济南市创建国家环保模范城市的调查与思考

从济南市环境保护现状调查入手,对照国家环境保护模范城市考核指标,分析济南市创建国家环境保护模范城市存在的问题,借鉴其他城市创建国家环境保护模范城市的成功经验,结合济南市实际,提出了有针对性的对策与建议。     

From proposal to decision: Suggestions for tightening up the “NEPA process”

Although the process of documenting compliance with NEPA (the National Environmental Policy Act) requires no drastic revisions, it can be managed more rigorously. Suggestions for revision can be grouped under five major steps: 1) getting a complete proposal from the applicant; 2) getting the decision-making process onto the right decision-making path; 3) modifying the applicant's proposal 4) going down a shorter path through the EA/FONSI (environmental assessment and finding of no significant impact) or through categorical exclusion review; and 5) going down the longer path through the EIS. Step 2 is perhaps the most critical, because there a decision must be made whether to write an EA/FONSI or an EIS, on the basis of whether the proposal would “significantly affect … the … environment.” In the past, this decision has not always been made promptly or rigorously. Accordingly, we suggest that the agency responsible for NEPA compliance should develop a system (a “black box”), consisting of a core group of specialists working with an interdisciplinary team, using sophisticated techniques for modeling impacts and directing both their research and their writing according to the concept of significance. By determining more efficiently and reliably whether the impacts of a proposal would be significant, such an approach would improve management of the total process.

近年来宁夏对沙尘天气的监测及对沙漠化防治对策

宁夏在全区范围内建立沙尘暴监测网络,开展对沙尘天气的应急监测。宁夏作为沙源区和沙尘过往的主要通道,2002年全区共监测沙尘天气12次,沙尘粒径多分布在大于2 1μm。为防治沙漠化,宁夏积极寻求国际间合作,采取退耕还林还草、划管封育、禁牧、把握人工降雨时机等一系列措施,加大对沙漠化的防治力度。     

肿瘤病房医用直线加速器对周围环境电离辐射的调查分析

通过对医院肿瘤病房医用直线加速器机房周围环境的电离辐射监测调查 ,并计算分析各相关人群的年有效剂量当量 ,结果低于《辐射防护规定》(GB870 3- 88)中的标准限值。表明医用直线加速器机房的辐射防护设施设计是安全合理的 ,具有重要的现实意义 ,该辐射防护设施具有推广价值。     

南昌市一次降水自动监测结果的综合分析

利用降水自动监测仪和空气自动监测系统的同步监测结果,分析了一次34 5mm连续降水中全过程的pH、EC和同期SO2、PM10、NO2的变化情况。降水中pH值为7 23～4 08、EC为488 8～7 6μS cm,pH、EC在降水初期变化较大。pH与EC、SO2呈现负相关趋势,降水过程中PM10、NO2基本保持较低水平,SO2变化较大。     

Pollution prevention at ports: clearing the air

Seaports are major hubs of economic activity and of environmental pollution in coastal urban areas. Due to increasing global trade, transport of goods through ports has been steadily increasing and will likely continue to increase in the future. Evaluating air pollution impacts of ports requires consideration of numerous sources, including marine vessels, trucks, locomotives, and off-road equipment used for moving cargo. The air quality impacts of ports are significant, with particularly large emissions of diesel exhaust, particulate matter, and nitrogen oxides. The health effects of these air pollutants to residents of local communities include asthma, other respiratory diseases, cardiovascular disease, lung cancer, and premature mortality. In children, there are links with asthma, bronchitis, missed school days, and emergency room visits. The significance of these environmental health impacts requires aggressive efforts to mitigate the problem. Approaches to mitigation encompass a range of possibilities from currently available, low-cost approaches, to more significant investments for cleaner air. Examples of the former include restrictions on truck idling and the use of low-sulfur diesel fuel; the latter includes shore-side power for docked ships, and alternative fuels. A precautionary approach to port-related air pollution would encourage local production of goods in order to reduce marine traffic, greener design for new terminals, and state-of-the art approaches to emissions-control that have been successfully demonstrated at ports throughout the world.

以模糊聚类法为算法基础,运用计算机可视化技术,进行大气环境质量评价初步探索。计算机技术在环境评价中的应用,可以方便数据处理和资源共享。选用武汉市大气环境监测资料,应用该方法评价和分析武汉市大气环境质量,取得了令人满意的结果。
