Illinois has been operating an ambient water quality network of almost 600 stations for several years. In 1977 changes in program emphasis toward intensive monitoring, the need for improved procedures and quality control in monitoring operations, and the desire to create a single data base of all Illinois State monitoring data, resulted in a redesign of the ambient monitoring program.A unique cooperative program between the Illinois Environmental Protection Agency and the US Geological Survey provides for their monitoring a portion of the network. The Survey provides flow data at most network stations as well as extensive manpower training, equipment, data processing, and program quality control. Informal agreements with other agencies have permitted a great reduction in the monitoring effort required by the Illinois Environmental Protection Agency. 相似文献

ABSTRACT: Human behavior and response towards storm hazard are examined in this study. One-hundred and twenty flood victims in West Vancouver, British Columbia, were administered a sentence completion test to ascertain how these victims behaved and responded to the flash flood of July 12, 1972. The sentence completion test consisted of 11 sentence stems. Seven of these dealt with the respondent's behavior toward the storm experience, and four with the issue of internal vs. external locus of control. Completions of the seven sentence stems at three time situations showed that West Vancouverites expressed the normal reactions of fear and anxiety before the storm; showed negative emotions during the storm; and displayed a feeling of mutual cooperation after the storm. Completions of the remaining four sentence stems revealed that West Vancouverites emphasized the importance of internal factors, viz., autonomy, drive and hard work, in controlling their lives. They recognized God as a benevolent - protective and almighty - powerful figure. Forty percent of the respondents did not believe in luck, while 8 percent regarded it as important in their lives. One might conclude that West Vancouverites could cope with natural hazardous threats better than those who rely on external factors in directing their lives. 相似文献

ABSTRACT: Methods of floodplain management are changing in the United States. There has been a gradual shift in emphasis from “flood control” to “management” of the floodplain. The complexities of multilevel governmental involvement in floodplain management demand an analysis of a new means to coordinate these efforts. It is the intent of this paper to discuss the role of the Corps of Engineers in this area and the problems the Corps has encountered in its endeavors. ABSTRACT: Recently, Congress designated irrigated agriculture under the “nonpoint source” category, covered by Section 208 of P.L. 92-500 and involves the use of “best management practices.” Generally, the most appropriate solutions for pollution abatement from irrigated agriculture involve the delivery and use of water rather than the treatment of irrigation return flows. 1. Technological alternatives should be utilized that are sensitive to local conditions and acceptable to the farmers. 2. Informational and educational programs to assist farm operators individually and collectively must be instituted prior to the start of the project; imaginatively conceived, and continuously modified and upgraded if motivation for change is to be encouraged. 3. Technical assistance personnel should be given short courses in skills needed for working effectively with irrigators. 4. Communication techniques used for working with farmers as individuals and groups should be designed into the implementation program and evaluated. 5. Credibility and trustworthiness of Federal and state agencies in the eyes of the irrigators provide the important final ingredient in effectively implementing change and reducing nonpoint source pollution from irrigated agriculture. 相似文献

This paper reports the findings of a case study of the relative costs of a uniform standards system and an effluent fee system of water quality control. A 30-mile stretch of the Black Warrior River in Alabama is considered. ABSTRACT: The Illinois v. Milwaukee Federal District Court decision is the most far reaching application yet of the federal common law of nuisance to interstate water pollution conflicts. Although a Federal Appelate Court recently rescinded part of the district court decision, Milwaukee must still upgrade its metropolitan sewage system to a level beyond that required by federal and state regulations. The improvements must be completed with or without federal aid. The case points out the apparent inability of the Clean Water Act, the most comprehensive federal legislation affecting the nation's water quality, to deal with certain interstate water quality conflicts. The Milwaukee decision could set a precedent for similar settlements elsewhere which may in turn affect the U.S. Environmental Protection Agency's water quality clean up program. A more integrated, ecosystem conscious approach to management of shared water resources (e.g., the Great Lakes) would help reduce the need for court decisions like Illinois v. Milwaukee. 相似文献

ABSTRACT: In urbanizing areas, the usual increase in flood flows also increases erosional capability of streams. In order to evaluate such tendencies quantitatively, 25 stream reaches were studied, and were classified as to whether erosion of the channel and banks was light, medium, or heavy. Analysis of characteristics indicated that (1) densely developed areas are correlated with greater erosion, (2) wide stream buffers of natural vegetation are correlated with lesser erosion, and (3) there is no definite correlation of erosion to slope or characteristics of soil. Erosional stream instability can be avoided by retention of storm water runoff, creating additional channel roughness or reducing channel slope during floods by drop structures, such as culverts, which restrict flow. Channel straightening and general bank protection should be minimized in such streams. Design of culverts should take such effects into consideration. 相似文献

ABSTRACT: Floodwater-retarding impoundments, controlling 68 percent of the drainage area of Tonkawa Creek, a Washita River tributary in southwestern Oklahoma, have reduced the total flow volume about 36 percent over a 5-year period. Analyses showed the reduction occurred primarily in the less-than-2.5-cfs flow range, indicating the base flow regime has been altered. However, channelizing the downstream, mild-sloped, 3.6 miles of Tonkawa Creek that flows across a Washita River terrace increased the flow volume fourfold at the outlet. A double-masscurve analysis of water yield from a 1,127-square-mile Washita basin segment versus an untreated tributary showed the yield has not changed after 25 percent of the tributary area had been treated. Therefore, the flow reduction caused by structures is being offset by increased yields from channelization. 相似文献

ABSTRACT: The Chicago Metropolitan Floodwater Management Plan is a cooperative planning program under Public Law 566 of the 83rd Congress (The Watershed Protection and Flood Prevention Act). The planning effort was jointly sponsored by the U.S. Department of Agriculture, Soil Conservation Service, and the Metropolitan Sanitary District of Greater Chicago. The project is unique in that it studies a 1260 square mile (3266 sq. kilometer) watershed, which is approximately 35 percent urbanized and contains approximately 7.5 million people. At present, approximately 4.4 percent or 330,600 people live in a floodplain. It is presently estimated that 80,000 acres (32,000 ha.) of the study area are subject to flooding with a current average annual damage estimated at approximately $10 million. The Plan which has been developed to reduce or eliminate these damages is divided into six separate watershed plans, and has been developed through extensive use of local citizen watershed steering committees. ABSTRACT: Concern over the pollution of our lakes and streams has become a major issue in the United States. Sedimentation from sigricultural lands has been identified as a significant factor in water pollution. Some citizens suggest that government should force compliance with soil loss standards, while others suggest that we ask farmers to voluntarily comply. Related questions are “DO farmers think government should be involved in controlling erosion and protecting water quality?”“To what extent should government be involved?” What level of government should be involved? Federal? State? Local?“Why should pay for water quality projects?” Farmers from a small watershed in northeastern Indiana were interviewed before and after a major demonstration project. Their responses suggest that farmers feel that individual landowners should be responsible for controlling erosion and agricultural nonpoint source water pollution. However, over 60 percent of the study fanners indicated that the federal government should play an important role, in terms of both technical and financial assistance. 相似文献
