protectionist use of domestic policy instruments, requesting that when an imported product is sufficiently similar to a domestic product, they are treated identically. WTO adjudicators will often face severe informational problems in environmental disputes. Important for the practical implementation of NT is therefore the allocation of the burden of proof (BoP). This paper highlights basic implications of the BoP for the occurrence of judicial errors, for the environment and for welfare, using a setting where NT serves its intended role of supporting negotiated tariff liberalization. The paper suggests that NT may indeed constrain environmental policies, but that this may be desirable from an efficiency point of view. Also, BoP rules that benefit the environment may not benefit global welfare, and conversely. 相似文献

Progress in formulating and implementing effective adaptation policies is often hampered by a wide variety of barriers that are well documented in the literature. Among the barriers are lack of awareness, certainty, resources and political commitment. Since these and other barriers can be overcome (e.g., by raising awareness, closing knowledge gaps, and increasing resources), numerous decision‐support frameworks (mainly written guidelines) have been developed for this purpose. The present paper takes stock of both the barriers in adaptation policymaking, as documented in the literature, and the guidelines that aim to facilitate public policies on climate change adaptation. It then compares to what degree selected adaptation guidelines serve as knowledge‐brokerage tools that provide guidance on how to overcome the barriers addressed in the scientific literature. The comparison shows that adaptation guidelines address barriers of adaptation policymaking neither comprehensively nor systematically. Since most adaptation guidelines focus on (subjective) experiences with good practices than on empirical research findings, we conclude that they represent a missed opportunity of scientific knowledge‐brokerage in climate change adaptation. 相似文献
