概述了美国露天采矿环境保护标准并总结其特点:(1)一般性和特殊性相结合;(2)采矿破坏地生态恢复涵义广,涉及矿区内所有受扰地区;(3)管理当局可针对具体矿山更改某些要求;(4)有完善的配套法规保障标准的执行。基于美国在采矿环境保护方面的经验,提出了我国矿产开发生态保护与恢复标准制定的4点设想:(1)涵盖矿产开发造成生态影响的每一个环节和所有的受扰地区;(2)尽量考虑各种具体情况;(3)体现生态恢复的全面性;(4)完善相关法规,保障标准实施。 相似文献

ABSTRACT: From 1986 to 1993, the National Irrigation Water-Quality Program (NIWQP) of the U.S. Department of the Interior studied whether contamination was induced by irrigation drainage in 26 areas of the Western United States. In 1992, a study to evaluate and synthesize data collected during these 26 investigations began. Selenium, boron, and molybdenum are the trace elements and DDT the pesticide most commonly found in surface water at concentrations exceeding chronic criteria for the protection of aquatic life. In six of the areas, the median selenium concentration exceeded the criterion. Aquatic-life criteria have not been developed for uranium, but the median uranium concentration exceeded the proposed Maximum Contaminant Level for drinking water in seven areas. A principal components analysis indicates that severity of selenium contamination is not related to the severity of contamination by boron, molybdenum, and arsenic. Arsenic, boron, molybdenum, and selenium concentrations are nearly the same in both filtered and unfiltered samples, which indicates that contaminant concentrations in filtered samples can be directly compared with biological-effects data developed using unfiltered samples. At a given site, selenium concentrations in surface water can change by an order of magnitude during the course of a year and from one year to another. 相似文献

A method is presented by which an upper limit of the adverse health effect of existing ambient CO concentrations on the U. S. population can be estimated. The method is based upon estimating the primary human physiological response to CO concentrations (COHb%) for the population in terms of person-hour-COHb>1.5% resulting from the time exposure of the population to CO concentrations in excess of the federally designated ambient air quality standard. The estimates of person-hour-COHb>1.5% are for exposures only to ambient CO concentrations and do not take into account the additional CO exposure for people who smoke or have occupational exposures.We estimate that there were up to 30.9×109 person-hour-COHb>1.5% in 1973 due to ambient concentrations in excess of the ambient 8-hour CO standard, with approximately 5×109 person-hour-COHb>1.5% occurring West of the Continental Divide and 25.9>109 person-hour-COHb>1.5% occuring East of the Continental Divide; of these 21.3×109 personhour-COHb>1.5% occurred in New York City. It was also estimated that a 60% reduction in 1973 ambient concentrations of CO (corresponding to an automotive emmision standard of less than 15 g/mile) would be needed to reduce to zero the person-hour-COHb>1.5%. Jordan faces stringent energy challenges mainly in the form of import dependence and escalating demand. The building sector accounts for 58% of total national electricity consumption and therefore plays an important role in addressing these challenges. This article investigates how energy efficiency in green buildings certified by the Leadership in Energy and Environmental Design (LEED) rating system contribute towards achieving United Nations (UN) Sustainable Development Goals (SDGs) in Jordan. Furthermore, this paper proposes a new Comprehensive Contribution to Sustainable Development Index (CCSDI) to assess the contributions of implementation of the LEED 2009 prerequisites and credits in the Energy and Atmosphere (EA) category to achieve UN SDGs in Jordan. Questionnaire surveys were conducted to obtain data. Relative Importance Index (RII) method was used to evaluate the contributions of LEED 2009 prerequisites and credits in the EA category. Results indicate a positive relationship between the LEED 2009 prerequisites and credits in category and UN SDGs 7?9 and 12?13. We conclude that our proposed CCSDI is a robust tool for assessing the contribution of energy efficiency in LEED 2009 certified green buildings towards achieving UN SDGs in Jordan. 相似文献

Scientific findings confirm that Small Island Developing States (SIDS) in the Caribbean are experiencing droughts and sea level rises that are contributing to saline intrusion of underground aquifers and surface water sources. This paper, using Trinidad as a case study, analyses water governance challenges in meeting Sustainable Development Goal (SDG) 6, which addresses the sustainability of water resources. Interviews were conducted with professionals from multi‐disciplinary backgrounds. Also, data provided by the water agency were analysed to evaluate water governance practices. The main contribution of this paper is the generation of a blend of policies, good practices and tools to confront growing threats to water security and to attain sustainable development in Caribbean SIDS in an era of climate change and increasing non‐climatic stressors. The paper concludes that economic, environmental and human resources, reformed administrative and legislative systems, and technological tools are fundamental to achieving good water governance. Moreover, an array of complementary policies and technologies is needed to resolve water governance issues. However, political will to implement sustainable water resources management is the greatest challenge in attaining SDG 6. 相似文献

Drawing upon institutional and stakeholder theories, we explore the ‘causal’ mechanisms of institutionalization and their influence on Sustainable Development initiatives. To test our arguments, we study the registration patterns of 394 large corporations from 12 Western European and Latin American countries into the United Nations Global Compact. Results indicate that the normative and mimetic mechanisms of institutionalization (i.e., academe and peer influence) are better indicators of Sustainable Development initiatives than the coercive one (i.e., government regulation). The implications of these findings are consequential if SD practices continue as an ethical choice, and not a mandated obligation, for corporate decision makers. 相似文献

AbstractObjective: The objective of this research study is to estimate the benefit to pedestrians if all U.S. cars, light trucks, and vans were equipped with an automated braking system that had pedestrian detection capabilities.Methods: A theoretical automatic emergency braking (AEB) model was applied to real-world vehicle–pedestrian collisions from the Pedestrian Crash Data Study (PCDS). A series of potential AEB systems were modeled across the spectrum of expected system designs. Both road surface conditions and pedestrian visibility were accounted for in the model. The impact speeds of a vehicle without AEB were compared to the estimated impact speeds of vehicles with a modeled pedestrian detecting AEB system. These impacts speeds were used in conjunction with an injury and fatality model to determine risk of Maximum Abbreviated Injury Scale of 3 or higher (MAIS 3+) injury and fatality.Results: AEB systems with pedestrian detection capability, across the spectrum of expected design parameters, reduced fatality risk when compared to human drivers. The most beneficial system (time-to-collision [TTC]?=?1.5?s, latency = 0?s) decreased fatality risk in the target population between 84 and 87% and injury risk (MAIS score 3+) between 83 and 87%.Conclusions: Though not all crashes could be avoided, AEB significantly mitigated risk to pedestrians. The longer the TTC of braking and the shorter the latency value, the higher benefits showed by the AEB system. All AEB models used in this study were estimated to reduce fatalities and injuries and were more effective when combined with driver braking. 相似文献

In this paper we explore the challenges involved in engaging the full range of stakeholders needed for effective marine resource management in the transboundary Grenadine Islands shared by the small island developing States (SIDS) of Saint Vincent and the Grenadines and Grenada. The study describes the ways stakeholders were engaged in the development of participatory geographic information systems (PGIS), both in terms of the research approach (process) and the final geodatabase (product); it illustrates how the approach provides a practical means to strengthen aspects of marine governance, particularly in a SIDS context. We found that PGIS can provide a foundation for ecosystem‐based transboundary marine governance. The advantages of this approach are two‐fold: it provides the fullest possible range of information as input for the management of marine resources and it engages the stakeholders. This engagement takes several forms: capacity to participate in research; ownership of information produced; increased stakeholder understanding; empowerment through access to information; capacity to interact with other stakeholders for information and problem‐solving; and competence to participate in actual governance processes. Lastly, we discuss considerations for other practitioners contemplating using PGIS, particularly those working in similar resource‐limited SIDS environments. 相似文献

Globally, ecosystem structure and function have been degraded by the cumulative effects (CE) of multiple stressors. To maintain ecosystem resilience, there is an urgent need to better account for CE in management decision-making at various scales. Current laws and regulations are supported by a multitude of frameworks and strategies that vary in application and terminology use across management agencies and geopolitical boundaries. We synthesized management frameworks that accounted for CE in marine ecosystems at the regional and national levels across western North America (Canada, United States, Mexico) to identify similarities and shared challenges to successful implementation. We examined examples of solutions to the identified challenges (e.g., interagency and cross-border partnerships to overcome challenges of managing for ecologically relevant spatial scales). Management frameworks in general consisted of 3 phases: scoping and structuring the system; characterizing relationships; and evaluating management options. Challenges in the robust implementation of these phases included lack of interagency coordination, minimal incorporation of diverse perspectives, and data deficiencies. Cases that provided solutions to these challenges encouraged coordination at ecological rather than jurisdictional scales, enhanced involvement of stakeholders and Indigenous groups, and used nontraditional data sources for decision-making. Broader implementation of these approaches, combined with increased interagency and international coordination and collaboration, should facilitate the rapid advancement of more effective CE assessment and ecosystem management in North America and elsewhere. 相似文献
