Evaluating China's Slope Land Conversion Program as sustainable management in Tianquan and Wuqi Counties 总被引:1,自引:0,他引:1
Increased soil erosion on sloped land has become a significant environmental concern in China that has been attributed to human activities such as deforestation, over-cultivation, and over-grazing of livestock. In order to reduce soil erosion on sloped lands, the Chinese government has responded by implementing large-scale, ecological rehabilitation programs, including the "Grain for Green" reforestation project. This program involves financial incentives to transition farmers into other economic activities with the goal of reducing ecological pressures and degradation. Because of the scope and potential impacts from these programs, detailed research is needed to understand their social and ecological effects. This paper reports on research conducted in Tianquan County, Sichuan Province, and Wuqi County, Shaanxi Province, that evaluates the effects of the program upon local economies and household livelihood systems. The paper argues that the successful conversion of farmland under "Grain for Green" depends upon local government involvement, local economic development, and funding for local projects. Without economic development within rural economies, we conclude that farmers will remain dependent upon continued subsidy assistance to meet the policy's ambitious environmental restrictions, thereby undermining the program's long-term sustainability. 相似文献

ABSTRACTExtent and distribution of urban green spaces (UGS) in Mazatlan (Mexico) are analysed using remote sensing and GIS techniques. Vegetated areas (2,270?ha), a third of the urban area in 2015, were reclassified into green spaces (GS), urban tree (UT) and open spaces (OS), based in the normalised difference vegetation index, relating them with demographic and socioeconomic data. UGS allocation per capita amount 55?m2, mainly represented by the UT class, with the largest patches associated with low developed and very high marginalised areas, and also with very low marginalised sectors, while the lowest allocation correspond to medium and low marginalisation, highly populated sector, without significant correlations. Despite the USG allocation, it is required a better urban planning to maintain public UGS and to protect the local flora, threatened by the introduction of exotic, ornamental species (64% of UT), to guarantee the provision of ecosystem services to the population. 相似文献

Decision-making in spatial planning is often based only on administrative regulations and procedures. This approach does not guarantee an efficient allocation of scarce financial resources. Consequently, the present paper discusses the practical relevance of an approach to incorporate results of economic valuation into strategic spatial planning for the example of green infrastructure. For this, a contingent valuation was conducted at a reference site in Esslingen, Germany. Here, participants of the survey stated their willingness to pay for different green infrastructure investment categories. As green infrastructure gets its attention in hazard mitigation, it is necessary to improve general understanding on what makes green infrastructure important for hazard and resiliency research. To better understand how green infrastructure fits with more traditional notions of structural and nonstructural mitigation, this study examines the relationship between green infrastructure and ‘structural and nonstructural’ mitigation approaches for hazard mitigation. Also, this study discusses a new measurement of locational aspects and spatial patterns of green infrastructure by utilizing high-resolution data in urban areas, and its potential implementation in hazard mitigation. Compared to previous research using land-use land-cover datasets, the normalized difference vegetation index (NDVI) utilizing National Agriculture Imagery Program dataset provides an ability to capture green infrastructure in greater detail. A visual comparison suggests that the NDVI data are able to capture and identify more types of ‘green’ land uses in Harris County. The total green infrastructure percentages for Harris County, Texas, based on 1-m high resolution were found to be 61.5% of the area, compared to the 51.5% based on the National Land Cover Database. This study provides support for utilizing high-resolution data to establish guidelines for green infrastructure’s spatial characteristics and sustainable hazard mitigation. Health is a basic human right. Improving health requires social and environmental justice and sustainable development. The 'health for all' movement embraces principles shared by other social movements—in sustainable development, community safety and new economics. These principles include equity, democracy, empowerment of individuals and communities, underpinned by supportive environmental, economic and educational measures and multi-agency partnerships. Health promotion is green promotion and inequality in health is due to social and economic inequality. This paper shows how health, environmental and economic sustainability are inextricably linked and how professionals of different disciplines can work together with the communities they serve to improve local health and quality of life. It gives examples of how local policy and programme development for public health improvement can fit in with global and national policy-making to promote health, environmental and social justice. 相似文献
