Yosemite National Park is one of the nation's most scenic and ecologically/geologically important parks. Unfortunately, the park is subject to extensive development of concession facilities and associated high levels of visitor use. Those concerned with preservation of the park's resources have attempted to limit the types and extent of such facilities to reduce adverse impacts. Strictly speaking, resolution of the preservation versus use controversy must be based on whether the National Park Service is adhering to its legislative mandate to regulate development and use in the parks. The common interpretation of legislative mandates for national parks, including Yosemite, is that they call for a difficult balancing between the conflicting goals of preservation and use. Accordingly, although concession developments cause significant impacts, they usually have been interpreted to be within the legal discretion allowed the secretary of the interior. However, the usual interpretations of the meanings of legislative mandates for Yosemite National Park have not considered Title 16 United States Code §55, which is a very restrictive statute limiting concession facilities. Many of the limitations imposed on concession facilities by the plain language of the statute have been exceeded. If it can be shown that 16 United States Code §55 is a valid statute, the policy implications for park management in Yosemite National Park would be considerable — namely, that significant reductions in concession facilities could be required. This article identifies and evaluates the laws that Glacier National Park officials might rely upon to protect the Park against these external threats. Coastal wetlands are a valuable resource to North Carolina, USA, representing important habitat for marine organisms and providing flood control areas and buffer zones from marine storms. An analysis of wetland development trends in coastal North Carolina from 1970 to 1984 was conducted using over 3000 files containing 15 years of permitting records. The total amount of coastal wetland area altered due to authorized development under the Coastal Area Management Act (CAMA), the Dredge and Fill Law, and Section 404 of the Federal Water Pollution Control Act is 1740 ha. This represents nearly 2% of the salt marsh wetlands along the coast of North Carolina. The number of permits issued steadily increased during the 1980s; however, the total amount of wetland loss decreased each year. A few large projects in the early 1970s accounted for nearly 70% of all wetland area developed during the 15-year period. Nearly two-thirds of all projects involving wetland destruction involved impacts on high marsh ecosystems. Bulkheads, canals, and filling activities made up 80% of the projects requiring permits; 62% of the permits were issued to private landowners, but this group accounted for only 16% of the losses of wetland area. Utility companies, which accounted for less than 1% of the permits issued, were responsible for 46% of the permitted wetland loss during the 15-year study period. Future studies should address agriculture and forestry practices which are exempt under CAMA laws and therefore their effects on wetland alteration have not been quantified. 相似文献

Backcountry campsites were studied in three desert vegetation types (pinyon-juniper, catclaw, and desert scrub) in Grand Canyon National Park, Arizona. Relationships between amount of use and amount of impact were examined within each vegetation type. The area disturbed was small, but impacts were generally severe. Important impacts were increased soil compaction and associated decreases in infiltration rates and soil moisture content; these were substantially more pronounced on high than low use sites. The only impact parameter that differed significantly between vegetation types was core area. The types of impact identified are similar to those found in the coniferous forests studied elsewhere, as is the logarithmic relationship between amount of use and amount of impact. However, Grand Canyon sites can support more visitor use before reaching near-maximum levels of impact for important impact parameters. 相似文献

Wetland loss and substitution by the Section 404 permit program in southern California,USA 总被引:1,自引:0,他引:1
To test the effectiveness of the 404 permit program in preventing a net loss of wetland resources, 75 Section 404 projects permitted in the years 1987–1989 and located in a portion of southern California were evaluated. From this group of projects, 80.47 ha of wetlands were affected by Section 404 permits and the Army Corps of Engineers required 111.62 ha of wetland mitigation. To verify the successful completion of each mitigation project, all 75 project sites were visited and evaluated based on the amount of dead vegetation, growth and coverage, and the number of invasive species. Based on the field verification results, the actual amount of completed mitigation area was 77.33 ha, resulting in a net loss of 3.14 ha of wetland resources in the years 1987–1989. By comparing the types of wetlands lost to the types of wetlands mitigated, it is apparent that, in particular, freshwater wetlands are experiencing a disproportionately greater loss of area and that riparian woodland wetlands are most often used in mitigation efforts. The net result of these accumulated actions is an overall substitution of wetland types throughout the region. Results also indicate that, typically, large-scale mitigation projects are more successful compared to smaller projects and that successful compliance efforts are not evenly distributed throughout the region. We recommend that better monitoring, mitigation in-kind, mitigation banking, and planning on a regional or watershed scale could greatly improve the effectiveness of the Section 404 permitting program. 相似文献

All the maintained trails in Great Smoky Mountains National Park were surveyed for width, depth, and a variety of types of erosion. Trail erosion is related to a number of environmental variables, including vegetation type, elevation, trail slope, and section of the park. Open grass balds and spruce-fir forest are the most erosion-sensitive plant communities, and the xeric oak and pine types are the least sensitive. Trails in virgin or mature forest tend to be in poorer condition than those in successional areas. The most important physical factor is the slope of the trail.Trails in the Tennessee district are in slightly poorer condition, on the average, than those in the North Carolina district, but the Appalachian Trail is more eroded than either. A poor section of the park may have ten times the erosion of a good section. On an allpark basis, water erosion is the most important problem, with 15% of the trail surface affected.A comparison of visitation patterns with trail condition indicates that redistribution of use would help to mitigate some erosion problems. Because trail condition is correlated to physical environmental factors, however, some sites will require intensive maintenance, even if visitation is low.The data from this survey have already been used in environmental analysis of proposed developments within the park and can be applied to long-range planning for the park trail system as a whole. 相似文献

The origin of the grassy balds of the Great Smoky Mountains is examined. Some of the areas were cleared by settlers. Grazing by sheep and cattle and the cutting of trees were probably the most important factors in maintaining the grass sward; fire apparently was not used.Vegetation survey plots indicated that little of the original balds' area was still grassy and that most of the invading trees and shrubs could be expected to sprout if cut or burned. Areas presently trampled or mowed had a flora similar to a bald that was still grazed. High-elevation burn scars had many species in common with the grassy balds but had dissimilar community structures; therefore, a policy favoring natural fires would be unlikely to encourage maintanence or formation of grassy balds.The management of open grassy areas on National Forest lands was investigated. Burning was the favored technique, although hand cutting, mowing, and grazing were used. The results of testing various management practices on Gregory Bald are reviewed in terms of cost, impact, and historical authenticity. Implications for park management are discussed. 相似文献

Because of the nature of watersheds, the hydrologic and erosional impacts of logging and related road-building activities may move offsite, affecting areas downslope and downstream from the operation. The degree to which this occurs depends on the interaction of many variables, including soils, bedrock geology, vegetation, the timing and size of storm events, logging technology, and operator performance. In parts of northwestern California, these variables combine to produce significant water quality degradation, with resulting damage to anadromous fish habitat.Examination of recent aerial photographs, combined with a review of public records, shows that many timber harvest operations were concentrated in a single 83 km2 watershed in the lower Klamath River Basin within the past decade. The resulting soil disturbance in this case seems likely to result in cumulative off-site water quality degradation in the lower portion of the Basin.In California, both state and federal laws require consideration of possible cumulative effects of multiple timber harvest operations. In spite of recent reforms that have given the state a larger role in regulating forest practices on private land, each timber harvest plan is still evaluated in isolation from other plans in the same watershed. A process of collaborative state-private watershed planning with increased input of geologic information offers the best long-term approach to the problem of assessing cumulative effects of multiple timber harvest operations. Such a reform could ultimately emerge from the ongoing water quality planning process under Section 208 of the amended Federal Water Pollution Control Act. 相似文献

Increasing recognition of the value of tidal wetlands has led to interest in how to restore and enhance areas that have been modified by human activity. The policy of recognizing restoration or enhancement as mitigation for destruction of other wetlands is controversial. Once policy questions are separated from technical questions, the steps in a successful project are straightforward A key element in the design of a successful project is quantitative hydraulic and hydrologic analysis of alternatives. Restoration projects at two sites in California used a combination of empirical geomorphic relationships, numerical modeling, and verification with field observations.
