This paper presents the technical aspects of a new methodology for assessing the susceptibility of society to drought. The
methodology consists of a combination of inference modelling and fuzzy logic applications. Four steps are followed: (1) model
input variables are selected—these variables reflect the main factors influencing susceptibility in a social group, population
or region, (2) fuzzification—the uncertainties of the input variables are made explicit by representing them as ‘fuzzy membership
functions’, (3) inference modelling—the input variables are used to construct a model made up of linguistic rules, and (4)
defuzzification—results from the model in linguistic form are translated into numerical form, also through the use of fuzzy
membership functions. The disadvantages and advantages of this methodology became apparent when it was applied to the assessment
of susceptibility from three disciplinary perspectives: Disadvantages include the difficulty in validating results and the
subjectivity involved with specifying fuzzy membership functions and the rules of the inference model. Advantages of the methodology
are its transparency, because all model assumptions have to be made explicit in the form of inference rules; its flexibility,
in that informal and expert knowledge can be incorporated through ‘fuzzy membership functions’ and through the rules in the
inference model; and its versatility, since numerical data can be converted to linguistic statements and vice versa through
the procedures of ‘fuzzification’ and ‘defuzzification’. 相似文献

ABSTRACT: Two dynamic programming models — one deterministic and one stochastic — that may be used to generate reservoir operating rules are compared. The deterministic model (DPR) consists of an algorithm that cycles through three components: a dynamic program, a regression analysis, and a simulation. In this model, the correlation between the general operating rules, defined by the regression analysis and evaluated in the simulation, and the optimal deterministic operation defined by the dynamic program is increased through an iterative process. The stochastic dynamic program (SDP) describes streamflows with a discrete lag-one Markov process. To test the usefulness of both models in generating reservoir operating rules, real-time reservoir operation simulation models are constructed for three hydrologically different sites. The rules generated by DPR and SDP are then applied in the operation simulation model and their performance is evaluated. For the test cases, the DPR generated rules are more effective in the operation of medium to very large reservoirs and the SDP generated rules are more effective for the operation of small reservoirs. 相似文献

In recent years flows of foreign direct investment (FDI) to developing countries have rapidly been increasing. It is now an important contributor to the national economy and urban growth in scores of developing countries. Rapid urbanization in these countries is leading to many problems in the cities. Existing urban infrastructure and municipal services have been unable to cope with the increased demand arising from growing population and rapid economic growth. Consequently, the environment in these cities has deteriorated alarmingly. This paper assesses the role of FDI in urban environmental management (UEM) by analyzing the linkages between them for Hanoi City in Vietnam. The paper's analysis and findings are presented under three main themes: one, FDI, employment and income; two, FDI and environmental degradation; and three, potential of utilizing FDI for the provision of urban environmental infrastructure and services (UEI&S) in order to improve the urban environment. On-going population growth and resulting domestic demand for water require rapid and effective decision-making as regards groundwater management and control of the various sources of salinization and pollution in Coastal aquifers. Sustainability of water resources for utilization by future generations must therefore be a high priority, not only for the purpose of fulfilling needs for water usage but also for bringing people into harmony with their ambient natural environment.The objective of this paper is to propose an empirical approach for prioritization of the needs involved for sustainable aquifer management. The approach involves a schematic format to:(1) develop a global understanding of an aquifer's hydrological and environmental properties in order to delineate appropriate eco-hydrological scenarios and recommend corresponding operational management activities; and(2) emphasize the importance of educating and increasing the awareness of the population involved as to the need for and viability of socially acceptable measures for sustainable management of groundwater and other resources.The psychologist Abraham Maslow utilized a pyramid to illustrate that until people's most basic needs were fulfilled, higher levels of needs would remain irrelevant. This paper postulates a comparable pyramid prioritizing hydrological needs required for progressing towards sustainable groundwater resources. Two sub-regions of Israel's Coastal aquifer in the Sharon region have been presented as representative areas, each characterized by different stress of exploitation. In assessing these sub-regions situation, specific measures have been recommended for achieving and/or maintaining sustainable groundwater resources in light of the ambient environment, and the level of the population on the pyramidal hierarchy of groundwater needs. 相似文献

Whereas past research has treated co-management of common pool resources as if villagers and project implementing authorities
were the only relevant actors, numerous external factors beyond the control of these two partners create barriers to successful
co-management. This paper draws on discussions with Forest Department officials to examine the influence of these forces on
the outcomes of Joint Forest Management (JFM) in Tamil Nadu, India. An empirical inquiry into the operational aspects of JFM
indicates the important roles of political parties, powerful people, and other state institutions and functionaries as well
as the flow of foreign funding. Further, the strong demand by local people for socio-economic development interventions as
opposed to improvement of degraded forests belittles the role of the Forest Department relative to other departments. Numerous
other conditioning factors and relationships are explored. The authors call for reforms in public governance to allow better
participation of all the actors involved for this participatory management approach to succeed and sustain. 相似文献

Although stewardship has been widely defined and used in environmental management and planning, there is a dearth of studies
that describe how the lay public perceives this concept. A national sample of residents in 14 states who live near DOE nuclear
facilities were interviewed to delineate public understanding and awareness of the stewardship program of the U.S. Department
of Energy (DOE). This study discusses the findings of the survey and discusses how institutional trust influences public participation
and resident’s choices of potential stewards. Almost 40% of the respondents could not define stewardship; those who did, believed
that ‘responsibility,’ ‘management,’ and ‘accountability’ are key elements of stewardship. In addition, about a third of the
respondents identified Federal groups and the DOE as potential stewards.

Fiji is expected to come under increasing pressure and risk from various threats resulting from climate change and sea-level
rise (SLR). Fiji consists of 332 islands and thus has a predominant and large coastline. Viti Levu is the largest and most
important of the islands, harboring Fiji’s capital city and most of the major towns concentrated around its coast. The objectives
of this study were to evaluate the extent of possible sea-level rise using GIS, and to identify high-risk locations. Potential
sea level rise was shown graphically as an output to determine where inundation or flooding would take place. This analysis
allowed important areas facing risk to be highlighted for future action. Flooding/inundation can be classified into two kinds:
‘permanent inundation’, which is the result of sea-level rise with tide; and ‘temporary flooding’, also including occasional
storm surge events. The inundated area was displayed under different projections and quantified. The results produced output
maps showing the distribution of inundation/flooding around the island of Viti Levu as well as the extent of flooding. Six
scenarios for sea-level rise were used (0.09, 0.18, 0.48, 0.50, 0.59, 0.88 m). Six scenarios for storm surge were used with
return intervals of 1, 2, 5, 10, 25, 50 years. High risk and priority locations are identified as Fiji’s capital Suva, the
major tourist center and arrival port of Nadi, and Fiji’s second city Lautoka. Future action, adaptation and response strategies
in these identified locations must occur to reduce risk from climate change. 相似文献

农村水资源及其相关设施的改革需要更多了解村和户层次上的现实状况和机制安排。以避免改革扭曲和失败。通过对湖北和广西共四个村的村委会、关键知情人及120个农户的调查。在村和农户两个层次上描述水资源及其相关设施的管理与利用,尤其是在干旱年份村和户所采取的策略。并深入分析了农村村级水资源管理与利用的制度安排与问题。得出的结论是。追求水利管理效率的市场化改革需要考虑干旱的威胁,要有基于风险的制度设计和法律保障。 相似文献
