Some feminist philosophers criticize the idea of human rights because, they allege, it encapsulates male bias; it is therefore misguided, in their view, to extend moral rights to non-human animals. I argue that the feminist criticism is misguided. Ideas are not biased in favour of men simply because they originate with men, nor are ideas themselves biased in favour of men because men have used them prejudicially. As for the position that women should abandon theories of rights and embrace an ethic that emphasizes care: women who made this choice would not so much liberate themselves from the patriarchy as they would conform to its representation of women as emotional, subjective and irrational. The Clutha is the largest river in New Zealand. The last two decades have witnessed major conflicts centered on the utilization of the water resources of the upper Clutha river. These conflicts have by no means been finally resolved. The focus of this article is on institutional arrangements for water resource management on the Clutha, with particular reference to the decision-making processes that have culminated in the building of the high dam. It critically evaluates recent experiences and comments on future prospects for resolving resource use conflicts rationally through planning for multiple utilization in a climate of market led policies of the present government.The study demonstrates the inevitable conflicts that can arise within a public bureaucracy that combines dual responsibilities for policy making and operational functions. Hitherto, central government has been able to manipulate the water resource allocation process to its advantage because of a lack of clear separation between its two roles as a policy maker and developer. The conflicts that have manifested themselves during the last two decades over the Clutha should be seen as part of a wider public debate during the last two decades concerning resource utilization in New Zealand. The Clutha controversy was preceded by comparable concerns over the rising of the level of Lake Manapouri during the 1960s and has been followed by the debate over the think big resource development projects during the 1980s.The election of the fourth Labour government in 1983 has heralded a political and economic policy shift in New Zealand towards minimizing the role of public intervention in resource allocation and major structural reforms in the relative roles of central and regional government in resource management. The significance of these changes pose important implications for the future management of the Clutha.  相似文献

Treated wastewater from a food-processing plant, together with intermittent outflow from a hypereutrophic pond, were discharged over a 20-year period to a cattail-dominated wetland and hence to a small stream. Organics and nutriet levels in the effluent were comparable to levels in domestic wastewater. Fifteen variables were monitored upstream and downstream from the plant over 18 months. Means for most variables were slightly higher downstream, but differences between stations were not statistically significant. Wetland processing of nitrogen was markedly affected by a change from drought to flood conditions. After accounting for dilution, the overall effect of the wetland on the effluent was to reduce biological oxygen demand 43.7%, ammonia N 46.3%, nitrate/nitrite N 17.4%, and conductivity 15.6%. However, total suspended solids were increased 41.4%, total organic nitrogen 28.8%, and total phosphorus 24.7%. It was concluded that the wetland effectively renovated the effluent but the removal efficiency would be improved if the effluent were pretreated to reduce phosphorus and dispersed to increase residence time in the wetland.  相似文献

ABSTRACT: The ability of regulators, resource managers, and consultants to assess accurately wetland hydrology is crucial when identifying and delineating wetlands. In this study, simple linear regression and long‐term (ten year) New Jersey Pinelands stream gaging and pitch pine lowland water‐level data sets were used to estimate long‐term hydroperiods at lowland test sites with short‐term (two year) records. Separate regression equations were developed for each test site using reference site data and stream gaging data, and two sets of equations for selected test sites were produced using two different short‐term periods of record. Test sites had long‐term records ranging from four to ten years, allowing validation of the regression models. Measured and predicted test site growing season water levels were similar regardless of which short‐term period of record was used. The results based on the stream gaging site data were similar, although the difference between measured and estimated growing season water levels was greater when this approach was used. Excellent agreement was found between measured and estimated frequencies of near‐surface saturation at test sites for each growing season month, and these relationships improved when cumulative, seasonal frequencies were considered. The reference wetland approach used in this study may have its greatest value in regions with both high development pressures and problem wetlands and may provide an effective way of resolving costly wetland delineation disputes.  相似文献

党的十六届五中全会提出了新农村建设的任务,江苏省也于近期举办了新农村建设专题研讨会。本文通过对现存相关指标体系的回顾分析,结合新农村建设“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的内涵,对江苏省新农村建设指标体系进行了初步探讨,并采用这一体系对大丰市南阳镇新农村建设实现程度进行了评价。结果表明,虽然江苏省农村发展水平已有明显提高,但仍需要进一步加强农村工作,努力达到新农村建设的目标。  相似文献

Lakes Manapouri and Te Anau, in Fiordland National Park, became the center of a major controversy after the New Zealand government offered their water resource to an overseas aluminum smelting consortium for electricity generation. Although the scheme proceeded, the lake levels were not raised as originally proposed. Rather, government sought guidelines to optimize hydroelectric potential while maintaining ecological stability of the vulnerable, largely forested, glaciated lakeshores. Guidelines were derived by relating the vegetation zonation to the natural lake-level fluctuations recorded daily for 37 years. Ahigh operating range in the upper third of the lakes' natural ranges, based on flood tolerances of the woody shoreline species, restricts both duration and frequency. Alow operating range (ca. lower third) safeguards stability of shoreline sediments by limiting drawn-down rates, duration, and frequency. Themain operating range (ca. middle third) has few limitations. These guidelines, which allow utilization of ca. 93% of the water resource, have now been verified by instances of flooding and draw-down rates that exceeded the natural rates recorded earlier. The guidelines were officially accepted by the government in 1977 as a basis for managing the valuable multiple resources of these two lakes and their environs, and they were formalized in legislation in 1981. Numerical site-specific chemical and biological criteria were established to assess the impact of a pilot dredging project on water quality at the New Bedford Harbor, Massachusetts, USA, Superfund site. Because most existing chemical concentrations in the water column and indigenous biota exceeded federal and state water quality limits, the derivation of site-specific criteria was required. Prior to any operational phases of the project (i.e., dike construction, dredging), criteria values were developed from background concentrations of PCBs and metals in water and biota, as well as for the toxic effects of water quality on the biota. During each operational phase of the project, water samples were collected, analyzed within 16 h, and the data supplied to a management committee in order to assess the environmental impact of the previous days' operation. The ambient unfiltered water concentration of PCBs and metals were the only chemical or biological criteria exceeded. Modification of the next days' operations resulted in a return of these concentrations to background levels. The combined use of site-specific criteria and a real-time decision making management process allowed for successful completion of this project with a minimal effect on water quality.  相似文献
