Fishers and small-scale fisheries worldwide have been marginalized historically. Now it is clear that integrating fishers
in management processes is key to resource conservation, but it is less clear how to do it. Here, based on a literature review and new information, we present and analyze a case in which the participation
of fishers in the management process was crucial in recovering an overexploited small-scale fishery for the pirarucu (Arapaima spp.) in the Amazon Basin, Brazil. In 8 years of experimental management, from 1999 to 2006, the population of pirarucu increased
9-fold (from about 2200 to 20,650 individuals), harvest quotas increased 10-fold (from 120 to 1249 individuals), and fishers’
participation in the management process increased and they benefited from increased monetary returns. Additionally, the number
of communities conducting the management scheme increased from 4 in 1999 to 108 in 2006, following the demands of fishers
and regional government agencies. Based on our analysis, we suggest that the participation of fishers in the management of
other small-scale fisheries in the world can be improved by focusing on (1) applying the knowledge and skills of fishers in
resource monitoring and management, (2) bridging knowledge systems among all involved stakeholders, (3) collaborating with
fishers that are interested in, and capable of conducting, resource conservation schemes, and (4) conducting management under

Following the intent of the National Environmental Policy Act of 1969, many states have adopted policies and procedures directing state agencies and local government units to evaluate the potential environmental impacts of development projects prior to their undertaking. In contrast to a rich literature on federal requirements, current understanding of state environmental review is narrowly focused and outdated. This paper seeks to provide information on the landscape of state environmental review policy frameworks. The paper identifies 37 states with formal environmental review requirements through a document review of state statutes, administrative rules and agency-prepared materials, and confirms this finding through a survey of state administrators. A two-tier classification is used to distinguish states based on the approach taken to address environmental review needs and the scope and depth of relevant policies and procedures implemented. This paper also provides a discussion of policy and programme attributes that may contribute to effective practice, and of the potential for adopting relevant legislation in states where environmental review is currently lacking. 相似文献

The relationship between primary and scrap prices has been hypothesized for the most part as unidirectional, characterized by spillovers from primary to scrap prices. The purpose of this study is to evaluate empirically the dynamic interactions between primary and scrap metal prices through multivariate time series methods. In addition, the study expands the investigation at the level of volatility transmission, which has not been previously examined. The metal prices utilized are for copper, lead, and zinc for the period 1984–2001. The paper demonstrates differing long run and short run links. Scrap prices do not improve the long run interpretation of primary prices, but information flows from the scrap to the primary markets exist in the short run. Additionally, the copper and lead markets exhibit bidirectional information flows in terms of volatility transmission. The analysis provides valuable insight into the interactions of the primary and scrap metal sectors which can be used to improve forecasting and planning. 相似文献

近年来,我国"城市环境趋向好转,农村环境不断恶化"这种城乡环境二元趋势的凸现,提出了城乡环保一体化的客观要求."城市中心主义"环境法制以及我国农民实质自由的严重匮乏是我国产生城乡环境二元趋势的根本原因.一些地方所采取的仅仅局限于环保领域的城乡环保一体化措施,并不能从根本上扭转城乡环境二元趋势.城乡环保一体化实践需要以更为全面的制度建构为基础.城乡环保一体化的制度建构应树立理性、人本、自由等基本理念,应坚持整体推进、科学建构、多元参与等基本原则.城乡环保一体化的制度建构路径,首先是消除对农民的各种制度性歧视,实现城乡居民的权利平等;其次,在推动地方民主与法治建设,推进司法体制改革、建立司法审查制度的基础上,健全与完善农民权利实现的保障机制,保证农民的各项权利最终成为"可实际行使"的权利.最后,还要建立适应农村环境保护要求的环境法制. 相似文献

Typologically identical (dwarf birch-herb-dwarf shrub-moss) open and closed larch forests growing on the same altitudinal transect have proved to differ in the structural-functional organization of lower vegetation layers. Coverage, general species composition, and species richness of the herb-dwarf shrub layer are higher in the open forest than in the closed forest. Correlations between individual species of vascular plants weaken upon transition from the open to the closed forest. Conversely, the coverage of the lichen-moss layer increases in the closed forest, which contributes to its role as a factor of selection of vascular plant species against the background of the prevailing influence of the tree layer. 相似文献

在序列间歇式活性污泥反应器(SBR)中成功培养出适应化粪池污水水质的好氧颗粒污泥.并将其应用于化粪池污水的处理.在好氧颗粒污泥培养的第15天左右,SBR中开始出现细小的颗粒,然后微生物在其上繁殖生长使颗粒逐渐增大而成熟;在第24天时,SBR中絮状活性污泥已基本实现了颗粒化.培养出的好氧颗粒污泥对化粪池污水有稳定的处理效果,在进水完全为化粪池污水时,COD、NH_4~+-N、TN的平均去除率分别为77%、61%、47%.但是,由于化粪池污水COD较低,因此无法维持较高的生物量,在后期的稳定运行过程中MLSS始终维持在2 500 mg/L左右.好氧颗粒污泥的同步硝化反硝化作用是其稳定脱氮的保证. 相似文献

为了解决大庆油田现有核桃壳、石英砂过滤器反冲洗憋压、跑料和滤料再生困难等问题,在对原有过滤装置分析的基础上,根据反冲洗特性,对过滤器进行了改造,开发出低压稳流核桃壳过滤器和低压稳流石英砂过滤器。经现场测试,核桃壳过滤器反冲洗压力由原来的0.15~0.5 MPa降低到0.03~0.08 MPa,石英砂过滤器反冲洗压力由原来的0.27~0.46 MPa降低到0.17~0.20 MPa,且均能实现罐群水反冲洗。改造后核桃壳过滤器出水油平均含量13.4 mg/L,平均去除率为78.1%;出水悬浮物平均含量20.5 mg/L,平均去除率为55%。改造后石英砂过滤器出水油平均含量5 mg/L以下,平均去除率达到75%以上;出水悬浮物平均含量为9.8 mg/L,去除率达到80%以上。为了进一步提高过滤效果,在二级滤前投加絮凝剂形成微絮凝过滤工艺,出水悬浮物可达到3 mg/L,通过两级过滤达到特低渗透地层回注水标准。 相似文献

采用厌氧酸化加二级流化床组合工艺处理焦化废水。一级反应器内光合细菌与兼性厌氧菌处于共生状态,二级反应器内光合细菌与亚硝酸细菌处于共生状态。一级反应器内光合细菌有充分的小分子有机酸可降解并形成二次酸化,在二级反应器内完成进一步降解。结合反应条件:温度,pH,DO和基质浓度等,将二级反应器内硝化反应控制在亚硝化阶段,有效地保证了废水中碳源的利用。稳定运行了60 d,结果显示,出水COD和NH3-N浓度分别为105~135 mg/L和14~20 mg/L,去除率分别稳定在90.3%~92.5%和92%~95%。TN去除率稳定在83%~86%。酚、氰化物和BOD5的去除率均在95%以上。 相似文献

采用轻质陶粒生物滴滤塔处理摸拟燃煤烟气中二氧化硫和氮氧化物的试验研究,探讨生物法同时脱硫脱硝的影响因素及生物降解宏观动力学。研究结果表明,生物法能有效同时去除烟气中的二氧化硫和氮氧化物,烟气同时脱硫脱硝效率分别可达99.9%和88.9%。为获得最佳烟气同时脱硫脱硝效果,二氧化硫和氮氧化物进气负荷应分别<140 g/(m3·h)和20 g/(m3·h),循环液pH=7~8,空床停留时间为30.28 s,喷淋密度为8.81 L/(m3·h)。 相似文献
