震后灾害链生机制及其对汶川地震城镇重建的影响 总被引:1,自引:0,他引:1
汶川8级大地震对地表产生强烈扰动,导致次生山地灾害极度发育,影响到震后灾害的活动特征及其相应的减灾对策。震后松散固体物质急剧增加、流域微地貌变化明显(沟道堵塞严重)、水文变化利于侵蚀和洪峰,使得灾害群发链生:崩塌、滑坡→泥石流→堰塞湖→溃决洪水(泥石流),8月中旬灾区各地因强降雨而大规模爆发泥石流堵塞河道,洪水冲毁掩埋重建城镇,给地震重灾区造成巨大损失。从以汶川县映秀镇为例,在阐述灾害链研究成果的基础上,分析震后灾害链的形成条件、成灾过程以及对城镇重建居民点的危害特点,进而提出灾害防治措施,为灾后城镇建设防灾减灾提供参考建议。 相似文献

汶川地震灾区位于青藏高原东缘,该地区云雨天气较多,光学遥感受制约较大,而微波能够穿透云、雾、小雨等,且不受太阳光线的影响,雷达遥感具有全天时、全天候的特点,因而可以弥补光学遥感的不足。根据房屋受地震破坏后影响雷达回波强度,在雷达影像上表现为亮度及纹理不同的原理,本论文利用不同分辨率的COSMO-SkyMed和Radarsat等SAR数据,将其与震前的SPOT影像进行配准后,通过纹理分析等处理,对都江堰市区、北川县城曲山镇等受灾较为严重的城镇进行分析解译,利用雷达影像判读出倒塌房屋的信息,以及地震次生山地灾害对城镇的破坏。 相似文献

通过对地震预警系统中基本算法的研究,在现有方法的基础上提出了一套地震参数快速估算的算法,以应用于地震预警系统中。该算法根据某些噪音的特殊性质,通过引入两个参数:触发时窗与取消阈值,对常用的P波初到判断方法STA/LTA(长时窗平均/短时窗平均)算法进行改进,以消除P波到达前的异常跳动点与脉冲噪音的影响,对P波到达进行识别。在识别到P波到达后,该算法实时的从P波初到后3s时窗内的竖向数据中提取出12类特征性质不同的计算参数作为估算震级,震中距等地震参数的依据,提高了震级、震中距的估算精度,减少了在大震下估算的离散性,取得了较好的结果。该算法可在地震P波到达后的几秒钟内,估算出地震相关参数,在S波到达前发出预警,并为采取相应的措施以及震后求援行动提供判断依据,达到防灾减灾的目的。 相似文献

This paper describes and analyses the public health system response to the deadly earthquake in Sichuan province, China, in May 2008. Drawing on an experiential learning project consisting of a literature review and field research, including a series of interviews with medical and public health professionals, policy‐makers and first responders, a conceptual framework was developed to describe the response. This approach emphasises the pre‐existing preparedness level of the medical and public health systems, as well as social, economic and geo‐political factors that had an impact on mitigation efforts. This framework was used to conduct post‐disaster analyses addressing major response issues and examining methods employed during the public health response to the disaster. This framework could be used to describe and analyse the emergency response to other disasters. 相似文献

This paper reports on the results of a qualitative study on the responses of Chinese school children in one junior middle school and their parents to China's post‐disaster school relocation policy. The sample comprised 22 pairs of parent–child dyads and two pupils whose parents could not be contacted. The study results were reported using Chambers and Wedel's (2009) conceptual framework, which delineates the fundamental elements of a policy. Content analysis was used to generate themes related to policy elements, such as goals, benefits and services. Both repetitive themes and idiosyncratic perspectives were reported so as to present a diversity of views. Despite adjustment difficulties and administrative problems reported by the study participants, the policy attention given to the rapid restoration of formal schooling for children was generally appreciated. 通过对汶川8.0级地震和6次强余震时徐州地震台的形变同震响应和地震位移量研究,计算了汶川地震主震发生时地震面波到达徐州的时间和位移量,统计了汶川8.0级地震及其强余震引起的同震阶变时间参数、幅度参数和阶跃形态。研究结果表明:①该台4套形变观测均有较高的同震响应能力,同震阶变的开始时间与主震面波到达徐州台的时间基本吻合,可以认为同震应变阶和同震波是由强震面波引起的,是一种叠加在体应变固体潮曲线上的高频变化,并呈现快速振荡衰减的形式。②同台同岩性的不同形变观测对同一个地震的响应是不同的,阶跃形状、响应大小、响应时间、变化幅度都有较大的差别,这种差别更多的是反映了仪器本身的性能、观测精度、频率响应的不同,并不是应力场变化和构造特征的差异。③汶川地震引起的徐州地区应力变化以压应力为主,大地震的动态应力触发作用对远场的应变变化具有重要影响。 相似文献

The characteristics of species diversity in Cupressus funebris secondary forest under the effect of geological hazard were explored by selecting the typical landslide surface of Fenghuang Mountain, Leigu Town, Beichuan County, which was derived from the 5.12 Wenchuan earthquake. The results showed that 93 species belonged to 42 families, and 78 genera were found in the landslide area, where the main families were Compositae, Leguminosae, and Gramineae-based. Further, 97 species in the transition area belonged to 39 families and 80 genera, and the main families were Compositae, Gramineae, and Rosaceae-based. In all, 108 species were recorded in the non-landslide area, which belonged to 59 families and 92 genera, the main families of which were Compositae, Rosaceae, and Gramineae-based. Compositae and Gramineae played important roles in the landslide recovery process after earthquake. The Pielou index (JSW) was the highest in the non-landslide area of the herb layer, whereas the richness index (D) was the lowest; the Shannon-Wiener index (H) and Simpson index (H') showed medium values. In the non-landslide area, the D, H, and H' were the highest in the shrub layer, whereas the JSW was the lowest. Further, the species diversity index of the transitional area was higher than that of the landslide area. In the tree layer, the D and H were both the highest and lowest in the landslide area and transition area, respectively. In contrast, the H' and JSW were the highest in the transition area and the lowest in the non-landslide area. The distribution of vegetation was generally consistent with the distribution of soil nutrients in the spatial distribution of surface soil nutrients. The succession of trees in the landslide area was relatively slow and at the initial stage, and the pioneer species were Coriaria nepalensis, Leptopus chinensis, and Arthraxon lanceolatus in this area. The Paired Assistance to Disaster Affected Areas (PADAA) programme is a mutual aid initiative with Chinese characteristics, which speeded up the process of restoring and reconstructing regions affected by the Wenchuan earthquake on 12 May 2008. 1 The PADAA is an efficient instrument for catastrophe recovery, yet it remains a mysterious mechanism to many members of disaster management communities. This paper aims to lift the veil on it by assessing its origins and evolution. It draws on the multi‐level moderated competition model to explain how the PADAA functions within the Chinese administrative system. The country's top‐down political system allows the central authority to mandate provincial and local governments from more economically developed regions to assist devastated areas with post‐disaster reconstruction. The practices of local accountability complement vertical control by giving leaders from donor regions strong incentives to accomplish assigned reconstruction tasks, resulting in intense competition between them. 相似文献
