/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. Farmers in Sahelian countries are confronted with a variety of soil fertility and management problems. During the last two decades, NGOs have worked with farmers and research institutions to develop and test practices that will increase food production, while at the same time enhance the natural resource base.Since 1987, The Rodale Institute (RI) has worked closely with farmers' associations and government institutions to promote regenerative agriculture-farming systems that prioritize the use of local resources while improving them as they are used to grow food, using agro-ecological methods. The Senegalese Agricultural Research Institute has collaborated in this program as a partner of RI. The Senegal Regenerative Agriculture Resource Center model has been applied as a new and viable approach that builds on traditional knowledge and farmer-to-farmer exchange.Research results on soil conservation and improvement have shown that fields spread with amended animal manure or compost yield greater harvests than fields farmed with traditional methods.  相似文献

Disaster vulnerability is socially constructed, i.e., it arises out of the social and economic circumstances of everyday living. Most often discussed from the perspective of developing nations, this article extends the argument using American demographic trends. Examples from recent disasters, Hurricane Andrew in particular, illustrate how certain categories of people, such as the poor, the elderly, women-headed households and recent residents, are at greater risk throughout the disaster response process. Knowledge of where these groups are concentrated within communities and the general nature of their circumstances is an important step towards effective emergency management. Emergency planners, policy-makers and responding organisations are encouraged to identify and locate high-risk sectors on Community Vulnerability Maps, integrating this information into GIS systems where feasible. Effective disaster management calls for aggressively involving these neighbourhoods and groups at all levels of planning and response, as well as mitigation efforts that address the root causes of vulnerability.  相似文献

Ensuring an adequate, reliable, clean, and affordable water supply for citizens and industries requires informed, long-range water supply planning, which is critically important for water security. A balance between water supply and demand must be considered for a long-term plan. However, water demand projections are often highly uncertain. Climate change could impact the hydrologic processes, and consequently, threaten water supply. Thus, understanding the uncertainties in future water demand and climate is critical for developing a sound water supply plan. In Illinois, regional water supply planning attempts to explore the impacts of future water demand and climate on water supply using scenario analyses and hydrologic modeling. This study is aimed at developing a water supply planning framework that considers both future water demand and climate change impacts. This framework is based on the Soil and Water Assessment Tool to simulate the watershed hydrology and conduct scenario analyses that consider the uncertainties in both future water demand and climate as well as their impacts on water supply. The framework was applied to water supply planning efforts in the Kankakee River watershed. The Kankakee River watershed model was calibrated and validated to observed streamflow records at four long-term United States Geological Survey streamflow gages. Because of the many model parameters involved, the calibration process was automated and was followed by a manual refinement, resulting in good model performance. Long-range water demand projections were prepared by the Illinois State Water Survey. Six future water demand scenarios were established based on a suite of assumptions. Climate scenarios were obtained from the Coupled Model Intercomparison Projection Phase 5 datasets. Three representative concentration pathways (RCPs), RCP2.6, RCP4.5, and RCP8.5, are used in the study. The scenario simulation results demonstrated that climate change appears to have a greater impact on water availability in the study area than water demand. The framework developed in this study can also be used to explore the impacts of uncertainties of water demand and climate on water supply and can be extended to other regions and watersheds.  相似文献

ABSTRACT

The study explores how glocalization of COVID-19 responses affects the management of the pandemic in Africa. Using data from 20 selected African countries, the study found that the reliance on local medicines alongside other salient global initiatives for containment of COVID-19 is effective in managing the pandemic in Africa. It concluded that despite the high vulnerabilities of African countries to COVID-19, the glocal approach has yielded positive outcomes by increasing the number of patients that recover from COVID-19 and scaling down the fatalities compared with the other regions.  相似文献

/ An integrated management plan to create favorable nesting habitat for the world-endangered Dalmatian pelicans, was tested at Kerkini irrigation reservoir, a Ramsar wetland. The lake is the major wintering site of Dalmatian pelicans in Europe, where the species lives year-round without breeding. The rise of water level at the reservoir during spring (exceeding 5 m) has an impact on the whole system, including several birds, which lose their nesting habitat. Although the integrity of the wetland demands ecological restoration with changes in its hydrologic regime, local socioeconomic conditions allow only habitat level interventions. During the planning phase of the management plan, both the ecological and social context of the interventions were considered. Monitoring of all pelican habitats and populations provided the scientific basis, while a socioecological survey on knowledge/attitudes of local fishermen toward wetland identified conflicts with specific resources and planned management. To gain public support, a broad information/education program was implemented. The education program for fishermen was based on the findings of the socioecological survey. The in situ management involved experimental construction of floating rafts, platforms over water, dredged-spoil islands, and platforms at various sites of the wetland. Monitoring of the managed habitats showed that most waterbirds used them for resting and roosting. Common terns nested on the rafts, cormorants on the platforms, and Dalmatian pelicans on the man-made island. Under the prevailing hydrologic and weather conditions, islands seem to be the most suitable habitat for pelican nesting. It is concluded that wildlife habitat management should integrate the ecological component, related to the needs of the species and ecosystem, with the social one, expressed by cooperation and involvement of the local community.KEY WORDS: Integrated management; Pelican; Nesting habitat; Habitat management; Reservoir-wetland; Public participation, Greece  相似文献

Community-based coastal resource management has been widely applied within the Philippines. However, small-scale community-based reserves are often inefficient owing to management inadequacies arising because of a lack of local support or enforcement or poor design. Because there are many potential pitfalls during the establishment of even small community-based reserves, it is important for coastal managers, communities, and facilitating institutions to have access to a summary of the key factors for success. Reviewing relevant literature, we present a framework of lessons learned during the establishment of protected areas, mainly in the Philippines. The framework contains summary guidance on the importance of (1) an island location, (2) small community population size, (3) minimal effect of land-based development, (4) application of a bottom-up approach, (5) an external facilitating institution, (6) acquisition of title, (7) use of a scientific information database, (8) stakeholder involvement, (9) the establishment of legislation, (10) community empowerment, (11) alternative livelihood schemes, (12) surveillance, (13) tangible management results, (14) continued involvement of external groups after reserve establishment, and (15) small-scale project expansion.These framework components guided the establishment of a community-based protected area at Danjugan Island, Negros Occidental, Philippines. This case study showed that the framework was a useful guide that led to establishing and implementing a community-based marine reserve. Evaluation of the reserve using standard criteria developed for the Philippines shows that the Danjugan Island protected area can be considered successful and sustainable. At Danjugan Island, all of the lessons synthesized in the framework were important and should be considered elsewhere, even for relatively small projects. As shown in previous projects in the Philippines, local involvement and stewardship of the protected area appeared particularly important for its successful implementation. The involvement of external organizations also seemed to have a key role in the success of the Danjugan Island project by guiding local decision-makers in the sociobiological principles of establishing protected areas. However, the relative importance of each component of the framework will vary between coastal management initiatives both within the Philippines and across the wider Asian region.Published on line  相似文献

We applied the adaptive management approach to analyze the demand and feasibility of adaptive management of fish stocks in a large regulated lake, Oulujärvi, in northern Finland. The process consisted of four phases: (1) analysis of the current state of the fisheries system (fishers, related markets and industry, fisheries researches and authorities, related organizations, etc.); (2) analysis of the objectives of different stakeholders; (3) the composition of alternative management strategies and assessment of their impacts; and (4) recommendations for future management. We used catch statistics from the period 1973–1995 to analyze fish stocks and fishing. Fish species involved were brown trout (Salmo trutta L.), whitefish [Coregonus lavaretus (L.) sl.], vendace (Coregonus albula L.); and pikeperch (Stizostedion lucioperca L.). Questionnaires and interviews were applied to ascertain the opinions of different groups of fishermen. Several models and cost–benefit analysis were used to assess the ecological, economic, and social impacts of three alternative management strategies. The results emphasize that when determining stocking levels and fishing regulations, the system should be considered as a whole, and impacts on major fish species and different groups of fishermen should be assessed. The stocking policy and fishing regulations should also be flexible to accommodate changing biotic and societal conditions. The key questions in applying the adaptive management process in Oulujärvi fisheries are how to determine clear objectives for fisheries management, find a fisheries management structure that provides workable interactions between different stakeholders, and arrange cost-effective monitoring. The lessons learned from the Oulujärvi experience and recommendations for fisheries management are relevant to other lakes with conflicting objectives of different stakeholders.  相似文献

Resource managers require objective methodologies to optimize decisions related to forest road deactivation and other aspects of road management, especially in steep terrain, where road-related slope failures inflict extensive environmental damage. Decision analysis represents a systematic framework that clearly identifies real options and critical decision points. This framework links current decisions with expected future outcomes and provides advantages such as a common currency to systematically explore the liability consequences of limited budget expenditures to road deactivation and other road-related activities. Furthermore, the decision framework prevents the analysis from becoming hopelessly entangled by the vast number of possibilities generated by the alternative occurrences, magnitudes, and consequences of landslide/debris flow events and provides the information required for the first step of an adaptive management process. Here, a structured analysis of potential environmental risks for a road deactivation project in coastal British Columbia, Canada is presented. The application of decision analysis generates a ranking of the expected benefits of proposed deactivation activities on various road sections. The ranking distinguishes between road sections that offer high expected benefit from those that offer moderate to low expected benefit. Seventeen of 171, 100–m road segments accounted for 18% of the cumulative cost and 98% of the cumulative expected net benefits from road deactivation. Furthermore, the cost of deactivating a section of road is related to the expected benefit from such deactivation, thus providing the basis for more effective resource allocation and budgeting decisions.  相似文献
