A critical component of community-based disaster preparedness (CBDP) is a local resource database of suppliers providing physical, information and human resources for use in disaster response. Maintenance of such a database can become a collaborative responsibility among community-based non-governmental organisations (NGOs) and public and private community organisations. In addition to mobilising resources, this process raises awareness within the community and aids in assessing local knowledge and resources. This paper presents the results of a pilot study on implementing a community-based resource database through collaboration with local American Red Cross chapters and public and private community organisations. The design of the resource database is described. The resource database is accessible via the internet and offline using laptops and handheld Personal Digital Assistants. The study concludes that CBDP is strengthened through a combination of appropriate information technology and collaborative relationships between NGOs and community-based organisations. 相似文献
Objective: The objective of this study was to identify and quantify the motorcycle crash population that would be potential beneficiaries of 3 crash avoidance technologies recently available on passenger vehicles.
Methods: Two-vehicle crashes between a motorcycle and a passenger vehicle that occurred in the United States during 2011–2015 were classified by type, with consideration of the functionality of 3 classes of passenger vehicle crash avoidance technologies: frontal crash prevention, lane maintenance, and blind spot detection. Results were expressed as the percentage of crashes potentially preventable by each type of technology, based on all known types of 2-vehicle crashes and based on all crashes involving motorcycles.
Results: Frontal crash prevention had the largest potential to prevent 2-vehicle motorcycle crashes with passenger vehicles. The 3 technologies in sum had the potential to prevent 10% of fatal 2-vehicle crashes and 23% of police-reported crashes. However, because 2-vehicle crashes with a passenger vehicle represent fewer than half of all motorcycle crashes, these technologies represent a potential to avoid 4% of all fatal motorcycle crashes and 10% of all police-reported motorcycle crashes.
Discussion: Refining the ability of passenger vehicle crash avoidance systems to detect motorcycles represents an opportunity to improve motorcycle safety. Expanding the capabilities of these technologies represents an even greater opportunity. However, even fully realizing these opportunities can affect only a minority of motorcycle crashes and does not change the need for other motorcycle safety countermeasures such as helmets, universal helmet laws, and antilock braking systems. 相似文献
By presenting stakeholders’ competing representations of an extraordinary geological formation, an island with a surface that is comprised of runoff from an infamous mud volcano in East Java, this article explores the communicative openings and closures that arise during an environmental disaster. A particular concern is attuning communicative practices to the diverse human and nonhuman actors that not only produce disasters but also shape our understandings and responses to disasters. Drawing on the work of Bruno Latour, this article suggests that non-anthropocentric modes of inquiry present new communicative and political possibilities for pursuing both social justice and safe environments. While this article focuses on a specific set of incidents in Indonesia, this project develops tools and perspectives that can be applied to environmental conflicts at other places. 相似文献
As the main contribution of China’s carbon emissions, low-carbon production in industrial firms becomes an inevitable choice, and industrial firm employees’ attitudes on low-carbon new technology directly influence the results of low-carbon production. Based on the Unified Theory of Acceptance and Use of Technology model, structural equation modeling was used to analyze the main factors influencing firm staff to accept low-carbon new technology. The study reveals that the employee’s social impact, performance expectation, effort expectations and convenient conditions, and employee characteristics are all main factors affecting their acceptance attitudes on low-carbon new technology. And social influence has the largest effect on employees’ acceptance attitudes toward low-carbon new technology. Accordingly, relevant policy recommendations are put forward for the future research direction. 相似文献
The techno-economic and environmental performance of hybrid solar hydrogen energy systems was investigated to provide combined cooling, heating and power (CCHP) demands of a standalone greenhouse in Iran to achieve sustainable agriculture based on an optimization procedure. From the environmental point of view, by deploying hybrid energy systems, 83%, to 100% of emissions can be avoided. Also a sensitivity analysis was performed on the hybrid energy systems in order to study the effect of major parameter variation on the systems justification. It was concluded that hybrid solar systems are economically competitive with conventional systems, for high solar intensity locations with high diesel fuel prices and decreased prices for PV and hydrogen storage technology. 相似文献
