ABSTRACT: Within the flood plain of the lower reach of Peaks Branch, a stream in east Dallas Texas, 500 buildings would be partially inundated by the 100-year flood. The fully-developed watershed and flood plain mainly accommodate low-cost housing. Eight alternative flooding remedies, ranging from no action to stream channelization to complete redevelopment, are considered. The alternates are evaluated in terms of their relative safety, effects on neighborhoods, required relocations of families and businesses, initial costs, and maintenance costs. Creation of a stream-side greenway, offering lakes and parks, is recommended. This plan best balances costs and required relocations with community benefits, including flood protection.  相似文献

The European Union welfare standardsfor intensively kept pigs have steadilyincreased over the past few years and areproposed to continue in the future. It isimportant that the cost implications of thesechanges in welfare standards are assessed. Theaim of this study was to determine theprofitability of rearing pigs in a range ofhousing systems with different standards forpig welfare. Models were constructed tocalculate the cost of pig rearing (6–95 kg) in afully-slatted system (fulfilling minimum EUspace requirements, Directive 91630/EEC); apartly-slatted system; a high-welfare,straw-based system (complying with the UK-basedRoyal Society for the Prevention of Cruelty toAnimals, Freedom Food standards) and afree-range system. The models were also used toassess the consequences of potential increasesin space allowance, and to estimate the cost ofrearing pigs under organic standards.The cost of rearing pigs ranged from92.0 p/kg carcass weight (cw) and 94.6 p/kgcw forthe partly-slatted and fully-slatted systems,to 98.8 p/kgcw and 99.3 p/kgcw for the FreedomFood and free-range systems respectively. Whenspace allowance was increased by 60% to levelsin a recent proposal to revise pig welfareDirective (91/630/EEC), the rearing costs wereunchanged for the free-range system but rose by4.6 p/kgcw for the fully-slatted system. Rearingcosts under organic standards were 31% higherthan in the free-range system. These resultssuggest that improved pig welfare can beachieved with a modest increase in costAt present, price premiums received for meatproduced under high welfare systems in the UKoffset the higher costs of production in thesesystems. To ensure profitability in the longterm, it is important that these premiums aremaintained.  相似文献

The experience of the International Expert Panel on Environment for the Xiaolangdi dam/reservoir project in China (XEP) showed that the Panel meetings resulted in a marked improvement in project environmental performance by all parties participating in project implementation, with no parties exempt from the Panel's evaluations. Unfortunately the Loan Agreement authorizes use of the Panel only through the project stages of final design and construction, hence the 12th Panel meeting, which matched project construction completion, ended this series. The Panel has recommended that some meetings of the Panel be held during the project's operations stage in order to maintain continuing attention to environmental needs. The XEP experience showed that the XEP, in addition to monitoring project environmental performance, was very valuable for (i) training of Chinese staff involved in project implementation, and (ii) serving in the role as expert consultant for guiding the work of the Chinese participants. The XEP experience also showed the need for making a clear separation between evaluation, the overall resettlement program per se, and the environmental effects of the program. The Panel recommended that the Ministry of Water Resources and World Bank cooperate in sponsoring a book on The Environmental History of the Xiaolangdi Project, including both dam construction as well as resettlement problems, which would serve as a very valuable reference for guiding environmental planning for future dam projects in China (Ludwig, H.F. 1994–2000).  相似文献

No we Tychy is the most prominent and successful of the new towns in post‐war Poland. The paper describes the new town programme resulting from the Regional Plan for Upper Silesia and provides an appraisal of the town's achievement from the point of view of the residents’ living conditions, the usability of the housing stock and the spatial character of the town. How should one measure the recovery of a locale from a disaster? The measurement is crucial from a public policy and administration standpoint to determine which places should receive disaster assistance, and it affects the performance evaluation of disaster recovery programmes. This paper compares two approaches to measuring recovery: (i) bouncing back to pre‐disaster conditions; and (ii) attaining the counterfactual state. The former centres on returning to normalcy following disaster‐induced losses, whereas the latter focuses on attaining the state, using quasi‐experimental design, which would have existed if the disaster had not occurred. Both are employed here to assess two housing recovery indicators (total new units and their valuations) in Hurricane Katrina‐affected counties (rural and urban). The examination reveals significantly different outcomes for the two approaches: counties have not returned to their pre‐disaster housing conditions, but they do exhibit counterfactual recovery. Moreover, rural counties may not be as vulnerable as assumed in the disaster recovery literature.  相似文献

The life cycle assessment of the mobile phone housing in Motorola(China) Electronics Ltd. was carried out, in which materials flows and environmental emissions based on a basic production scheme were analyzed and assessed. In the manufacturing stage, such primary processes as polycarbonate molding and surface painting are included, whereas different surface finishing technologies like normal painting, electroplate, IMD and VDM etc. were assessed. The results showed that housing decoration plays a significant role within the housing life cycle. The most significant environmental impact from housing production is the photochemical ozone formation potential.Environmental impacts of different decoration techniques varied widely, for example, the electroplating technique is more environmentally frieodly than VDM. VDM consumes much more energy and raw material. In addition, the results of two alternative scenarios of dematerialization showed that material flow analysis and assessment is very important and valuable in selecting an environmentally friendly process.  相似文献

In the aftermath of catastrophic natural disasters such as hurricanes, tsunamis and earthquakes, emergency management agencies come under intense pressure to provide temporary housing to address the large‐scale displacement of the vulnerable population. Temporary housing is essential to enable displaced families to reestablish their normal daily activities until permanent housing solutions can be provided. Temporary housing decisions, however, have often been criticized for their failure to fulfil the socioeconomic needs of the displaced families within acceptable budgets. This paper presents the development of (1) socioeconomic disruption metrics that are capable of quantifying the socioeconomic impacts of temporary housing decisions on displaced populations; and (2) a robust multi‐objective optimization model for temporary housing that is capable of simultaneously minimizing socioeconomic disruptions and public expenditures in an effective and efficient manner. A large‐scale application example is optimized to illustrate the use of the model and demonstrate its capabilities ingenerating optimal plans for realistic temporary housing problems.  相似文献
