建立MFCA账户对竹产业节能减排和环境保护的影响研究

竹产业既是传统行业又是新兴产业,在国家提倡的节能减排和环境保护过程中扮演重要角色.通过分析竹产业的现状,十分有必要给竹产业企业建立MFCA账户.同时,通过对浙江S拉丝企业的MFCA分析,建议S竹拉丝企业在能量损耗和机械折旧率控制上减少不必要的消耗,如精准控制无聊投放的时间节点,并且减少系统资源成本,积极与当地政府沟通,达成在政策层面有效支持节能减排和环境保护的推广,如与环境紧密关联的负产品处置补贴等.     

Learning from the application of nuclear probabilistic safety assessment to the chemical industry

This paper introduces the new approach of risk analysis established by the French Ministry of the Environment and develops the benefits of applying nuclear probabilistic safety assessment approaches to the chemical industry.In the aftermath of the AZF disaster in Toulouse on 21 September 2001, a new law was proposed by the French government asking for the investigation of all representative scenarios and the assessment of the probability of the resulting dangerous phenomena to demonstrate an acceptable level of safety. Therefore, any accident is investigated from a global point of view, according to its gravity and its probability.In 2000, the French Ministry of the Environment asked the Institute for Radiological Protection and Nuclear Safety (IRSN), and in particular its Systems and Risk Protection Assessment (SESPRI) and its Industrial Risks, Fire and Containment Assessment and Study (SERIC) departments, to conduct a Probabilistic Safety Assessment (PSA) study of an LPG distribution facility, specially for the BLEVE scenario. This study has showed the power of PSA for defining and prioritizing actions to be carried out to improve safety of facilities; however, it requires credible data for reliability and failure of the equipment, not available in generic failure databases.Since 2007, IRSN has taken several initiatives in collaboration with operators in order to provide more precise and representative failure rates for main safety equipment, ready to use in future PSA relative to LPG plants.

航空工业安全生产标准体系研究

基于我国航空工业安全生产标准的现状,探讨了航空工业安全生产标准体系的编制原则和思路,通过资料搜集、行业调研、体系框架构建等过程,建立了具有标准类型、体系层次、专业分类三维界面结构的航空工业安全生产标准体系,划分为基础通用、安全管理和安全技术3个子体系、5个级别层次3、5个专用分支。同时,设计了航空工业安全生产标准明细表,纳入了200余项相关标准和建议制修订行业标准,分析了建议制修订标准的必要性和可行性,并提出了下一阶段首先需要制订的航标重点项目。该体系体现了我国航空工业安全生产的特色,具有一定的必要性和适用性,对于工业领域尤其是国防军工行业安全生产标准化建设的发展以及标准体系的建立具有一定的促进意义和参考价值。     

化工园区整体安全性评价模式研究

本文旨在通过对化学工业园区安全性的研究,探求建立一种适合于化学工业园区定性安全评价的模式,重点通过对化学工业园区内企业间的安全相关性的研究使园区在规划、建设阶段达到整体最佳。并在此基础上提出了主要针对园区布局的安全评价方法。     

Recycling, reuse and energetic valuation of meat industry wastes in Extremadura (Spain)

The environmental problem caused by the effluents from the four main agrifood industries in Extremadura (W Spain) is evaluated in the present work. In particular, attention is paid to the management of wastes from slaughterhouse operations. Pollution is quantified in terms of equivalent population and biological oxygen demand, for which very high values are reported.Efforts are also focused on the search of viable technical solutions for the treatment of those residues and their energetic valuation. In this sense, anaerobic digestion techniques are proposed, not only because they lead to a drastic decrease in their pollution potential, but also because significant volumes of biogas are obtained. This biogas might be used to produce electricity to be transferred to the electrical network. This way, anaerobic digestion plants would allow depreciation within a relatively short period.In particular, an analysis of the economics of a plant for the codigestion of solid and liquid effluents from meat industry is carried out, and a payback time between 7 and 8 years was achieved.     

基于免疫机理的化工园区安全生产预警机制设计

为从预警角度预防化工园区安全生产事故,基于生物免疫机理,先应用仿生学方法从整体分析化工园区的"生理结构",再从局部分析化工园区安全生产事故预警体系与生物免疫系统的相似性,首次提出包括诊断识别子系统、预警信号子系统、协调控制子系统和记忆库的化工园区安全生产事故免疫预警系统;设计了一种新的包括预警指标参数输入、模型运算和结果输出3个功能模块的化工园区安全生产事故预警机制。预警机制的输入模块实现预警指标数据输入与处理的功能,运算模块实现预警模型运算的功能,输出模块给出量化评价和图形分析2种结果。基于此设计,将构建预警指标体系,建立化工园区安全生产现状预警和未来预测模型。

论述了钢铁工业污染防治设施的"投资-运营"模式的发展概况,介绍了该模式的优越性以及实施方式,并从交易结构的角度分析了钢铁企业污染防治设施采用"投资-运营"模式可能会出现的风险以及规避方法。     

基于偏离-份额和灰色关联分析法的广西入境旅游产业结构分析

运用偏离-份额法分析了广西入境旅游产业结构的竞争优劣势,并采用灰色系统关联度分析法对广西入境旅游业各部门收入与入境旅游外汇总收入之间的关联度进行了分析.结果表明,在2000-2007年相对于全国入境旅游产业而言,广西的游览、娱乐部门有一定的竞争优势,但与旅游外汇收入的关联度低,所占比重小;长途交通、商品销售部门与旅游外汇收入的关联度分别排第一、第二位;但缺乏竞争优势,结构效益较差;邮电通讯、餐饮、住宿、市内交通部门的关联度较大,处于竞争劣势或弱势地位;其他服务部门关联度最小,缺乏竞争力.指出了广西入境旅游产业结构存在的主要问题,提出了产业优化建议.
