探讨基于安全系统工程思想的建筑火灾风险评价指标体系的建立方法,并在该基础上,通过专家打分和层次分析法,计算得出各指标因子的权重值。根据有关标准和规范,对各评价指标因子进行等级划分,并设计出建筑火灾风险综合分值评分表,为厘定火灾保险费率提供依据。笔者的研究成果为完善建筑火灾风险评价方法、制定财产保险火灾风险评价标准等提供了科学依据。  相似文献

重庆市住宅楼环境电磁辐射的初步测量与分析   总被引:1,自引:1,他引:0  
初步探测重庆市住宅楼环境电磁辐射的现状及其影响因素,为建立人居环境电磁场特征数据库提供依据。按照国家标准的要求和方法,在重庆市选择4个典型居住小区,分别测量各小区住宅楼不同楼层电梯门口或楼梯间以及各住宅楼楼顶的电磁辐射水平,结果表明,本次横断面调查中,在1MHz~40GHz频段,各栋楼的综合场强为17.13~17.18V/m,已接近GB 8702-88《电磁辐射防护规定》的公众照射导出限值,各楼层间差异无统计学意义(P>0.05)。在5~1000Hz频段,各栋楼楼内综合场强分布差异无统计学意义(P>0.05),而临近高压线的住宅楼楼顶综合场强明显高于其他小区楼顶以及同一栋楼其他楼层的综合场强(P<0.05),并且该楼各楼层的磁场强度明显高于其他住宅楼(P<0.05)。所测住宅楼的环境电磁辐射水平未超出国家相应标准限制,不同楼层电磁辐射水平与极低频辐射源的分布有关。  相似文献

采用A计权网络对青岛市东西快速路沿线高层建筑进行监测。利用Grapher软件,以Leq为监测值的基准值绘制连续线状图,分析城市主干道周边高层建筑上交通噪声的峰值点。根据道路中心线到高层建筑的距离信息,得出高层建筑交通噪声峰值点与道路中心线的连线与水平地面间的角度约为30°。  相似文献

Municipal Solid Waste Management (MSWM) is considered to be one of the most serious environmental issues in the Philippines. The annual waste generation was estimated at 10.6 million tonnes in 2012 and this is expected to double in 2025. The Republic Act (RA) No. 9003, widely known as the Ecological Solid Waste Management Act of 2000, provides the required policy framework, institutional mechanisms and mandate to the Local Government Units (LGUs) to achieve 25% waste reduction target through establishing an integrated solid waste management plan based on the 3Rs (reduce, reuse and recycling). Although the initial impact of the LGUs is still very limited in implementing the national mandate, this article highlights the successful experiences of Cebu, the second largest city in the Philippines, in reducing its MSW generation by more than 30% in the past three years. This study also explores the implementation process, innovative actions taken by the Cebu City Government in implementing the national mandate at local level and identifies the factors that influence the policy implementation. The findings suggest that the impacts of the national mandate can be achieved if the LGUs have the high degree of political commitment, planning and development of effective local strategies in a collaborative manner to meet with local conditions, partnership building with other stakeholders, capacity development, adequate financing and incentives, and in the close monitoring and evaluation of performance.  相似文献

Land‐use dynamics and climatic gradients have large effects on many terrestrial systems. Exurban development, one of the fastest growing forms of land use in the United States, may affect wildlife through habitat fragmentation and building presence may alter habitat quality. We studied the effects of residential development and temperature gradients on bird species occurrence at 140 study sites in the southern Appalachian Mountains (North Carolina, U.S.A.) that varied with respect to building density and elevation. We used occupancy models to determine 36 bird species’ associations with building density, forest canopy cover, average daily mean temperature, and an interaction between building density and mean temperature. Responses varied with habitat requirement, breeding range, and migration distance. Building density and mean temperature were both included in the top occupancy models for 19 of 36 species and a building density by temperature interaction was included in models for 8 bird species. As exurban development expands in the southern Appalachians, interior forest species and Neotropical migrants are likely to decline, but shrubland or edge species are not likely to benefit. Overall, effects of building density were greater than those of forest canopy cover. Exurban development had a greater effect on birds at high elevations due to a greater abundance of sensitive forest‐interior species and Neotropical migrants. A two-dimensional numerical model for evaluating the wind flow and pollutant dispersion within a street canyon was first developed using the FLUENT code, which was then validated against a wind tunnel experiment. Then, the effects of the upstream building width and upwind building arrangement on the airflow and pollutant dispersion inside an isolated street canyon were investigated numerically. The numerical results revealed that: (1) the in-canyon vortex center shifts downwards as the upstream building width increases; (2) the recirculation zone covers the entire upstream building roof for the cases when W/H = 0.5, 1.0, 1.5, and 2.0 (W is the upstream building width and H is the building height), whereas the flow reattaches the upstream building roof for the cases when W/H = 2.5 and 3.0; (3) when the upstream building width is shorter than the critical width WC (= 2H), an increase in the upstream building width leads to an increase in the pollution level on the leeward wall of the canyon and a decrease in the roof-level concentrations at the upstream building; (4) when the upstream building width is longer than the critical width, the roof-level concentrations at the upstream building are negligibly small and the pollution level on the leeward wall of the canyon is almost unaffected by a further increase in the upstream building width; (5) when the buildings are placed upwind of the canyon, the flow attaches the upstream building roof and, therefore, almost none of the pollutants are distributed on the upstream building roof; and (6) the pollution levels inside the canyon and on the downstream building roof increase significantly with the number of upwind buildings.  相似文献

ABSTRACT: Local governments often face environmental problems that cross political boundaries. The onus for solution usually falls on the moat severely affected jurisdiction, others do nothing until impacted. Resolution of these problems requires cooperation across political boundaries which means that local governments must be persuaded first that there is a problem, and second that action is required to solve it. This paper presents a method to supply low cost, credible information that can be used to achieve consensus on problem solution. A case study of a lake water quality management problem is described. Formative evaluation techniques was adapted to provide a minimum of evidence which was then used to persuade less impacted local jurisdictions to cooperate in the problem solution.  相似文献
