现阶段中国大力开展新能源汽车示范推广工作,中央及各地方政府已相继出台一系列补贴政策。在严厉打击新能源汽车"骗补"及补贴政策重新调整等背景下,分析梳理现有政策从而对其进行整体把握与正确判断显得尤为重要,从而为政策改进与优化做准备。本文选取了截至2016年底国家和北京市颁布的涉及新能源汽车补贴的相关政策。首先,从采用文本挖掘的方法整理出的政策文本的高频有效关键词从中提炼出的政策工具,可分为供给型、需求型、环境型三类,分别从技术推动、市场拉动和环境支撑三个方面促进和规范新能源汽车市场。发现现有政策工具仍存在一些问题,如缺乏支持新能源汽车技术提升和产品开发的供给型政策工具;环境型政策工具的作用重点欠科学,对充电基础设施建设的重视程度不够;补贴过于聚焦新能源汽车购买环节等。其次,结合政策特点运用PMC指数模型构建了新能源汽车补贴政策的量化评价框架,通过变量分类、参数识别建立了多投入产出表,并通过PMC指数的测量、PMC曲面的生成综合反映政策各维度的情况。再次,采用实证分析的方法,选取3项新能源汽车补贴政策(P1、P2、P3)为研究对象,对政策进行量化评价。结果得出3项政策的PMC指数分别为7.52、6.95、6.21,均在良好的等级之内,P1政策的量化结果为优秀,P2、P3政策结果为良好,且具有较大的提升空间,可考虑在激励措施等方面予以加强。最后,根据新能源汽车补贴政策无法取得预期效果的原因,提出三点政策优化意见:(1)重视供给型政策工具的使用,加大新能源汽车科研资金投入;(2)环境型政策工具的作用重点应放在充电等基础设施的建设上;(3)需求型可考虑采取以公共交通带动私人交通的策略。  相似文献

目的通过对柴油加氢装置生产过程中职业病危害因素的调查,提出职业病危害防护的关键控制点,对防护措施及职业健康体检提出针对性建议。方法采用检查表法对职业卫生状况进行调查,并用定点、个体采样对职业病危害因素进行检测。结果工作场所的总烃(柴油)、硫化氢、噪声检测结果符合国家职业卫生标准,防护措施完善,健康体检未检出目标疾病及疑似职业病。结论职业病危害防护的关键控制点为硫化氢、噪声,以及采样及检维修过程,通过现有防护措施可有效降低工作场所职业病危害因素的浓(强)度,维护作业人员职业健康。  相似文献

The occurrence of particle associated PAH and other mutagenic PAC was determined in 1996 in the street air of Copenhagen. In addition, particle extracts were tested for mutagenicity. The measurements were compared with previous measurements in 1992/1993. The levels had decreased in this period. The decrease was caused by an implementation of light diesel fuels for buses and the exchange of older petrol-driven passenger cars with catalystequipped new ones. About 65% of the reduction was caused by the application of the light diesel fuels. Under special conditions, chemical processes in the atmosphere produced many more mutagens than the direct emissions. The concentrations of S-PAC and N-PAC were 10 times lower than those of PAH, while the levels of oxy-PAH were in the same order of magnitude as those of PAH. Benzanthrone, an oxy-PAH, is proposed to be formed in the atmosphere in addition to direct emissions. Benzo(a)pyrene, often applied as an air quality criteria indicator, was photochemically degraded in the atmosphere. A strong increase in the mutagenic activities was observed to coincide with a depletion of benzo(a)pyrene.  相似文献

为了研究微乳化柴油在静爆条件下的燃爆特性,利用高清摄像机、高速照相机和红外热成像仪分别获取各微乳化柴油样品无约束条件下燃爆过程以及爆炸温度场分布情况,着重分析比较生产工艺与抑爆剂对微乳化柴油燃爆性能的影响。实验结果显示,相同试验条件下,磁力搅拌、高速剪切、超声处理和静电喷雾工艺获得的微乳化柴油样品燃爆性能接近,与-10号柴油相比,爆炸火球体积分别降低了40.61%,37.91%,27.46%和34.01%。添加抑爆剂后,磁力搅拌工艺生产的微乳化柴油爆炸火球体积显著降低,仅为-10号军柴所产生火球的68.47%。研究结果表明,微乳化柴油具有一定的防火防爆效果,抑爆剂的添加对抑制火球温度和尺寸效果显著。  相似文献

为了研究柴油品质对柴油机的影响,采用国Ⅲ、国Ⅳ标准柴油和京Ⅴ标准柴油,在JX493ZLQ3柴油机上进行负荷特性试验,设定工况2 000 r/min,油门开度为20%、35%、50%、65%、80%、90%和95%,比较和分析了燃用3种柴油时柴油机的经济性和排放特性。结果表明,在柴油机不做任何改动的条件下,柴油品质对柴油机燃油经济性有影响;对CO和HC排放的影响不明显;对NOx和PM排放影响较为明显,其中,国Ⅲ柴油排放相对较高。  相似文献

We present estimates of the vehicular contribution to ambient organic carbon (OC) and fine particle mass (PM) in Pittsburgh, PA using the chemical mass balance (CMB) model and a large dataset of ambient molecular marker concentrations. Source profiles for CMB analysis are selected using a method of comparing the ambient ratios of marker species with published profiles for gasoline and diesel vehicle emissions. The ambient wintertime data cluster on a hopanes/EC ratio–ratio plot, and therefore can be explained by a large number of different source profile combinations. In contrast, the widely varying summer ambient ratios can be explained by a more limited number of source profile combinations. We present results for a number of different CMB scenarios, all of which perform well on the different statistical tests used to establish the quality of a CMB solution. The results illustrate how CMB estimates depend critically on the marker-to-OC and marker-to-PM ratios of the source profiles. The vehicular contribution in the winter is bounded between 13% and 20% of the ambient OC (274±56–416±72 ng-C m−3). However, variability in the diesel profiles creates uncertainty in the gasoline–diesel split. On an OC basis, one set of scenarios suggests gasoline dominance, while a second set indicates a more even split. On a PM basis, all solutions indicate a diesel-dominated split. The summer CMB solutions do not present a consistent picture given the seasonal shift and wide variation in the ambient hopanes-to-EC ratios relative to the source profiles. If one set of source profiles is applied to the entire dataset, gasoline vehicles dominate vehicular OC in the winter but diesel dominates in the summer. The seasonal pattern in the ambient hopanes-to-EC ratios may be caused by photochemical decay of hopanes in the summer or by seasonal changes in vehicle emission profiles.  相似文献

废弃油基钻井液中废柴油再生工艺产生的废渣废液具有高COD和高色度等特点,直接外排对环境危害严重。通过单因素实验和正交实验确定了该废弃物的最佳固化配方为:水泥∶粉煤灰为3∶2,水泥和粉煤灰加量30%,石膏加量1.5%,硫酸铝加量1.5%,石灰加量1%。在最佳固化配方下,废弃物浸出液的COD由10 062 mg/L降至62 mg/L,色度由500倍降至8倍,各主要污染指标都符合《污水综合排放标准》(GB 8978-1996)一级标准,固化成本约120元/m3。通过固化体的宏观照片和微观SEM照片对固化机理进行了分析,结果表明,废弃物被稳固地包裹在固化体之中。  相似文献

炼厂柴油碱渣废水中含有成分复杂的酚及硫化物,因而其浓度较高。大港石化公司运用高浓度废水处理技术进行生物前期处理,其装置试运及柴油碱渣标定应用表明该技术先进。在生物处理过程中,工艺系统运行安全可靠,各项技术指标都达到或超过设计目标。其中,CODCr由处理前的34744mg/L降低到370mg/L,氨氮控制在50mg/L以下。高浓度废水处理技术流程简单,对周边环境无污染。  相似文献

The 2006 end-of-life vehicles (ELVs) directive target for the recycled and reused material content of an ELV has been undertaken using the current recovery infrastructure within the UK. The current expectation is that the conformance for the 2006 recycling target will be mainly achieved using existing post-fragmentation separation technologies rather than manually disassembling vehicles into their constituent materials. With the economic pressure of the current legislative targets weighing heavily on end-of-life stakeholders, and the further increase of recycling levels for 2015, it is important to understand “when” and “if” manual dismantling activities become economically viable within a dramatically changing vehicle recovery industry. This paper describes a method of costing the dismantling of specific makes and models of vehicle due for retirement in 2015, and discusses the economic implications of such practice and possible strategic directions for pre-fragmentation vehicle recovery.  相似文献

The CAL3QHC model was used to predict carbon monoxide (CO) concentrations from motor vehicles at an existing urban intersection (Star Cinema in Muscat area, Oman). The CO concentrations predicted from the model were compared with those measured in the field. Predicted average CO concentrations were found to compare favorably with measured values obtained at all eight receptors considered within the modeled intersection. In general, the comparison indicates good agreement with some underprediction for CO. For receptor 6, the model overpredicts the average CO concentration. This overprediction is associated with the presence of trees and green area in the location of receptor 6. In general, the measurements and the model results indicated that the highest CO concentrations were found to occur close to the intersection and, hence, a decrease in the concentration levels was seen as the distance from the road increased. The results indicated that the levels of CO were well below the ambient air quality standard and that probably no health risk was present in areas adjacent to the star cinema intersection. However, the predicted worst-case 1-h CO concentrations assuming inversion atmospheric stability conditions (class F) and wind speed of 1 m/s indicated that the levels of CO were close to or higher than the Omans National Ambient Air Quality Standards (NAAQS) value of 35 ppm at all receptors considered.
