/ Environmental regulatory agencies are responsible for protecting human health and the environment in their constituencies. Their responsibilities include the identification, evaluation, and cleanup of contaminated sites. Leaking underground storage tanks (USTs) constitute a major source of subsurface and groundwater contamination. A significant portion of a regulatory body's efforts may be directed toward the management of UST-contaminated sites. In order to manage remedial sites effectively, vast quantities of information must be maintained, including analytical dataon chemical contaminants, remedial design features, and performance details. Currently, most regulatory agencies maintain such information manually. This makes it difficult to manage the data effectively. Some agencies have introduced automated record-keeping systems. However, the ad hoc approach in these endeavors makes it difficult to efficiently analyze, disseminate, and utilize the data. This paper identifies the information requirements for UST-contaminated site management at the Waste Cleanup Section of the Department of Environmental Resources Management in Dade County, Florida. It presents a viable design for an information management system to meet these requirements. The proposed solution is based on a back-end relational database management system with relevant tools for sophisticated data analysis and data mining. The database is designed with all tables in the third normal form to ensure data integrity, flexible access, and efficient query processing. In addition to all standard reports required by the agency, the system provides answers to ad hoc queries that are typically difficult to answer under the existing system. The database also serves as a repository of information for a decision support system to aid engineering design and risk analysis. The system may be integrated with a geographic information system for effective presentation and dissemination of spatial data.  相似文献

The authors investigated the ignitability of aluminium and magnesium dusts that are generated during the shredding of post-consumer waste. The relations between particle size and the minimum explosive concentration, the minimum ignition energy, the ignition temperature of the dust clouds, etc. the relation between of oxygen concentration and dust explosion, the effect of inert substances on dust explosion, etc. were studied experimentally.

The minimum explosive concentration increased exponentially with particle size. The minimum explosive concentrations of the sample dusts were about 170 g/m3 (aluminium: 0–8 μm) and 90 g/m3 (magnesium: 0–20 μm). The minimum ignition energy tended to increase with particle size. It was about 6 mJ for the aluminium samples and 4 mJ for the magnesium samples. The ignition temperature of dust clouds was about 750 °C for aluminium and about 520 °C for magnesium. The lowest concentrations of oxygen to produce a dust explosion were about 10% for aluminium and about 8% for magnesium. A large mixing ratio (more than about 50%) of calcium oxide or calcium carbonate was necessary to decrease the explosibility of magnesium dust. The experimental data obtained in the present investigation will be useful for evaluating the explosibility of aluminium and magnesium dusts generated in metal recycling operations and thus for enhancing the safety of recycling plants.  相似文献

All economic sectors are associated with energy use; therefore, government organizations aim to supply sustainable energy for human needs and economic growth. In particular, increased environmental concerns of the public in Turkey have impacted policymaking for renewable energy (RE) management in Turkey. The primary objective for RE sources of the Turkish Ministry of Energy is to ensure that 30% of the share of electricity production is from RE resources in 2023. In this paper, the integrated multi-objective, multi-period linear programming model is presented to determine effective allocation of RE supply for seven different geographical regions in Turkey for the period of 2017 to 2024. The integrated model consists of two different stages. The first stage involves qualitative evaluations of RE sources for seven geographical regions. Analytical Hierarchy Process (AHP) is applied to determine criteria priorities and overall ratings of geographical regions across determined criteria for RE sources are computed. The second stage of the integrated model consists of a multi-objective, multi-period linear programming model. The proposed multi-objective linear programming model is coded in MPL (Mathematical Programming Language) and solved using the GUROBI 5.1.0 solver. The output of the integrated model presents the total supply amount of RE sources for geographical regions in planning period. The ε-constraints method is applied to compute the total supply amount of RE from geographical regions for the period of 2017 to 2024. In this study, a systematic decision-making model is generated to allocate renewable energy sources to the geographical regions. The presented model integrates qualitative evaluations and quantitative parameters of different geographical regions to determine the optimal supply amount of RE. The obtained results are consistent with the potential quantities of RE alternatives in geographical regions, regional specifications, and social requirements.  相似文献

A myriad of factors, both economic and political, influenced the voting by members of the United States Congress on the 1978 National Energy Act. Determinant factors considered in our analysis included the percentage of residents in the Congressman's district residing in the central city or on farms; the percentage of residents who belong to labor unions; the average level of education of the residents; oil, coal, and natural gas production in the state relative to total domestic production. The results, determined by means of logit analysis, indicate that the impact on low-income energy consumers, the effect on overall employment, the impact on farmers, and the benefits to energy interests, as well as ideology and the subjective perception that the need exists to do something about the energy situation in the United States, were all important explanatory factors.The author is an economist with the United States Department of Energy. An evaluation of potential occupational and public health aspects of geopressure, hydrothermal, hot dry rock, silviculture, crop and animal residues, fermentable plant products, municipal waste, and plantation energy technologies has been performed. Future development of these energy options in the United States will contain hazards that could easily be eliminated by safer equipment design and common-sense attention to operation and maintenance. Occupational exposure to hydrogen sulfide gas occurs near all geothermal sites and wherever organic matter decomposes anaerobically. Respiratory damage has occurred to laborers in geothermal fields, while farm workers have been fatally overcome when employed near agitating liquid manure systems. However, the most frequent and severe of reported injuries to geothermal workers is dermal exposure to caustic sludges produced by H2S abatement systems.Principal health and safety considerations of biomass pathways are directly related to the diffuse nature of solar energy fixation by photosynthesis and subsequent transfer to animal food chains. Since the potential fuel is in an unconcentrated form, cultivation, harvest, and transport are necessarily laborintensive. Thus, a significant potential for occupational injuries and fatalities exists. Of all biomass systems evaluated, direct burning of solid fuels presents the greatest public health risk. A spatial and temporal equilibrium model of production, consumption, prices, and transmission is constructed to determine the efficient pricing and allocation of electrical energy in the United States. Regional coordination is technically feasible and economically attractive. It also maximizes environmental efficiencies. The duplication of electrical generation and transmission facilities yields a misallocation of resources.The utilities put forth specific arguments against coordinated operations. Yet in a fully integrated power system, each region would be expected to maximize the benefits of time diversity by purchasing from outside the region in lieu of the expansion of regional capacity. The Federal Energy Regulatory Commission has not yet made a serious move to encourage regional coordination and planning, but the Commission has the authority to promote such operations if it chooses to do so.The author is an economist with the Department of Energy. New concepts and insights concerning human and natural systems in the coastal zone are emerging from recent energy analysis and synthesis studies. By using new concepts for measuring the quality of energy, one can express the work of ecosystems and human economies in equivalent terms. From energy models and new energy quality evaluations, one can learn what kinds of coastal systems maximize power, are competitive, economically vital, and likely to have a survival advantage.Energy analysis and synthesis is aided by energy circuit diagrams. Models of the coastal zone that emphasize the change in external driving functions related to world energy sources provide insights and some predictive abilities that are not found in economic studies, since money flows alone do not evaluate external driving energies.This paper suggests four procedures for coastal planning: 1) calculation of investment ratio in units of equal quality to determine which projects are economic in a broad sense, 2) development of energy signatures for coastal ecosystems, 3) determination of which interface ecosystems develop the best energy flows, and 4) development of regional models that include the main features of human and natural ecosystems.  相似文献

The purpose of this study is to shed light on the connection between income, dwelling type, tenure type and city living, in terms of both a household’s energy saving behaviours and direct residential energy consumption. This study employs data from the Household Energy Consumption Survey, Australia. Using a seemingly unrelated regression (SUR) system of equations the results reveal some key mechanisms which may allow householders to realise lower levels of energy consumption and hence lower carbon emissions. The results indicate that there are characteristics unique to living in a city that are linked to higher levels of direct residential energy consumption. On a number of measures (e.g. household income, tenure type and dwelling type), the results point to a lower likelihood of engaging in energy saving behaviours in cities. Also, depending on the number of energy saving behaviours, these actions have the potential to more than offset higher direct residential energy consumption of householders residing in separate houses. Coupled with these findings renters, a more vulnerable social group, are found to be significantly disadvantaged, suffering from a much lower adaptive capacity. Specifically, householders who rent their home are 77% less likely to have solar electricity. A result which may reflect differences in access to opportunity. Further, householders who rent are less likely to engage in energy saving actions. A finding which may reflect difference in ontological security and the greater psychological burden associated with undertaking energy saving behaviours (a barrier) borne by renters not shared with home owners.  相似文献

Hydropower is very important for electricity supply security in the European inter-connexion as well as for the economy of regions (primarily peripheral) that possess water resources. Its future may however be jeopardized by several factors: climate change, the development of new renewable energy, the creation of super and micro-grids, and progress in power storage technology. Energy and climate policy, as well as electricity market design and dynamics play a pivotal role.This article carries out a comprehensive analysis of all these factors and discusses the future of hydropower. This discussion follows an overview of the present situation and of future drivers. The technical, environmental, economic and political aspects of the problem are analyzed with an interdisciplinary approach. The stakes as well as the uncertainties are highlighted.The conclusion is that hydropower has a promising future, particularly in light of emerging sustainable energy policy, but that the risks should not be overlooked. Academics will find a comprehensive interdisciplinary analysis of hydropower in this article, whereas public bodies, communities and hydropower companies can identify the strategic variables that should be taken into consideration in the decision making process. There is inconsistency in many people's choice of electricity. When asked, they say they prefer a ‘green’ (i.e., environmentally friendly) source for this energy. Yet, although green electricity is available in many markets, people do not generally buy it. Why not? Motivated by behavioural decision research, we argue that the format of information presentation drastically affects the choice of electricity. Specifically, we hypothesise that people use the kind of electricity that is offered to them as the default. We present two natural studies and two experiments in the laboratory that support this hypothesis. In the two real-world situations, there was a green default, and most people used it. In the first laboratory experiment, more participants chose the green utility when it was the default than when ‘grey’ electricity was the default. In the second laboratory experiment, participants asked for more money to give up green electricity than they were willing to pay for it. We argue that changing defaults can be used to promote pro-environmental behaviour. Potential policy-making applications of this work are discussed.  相似文献
