Since 1990, Elinor Ostrom’s design principles for common property resource (CPR) institutions have been highly influential, offering a counter to pessimistic arguments about resource users’ prospects of cooperating to manage CPRs sustainably. However, the theoretical underpinnings of Ostrom’s theory have been criticised: as unfairly negative towards macro-level interventions; as utilising an overly narrow conceptualisation of rationality; and under appreciative of the role of power. These criticisms are examined using insights drawn from the theory of sociocultural viability (cultural theory, for short), a theory of plural rationality related to context. Utilising the case of Faroese whaling, the research aim is to assess the extent that cultural theory ameliorates criticisms laid at Ostrom’s design principles. It finds that Ostrom’s research trajectory was reaching the limits of methodological individualism’s ability to grasp rational behaviour and suggests the design principles may in effect be integrated with cultural theory.

ABSTRACT Attitudes toward the development of the American West have undergone important changes over the past century just as the nature of water resources as factors in development have changed. Viewing these changes processually, stages for water resources definition and use can be identified in the total process of western cultural development. The first stage involves the value of water resource development as a stimulus to population and economic growth in the West. The second stage, still in process', adopts a dominant cultural norm which sees water resource development as inevitable if not necessary to keep up with growth. A third stage to this evolutionary process is incipient. Future cultural values and thinking with respect to water resource development will be to look at development as a means for controlling or managing both the location and quantity of population and economic growth. To this end planners will have to become concerned with the questions of human adaptation. Concern will have to be given to the problems of getting a living which enables individuals to meet the subsistence needs of self and family, to establishing community which provides for cooperation among individuals and the management of conflict, to establishing improved communication which promotes interpersonal interaction, and for fostering innovation which provides the new ideas necessary to adapt to new environmental situations.,

The Thar Desert of western India is known for its rich and ancient culture system and traditions. The communities have long been part of the Thar Desert ecosystem and have evolved specific strategies to live in harmony with its hostile environment. This culture has provided several miracle plants of immense food and medicinal value to modern civilisation. The ancient rural livelihood knowledge system reflects time-tested techno-scientific knowledge with a proven track record of sustainability, especially during natural hazards like drought and famines. In addition, several of the traditional skills of local communities in arts and crafts, music and instruments have made modern man aware of the art and techniques of sustainably utilising local biological resources and preserving their biodiversity along with using waste products of the forests, without harming the desert ecosystem. Traditional cultural and socio-religious values are fast dwindling under the impact of materialistic approach, industrialisation and development. This paper endeavours to illustrate the need to assist and propagate indigenous rural livelihood systems rather than mindlessly replace or abandon them as a result of state bureaucracies.
