Plaster is a material which is widely used in Brazil on construction sites. However, its use in recent years has been limited by a legal resolution on the environment introduced in Brazil. One of the regions most affected by these restrictions is the Northeast where the strategic importance of plaster for the region is apparent from the extensive economic development, centered on the gypsum pole of Araripe in the state of Pernambuco. This problem has involved many interested parties, among whom are plaster producers, plastering companies, builders, unions (for plaster workers, and construction workers), Town Halls, and so forth. Therefore, there is a need to structure the problem with a view to obtaining a better understanding of the problem given the lack of information on the real decision problem. To reach this objective, value focus thinking (VFT), a methodology that addresses how values can be used to improve the decision making process, was applied and the problem was structured. Thus, it was possible for the parties involved to clarify their objectives, and specify more precisely the consequences and constraints for the decision problem. In addition, each party involved could get a better understanding of their own wishes. In conclusion, the VFT methodology application enables the parties involved to make more consistent decisions, and therefore to ensure that plaster will continue to be used in the construction industry.  相似文献

政策环评对决策科学化和民主化具有重要意义,我国2014年修订的《环境保护法》也为开展政策环评提供了一定法律依据。然而,由于我国政治体制和决策模式与西方国家明显不同,政策环评不能照搬国外模式,必须基于自身国情探索中国模式。为此,本文对国际上比较有代表性的政策环评实践进行了总结,对我国开展政策环评的必要性进行了分析,并探讨了我国开展政策环评需要考虑的关键问题,包括政策环评的目的、对象、重点和程序等。具体而言,对于实施政策环评的目的,可表述为健全决策机制、促进环境公平和凝聚社会共识三个方面;对于评价对象,在广义上可包含目前环境影响评价法尚未覆盖的所有高层次决策,在狭义上可将政府部门制定的行政法规、规章和规范性文件等作为重点;对于评价重点,建议整合"以影响为核心"的战略环评和"以制度为核心"的战略环评两种类型的优点,兼顾影响评价和制度评价;对于评价程序,政策环评应基于完全理性决策模式,与政策过程充分融合,在不同阶段分别发挥不同作用。  相似文献

The terrorist attacks of 11 September 2001 (9/11) left workplaces in pressing need of a mental health response capability. Unaddressed emotional sequelae may be devastating to the productivity and economic stability of a company's workforce. In the second year after the attacks, 85 employees of five highly affected agencies participated in 12 focus groups to discuss workplace mental health issues. Managers felt ill prepared to manage the magnitude and the intensity of employees' emotional responses. Rapid return to work, provision of workplace mental health services, and peer support were viewed as contributory to emotional recovery. Formal mental health services provided were perceived as insufficient. Drawing on their post‐9/11 workplace experience, members of these groups identified practical measures that they found helpful in promoting healing outside of professional mental health services. These measures, consistent with many principles of psychological first aid, may be applied by workplace leaders who are not mental health professionals.  相似文献

工业园区具有产业集聚、污染物与温室气体排放集中的特点,是推动减污降碳协同治理的重要力量。清洁生产审核通过对生产和服务过程进行全链条调查诊断,提出节能降耗、减污增效的方案,与减污降碳具有高度的目标协同性和路径一致性。本研究从工业园区清洁生产审核“审什么”“如何审”“如何评”的三个核心问题着手,提出了园区清洁生产审核重点的识别技术、审核问题的诊断技术、审核绩效的评价技术以及园区清洁生产审核管理体系建立要点,构建了以工业园区清洁生产审核为抓手促进园区减污降碳的实施路径,并提出了推动园区清洁生产审核工作的政策建议。本研究基于三大核心技术构建的工业园区清洁生产审核路径可形成规范化、标准化、可复制的技术方法,为全面推进工业园区减污降碳协同增效提供技术支撑。  相似文献

Across 3 studies, we apply a self‐protection perspective of observed mistreatment to examine a moderated mediation model on “when” and “why” third parties are motivated by peer abusive supervision. We hypothesize that prevention‐focused third parties will increase their performance effort as a response to peer abusive supervision, and this effect is mediated by performance instrumentality. In a field study of working adults (Study 1) and an experimental study that manipulated peer abusive supervision (Study 2), we found that peer abusive supervision interacted with third parties' prevention focus to predict their performance effort such that peer abuse was positively related to third parties' performance effort only for those high on prevention focus. Results were replicated in a second field study of working adults (Study 3). Further, we found support for the mediating effect of performance instrumentality. The theoretical and practical implications of our results are discussed.  相似文献

Integrated assessment (IA) can be defined as a structured process of dealing with complex issues, using knowledge from various scientific disciplines and/or stakeholders, such that integrated insights are made available to decision makers (J. Rotmans, Enviromental Modelling and Assessment 3 (1998) 155). There is a growing recognition that the participation of stakeholders is a vital element of IA. However, only little is known about methodological requirements for such participatory IA and possible insights to be gained from these approaches. This paper summarizes some of the experiences gathered in the ULYSSES project, which aims at developing procedures that are able to bridge the gap between environmental science and democratic policy making for the issue of climate change. The discussion is based on a total of 52 IA focus groups with citizens, run in six European and one US city. In these groups, different computer models were used, ranging from complex and dynamic global models to simple accounting tools. The analysis in this paper focuses on the role of the computer models. The findings suggest that the computer models were successful at conveying to participants the temporal and spatial scale of climate change, the complexity of the system and the uncertainties in our understanding of it. However, most participants felt that the computer models were less instrumental for the exploration of policy options. Furthermore, both research teams and participants agreed that despite considerable efforts, most models were not sufficiently user-friendly and transparent for being accessed in an IA focus group. With that background, some methodological conclusions are drawn about the inclusion of the computer models in the deliberation process. Furthermore, some suggestions are made about how given models should be adapted and new ones developed in order to be helpful for participatory IA. Winter tourism and mountain agriculture are the most important economic sectors in a major part of the Swiss Alps. Both are highly sensitive to changing climatic conditions. In the framework of the CLEAR project, results from climate impact research in the field of tourism and agricultural production were used to investigate the perception of climatic change by stakeholders and to assess possible adaptations. We used a participatory integrated assessment (PIA) to involve the knowledge, values and experiences of the various social actors in tourism and agriculture (e.g., skiers, tourism managers, farmers) in the research process. Whereas climate change may have various severe direct impacts on the tourism industry, depending on the region, agricultural production may generally benefit from changed climatic conditions. But because of the dependence of farmers on “off-farm” income, the loss due to declining winter tourism in specific areas may cause more important indirect effects. However, the two sectors may adapt actively by choosing from a variety of strategies, and the loss of income from the tourism industry may support the re-evaluation of the various functions agriculture plays in mountain regions, beyond the production of food. The study demonstrates the suitability of the PIA approach to elucidate the interactions between different stakeholders and their perception of the climate change phenomena. A similar participatory approach could be a useful tool to transfer research results and expert knowledge to the political process addressing adaptations to climate change.
