突发事件的不确定性为灾后应急物资供应带来巨大挑战,而灾前政府难以控制相关应急物资的储备量及成本。实物储备、期权采购和市场化采购3种应急物资供应方式在灾前灾后应急物资保障具备各自的优势和弊端。仅靠单种物资供应方式难以权衡当前应急物资保障对经济性和时效性的要求,因此,需要将3种物资供应方式进行协调优化。对比3种供应方式在成本与效率方面的差异,利用期权采购弥补其他方式在成本和时效方面的不足,将3种物资采购方式协调整合。以政府和供应商双方签订期权契约为前提建立多种采购方式协调优化模型,通过优化算法求解模型。最后通过算例分析验证得出结论。研究结果表明:存在基于期权采购的多种采购方式并存的应急物资保障机制,可使应急物资供应的成本和效率得以权衡。  相似文献

This study explores the effect of environmental self-audits (“audits”), which represent an important type of environmental management system practice, on the extent of facilities’ compliance with wastewater discharge limits. Theoretically, audits may (1) improve compliance by enhancing the effectiveness of treatment technologies and pollution prevention methods, (2) undermine compliance by distracting facilities’ personnel with audit-related administrative burdens, or (3) not influence compliance because these effects neutralize each other. By examining the extent of compliance, our study’s results reflect both improvement toward and beyond compliance. By assessing compliance with multiple pollutants separately, our study examines whether audits influence the control of different pollutants uniformly. Lastly, we employ a dynamic panel estimator, which allows us to explore whether facilities adjust their discharges dynamically, while controlling for any inertia in facilities’ pollution control systems. Our study empirically examines the U.S. chemical manufacturing sector between 1999 and 2001 using survey and publicly available EPA data.  相似文献

Academic understandings of environmental discourses are primarily based on global and national accounts, despite widespread acceptance of the local as an essential site of environmental action. Local water issues have been studied in a number of ways, including interviews and ethnographies that show the impacts of water scarcity, examine the role of mediating technologies, and provide diverse perspectives on governance. An overarching impression of key narratives and concerns at local scales, however, is lacking. In this paper, we examine water coverage in The Sowetan, a South African newspaper known for its distinctive voice, as a (albeit imperfect) proxy for local discourse. We identify key themes, location and scale, trigger events, actors, authors, and provide initial insights into the problem frames used in these texts. Our findings show distinct differences from the results of environmental media analyses at other scales, including strong individual citizen voices, emphasis on the politics of water, and rare use of language that accords with global environmental discourses; this also differs from results based on interviews and ethnographies at the local scale. Our findings raise important questions about the resonance of global discourse with local views and practices and how local discourses are produced, and suggest a need to more carefully examine the myriad ways of talking about justice and the environment at different scales and through different methodologies.  相似文献

Contaminated stormwater runoff from oil and gas (O&G) operations can pose a significant threat to surface waters. The purpose of this study is to examine the extent of this threat and identify more specific permitting requirements to protect surface waters. To better understand the extent of the threat, this paper identified and characterized the use of waste surface impoundments at O&G facilities as well as the threat level from O&G spills in California. To assess the efficacy of the current federal and California state-permitting regime, the paper evaluated stormwater permit compliance in two California counties. It also reviewed selected spill cases and associated Spill Prevention, Control and Countermeasure Plans and Stormwater Pollution Prevention Plans to identify the adequacy of current industry practices.The analysis showed that contaminated stormwater from O&G facilities can be better regulated. The U.S. Environmental Protection Agency does not require O&G facilities to file for an Industrial Stormwater General Permit even though many O&G industry practices have the potential to contaminate stormwater runoff from the site. When O&G facilities discharge a Reportable Quantity of a hazardous chemical or violate a water quality standard, they are required to enroll in the National Pollutant Discharge Elimination System permit program. Spills, although not a direct indication of stormwater runoff, can highlight polluted runoff discharges that should have been regulated. Medium and large spills that reached waterways were such a risk for which operators did not file for a permit. In California new filing requirements for the oil and gas industry require all facilities that discharge stormwater that has come into contact with any overburden, raw material, or intermediate products located on the site, to file for an Industrial Stormwater General Permit. As this study showed, there has been an increase in enrollment since the enactment of the new requirements. Having all facilities enroll in the general permit program, as done in California, would require minimum monitoring and maintenance that could help prevent spills. A further step to ensure better protocol is to require specific pollution control practices in addition to the current general permit requirements. Such permitting regimes not only can be implemented on the US federal level but also internationally.  相似文献

Around the world it has proven very difficult to develop policies and interventions that ensure socio-environmentally sustainable groundwater use and exploitation. In the state of Guanajuato, Central Mexico, both the national government and the decentralized state government have pursued to regulate groundwater use through direct state control, groundwater markets, energy pricing, and user self-regulation. We present and analyze these regulatory mechanisms and their outcomes in the field. We argue that the close interdependencies of these regulatory mechanisms have pre-empted the effectiveness of these policy instruments as well as that of other measures aimed at reducing groundwater use in order to advance towards sustainable exploitation levels.  相似文献

The degradative characteristics of butachlor (N-Butoxymethyl-2-chloro-2′,6′-diethyla- cetanilide) were studied under controlled laboratory conditions in clay loam alluvial (AL) soil (Typic udifluvent) and coastal saline (CS) soil (Typic endoaquept) from rice cultivated fields. The application rates included field rate (FR), 2-times FR (2FR) and 10-times FR (10FR). The incubation study was carried out at 30°C with and without decomposed cow manure (DCM) at 60% of maximum water holding capacity (WHC) and waterlogged soil condition. The half-life values depended on the soil types and initial concentrations of butachlor. Butachlor degraded faster in AL soil and in soil amended with DCM under waterlogged condition. Microbial degradation is the major avenue of butachlor degradation from soils.  相似文献

This paper captures the lessons learned from the implementation of water supply and sanitation interventions in Mayiwane community in the rural northeastern region of the Kingdom of Swaziland, relating to water system rehabilitation, water quantity and quality improvements, and the promotion of latrine construction. The issues examined include both the dimensions of implementation efficiency and project effectiveness: first identifying the inputs, activities and final outputs and, then, tracking the entire project cycle, from design to implementation and monitoring. To draw meaningful lessons for the sustainability of similar interventions, project evaluation involved extensive fieldwork, water sampling and testing, review of documentation, and interviews with community members and officials of governmental, civil society and collaborating external agencies. Public support for environmental policy provides an important foundation for democratic governance. Numerous policy innovations may improve nonpoint source pollution, but little research has examined which types of individuals are likely to support various runoff reduction policies. We conducted a household mail survey of 1136 residents in southern Wisconsin. In general, residents were more likely to support water quality policies if they were communitarians, egalitarians, concerned about water pollution, and perceived water quality as poor. The majority of respondents somewhat to strongly supported all of the seven proposed water quality policies, but opposed relying on voluntary action without government involvement on farms. Residents had higher support for incentives and market-based approaches (carrot policies) than regulation and taxes (stick policies). A more complicated pattern emerged in within-subject comparisons of residents’ views of carrot and stick approaches. Stick approaches polarized respondents by decreasing support among people with individualistic worldviews, while slightly increasing support among people with communitarian worldviews. Residents with an agricultural occupation were more likely to support voluntary, non-governmental approaches for reducing agricultural runoff, and were also more likely to support regulation for reducing urban lawn runoff. This research highlights the dominant role of cultural worldviews and the secondary roles of water pollution concern, perceived water quality, and self-interest in explaining support for diverse policies to reduce nonpoint source pollution.  相似文献

The Seine River is a highly artificialised catchment in Europe, comprising both productive agricultural areas and intense industrial and commercial activity. Due to its strategic importance, monitoring programs in the river started as early as the 1970s. The present study compiles and analyses this valuable data set (1970–2014), thoroughly describing the riverine section downstream of Paris and the estuary. We identify long-term trends and shifting patterns in nutrients and oxygen, and pay special attention to the river’s evolution after the year 2000, when the European Water Framework Directive came into force. The study has a manifest management perspective, and the results are discussed on the basis of the environmental quality standards proposed in current environmental regulations. The data show that water quality has improved remarkably over the past two decades, with sharp reductions of ammonium and phosphate and a progressive increase of dissolved oxygen levels. The amelioration is prominent in the estuary, where summer anoxic episodes have nearly disappeared. As a result, these three parameters are nowadays in good or very good condition throughout the year. The successful abatement of point sources contrasts, however, with the low effectiveness of the measures provided for the control of nutrients from diffuse sources. Nitrate concentration has increased by 150% since the early 1980s, and only very recently has the upward trend been reversed. Bold agri-environmental management measures are required if we are to prevent chronic pollution problems and truly restore the good ecological status of rivers.  相似文献
