A multivariate statistical method for analyzing spatial patterns of water quality in Georgia and Kansas was tested using data in the US Environmental Protection Agency's STORET data system. Water quality data for Georgia and Kansas were organized by watersheds. We evaluated three questions: (a) can distinctive regional water quality patterns be detected and predicted using only a few water quality variables, (b) are regional water quality patterns correlated with terrestrial biotic regions, and (c) are regional water quality patterns correlated with fish distributions? Using existing data, this method can distinguish regions with water quality very different from the average conditions (as in Georgia), but it does not discriminate well between regions that do not have diverse water quality conditions (as in Kansas). Data that are spatially and temporally adequate for representing large regions and for multivariate statistical analysis are available for only a few common water quality parameters. Regional climate, lithology, and biotic regimes all have the potential to affect water quality, and terrestrial biotic regions and fish distributions do compare with regional water quality patterns, especially in a state like Georgia, where watershed characteristics are diverse. Thus, identifiable relationships between watershed characteristics and water quality should allow the development of an integrated landaquatic classification system that would be a valuable tool for resource management. Because geographical distributions of species may be limited by Zoogeographic and environmental factors, the recognition of patterns in fish distributions that correlate with regional water quality patterns could influence management strategies and aid regional assessments.  相似文献

ABSTRACT: The Illinois v. Milwaukee Federal District Court decision is the most far reaching application yet of the federal common law of nuisance to interstate water pollution conflicts. Although a Federal Appelate Court recently rescinded part of the district court decision, Milwaukee must still upgrade its metropolitan sewage system to a level beyond that required by federal and state regulations. The improvements must be completed with or without federal aid. The case points out the apparent inability of the Clean Water Act, the most comprehensive federal legislation affecting the nation's water quality, to deal with certain interstate water quality conflicts. The Milwaukee decision could set a precedent for similar settlements elsewhere which may in turn affect the U.S. Environmental Protection Agency's water quality clean up program. A more integrated, ecosystem conscious approach to management of shared water resources (e.g., the Great Lakes) would help reduce the need for court decisions like Illinois v. Milwaukee.  相似文献

Since the presentation of the Leopold Report (Leopold et al. 1963) to the United States Secretary of the Interior, recommendations in the document for managing natural park resources on the ecosystem level have been included in the management policies of the National Park Service. In many instances, however, management programs have continued to focus on individual resource problems, without apparent concern for the ecological consequences on ecosystems. Without knowledge of the interrelationships of ecosystem components, solving one problem may result in other resource problems. Graphic approaches are presented as potential tools to view these complex interrelationships relative to the needs of the resource manager. Interpreting the dynamics of aquatic systems is emphasized.  相似文献

Paired water samples were simultaneously activated from two different vertical positions within the approach section of a flow-control structure to determine the effect of sample intake position on nonpoint runoff parameter concentrations and subsequent event loads. Suspended solids (SS), total phosphorus (TP) and organic plus exchangeable nitrogen [(Or+Ex)-N] were consistently higher throughout each runoff event when sampled from the floor of the approach section as opposed to those samples taken at midstage. Dissolved molybdate reactive phosphorus (DMRP) and ammonium (NH4-N) concentrations did not appear to be significantly affected by the vertical difference in intake position. However, the nitrate plus nitrite nitrogen [(NO3+NO2)-N] concentrations were much higher when sampled from the midstage position.Although the concentration differences between the two methods were not appreciable, when evaluated in terms of event loads, discrepancies were evident for all parameters. Midstage sampling produced event loads for SS, TP, (Or + Ex)–N, DMRP, NH4-N, and (NO3+NO2)-N that were 44,39,35,80,71, and 181%, respectively, of floor sampling loads. Differences in loads between the two methods are attributed to the midstage position, sampling less of the bed load. Sense of place can be conceived as a multidimensional construct representing beliefs, emotions and behavioural commitments concerning a particular geographic setting. This view, grounded in attitude theory, can better reveal complex relationships between the experience of a place and attributes of that place than approaches that do not differentiate cognitive, affective and conative domains. Shoreline property owners (N=290) in northern Wisconsin were surveyed about their sense of place for their lakeshore properties. A predictive model comprising owners' age, length of ownership, participation in recreational activities, days spent on the property, extent of property development, and perceptions of environmental features, was employed to explain the variation in dimensions of sense of place. In general, the results supported a multidimensional approach to sense of place in a context where there were moderate to high correlations among the three place dimensions. Perceptions of environmental features were the biggest predictors of place dimensions, with owners' perceptions of lake importance varying in explanatory power across place dimensions.  相似文献

Onsite wastewater treatment systems (OWTS) are becoming increasingly important for the treatment and dispersal of effluent in new urbanised developments that are not serviced by centralised wastewater collection and treatment systems. However, the current standards and guidelines adopted by many local authorities for assessing suitable site and soil conditions for OWTS are increasingly coming under scrutiny due to the public health and environmental impacts caused by poorly performing systems, in particular septic tank-soil adsorption systems. In order to achieve sustainable onsite wastewater treatment with minimal impacts on the environment and public health, more appropriate means of assessment are required. This paper highlights an integrated risk based approach for assessing the inherent hazards associated with OWTS in order to manage and mitigate the environmental and public health risks inherent with onsite wastewater treatment. In developing a sound and cohesive integrated risk framework for OWTS, several key issues must be recognised. These include the inclusion of relevant stakeholders throughout framework development, the integration of scientific knowledge, data and analysis with risk assessment and management ideals, and identification of the appropriate performance goals for successful management and mitigation of associated risks. These issues were addressed in the development of the risk framework to provide a generic approach to assessing risk from OWTS. The utilisation of the developed risk framework for achieving more appropriate assessment and management techniques for OWTS is presented in a case study for the Gold Coast region, Queensland State, Australia.  相似文献

Improving the performance of the state environmental agencies (SEAs) necessitates an effective institutionalization of governmental environmental management functions. There are examples of successful and unsuccessful SEAs in several parts of the world. Analysis and assessment of these cases can deliver useful insights for institution builders. The objective of this article is the assessment of the institutional effectiveness of the SEAs in Turkey through the perceptions of the experts using the Delphi Technique. In this regard, a checklist is developed including 16 criteria and 123 subcriteria to measure the institutional effectiveness of the SEAs. Twenty-eight national and international experts have formed a Delphi panel and evaluated the national and local conditions. Results, based on the perceptions of the experts, indicate that the overall effectiveness of the SEAs is far less than satisfactory. Negative consensus has been reached over the effectiveness of 13 of the16 criteria and 95 of the123 subcriteria; however, no consensus has been achieved over the remainder of the parameters. The survey has also proven that the Delphi Technique can be effectively used for that purpose. Utilization of the checklist method is also useful in diagnosing the problematic components of the SEAs. It is recommended that this approach be used in similar cases elsewhere.  相似文献

This study uses knowledge discovery concepts to analyze large amounts of data step by step for the purpose of assisting in the formulation of environmental policy. We performed data cleansing and extracting from existing nation-wide databases, and used regression and classification techniques to analyze the data. The current water hardness in Kaohsiung, Taiwan contributes to the prevention of cardiovascular disease (CVD) but exacerbates the development of renal stones (RS). However, to focus on water hardness alone to control RS would not be cost effective at all, because the existing database parameters do not adequately allow for a clear understanding of RS. Analysis of huge amounts of data can most often turn up the most reliable and convincing results and the use of existing databases can be cost-effective.  相似文献

Hydroelectric dams represent major investments and major sources of environmental and social impacts. Powerful forces surround the decision-making process on public investments in the various options for the generation and conservation of electricity. Brazil’s proposed Belo Monte Dam (formerly Kararaô) and its upstream counterpart, the Altamira Dam (better known by its former name of Babaquara) are at the center of controversies on the decision-making process for major infrastructure projects in Amazonia. The Belo Monte Dam by itself would have a small reservoir area (440 km2) and large installed capacity (11, 181.3 MW), but the Altamira/Babaquara Dam that would regulate the flow of the Xingu River (thereby increasing power generation at Belo Monte) would flood a vast area (6140 km2). The great impact of dams provides a powerful reason for Brazil to reassess its current policies that allocate large amounts of energy in the country’s national grid to subsidized aluminum smelting for export. The case of Belo Monte and the five additional dams planned upstream (including the Altamira/Babaquara Dam) indicate the need for Brazil to reform its environmental assessment and licensing system to include the impacts of multiple interdependent projects.  相似文献
