江西省工业园区环境报告书编制导则研究

研究对于江西省工业园区环境信息的公开,提高环境信息公开内容的准确性,实现不同园区间环境业绩的比较,促进工业园区自主环保、积极引导和公众广泛参与环境管理机制的形成具有重要意义.文章介绍了工业园区在全国和江西省经济社会发展中的重要作用,分析江西省工业园区污染物排放现状与趋势以及国内外导则编制研究情况,重点对导则主要技术内容和分类进行说明,分析了导则实施的可行性,提出了实施建议.     

Location selection of emergency supplies repositories for emergency logistics management: A variable weighted algorithm

With the development of the city, the number of establishments that are proposed or under construction is increasing year by year, and if they are industries that handle flammable, explosive, toxic, harmful, and dangerous substances, the public safety will face great threats, which will bring great challenges to emergency rescue work. Therefore, providing reasonable solutions to the problem of location selection of emergency supplies repositories are necessary for improving the emergency response efficiency in chemical industrial parks. A mathematical model for location selection of emergency supplies repositories in emergency logistics management are presented considering more actual factors. The optimization objectives of the model are to minimize total transport length and cost. And then a Variable Weighted Algorithm is designed to solve the model, where an auxiliary function was constructed with different methods of building weighting factors based on the theory and method of solving multi-objective optimization problems in operational research. Simulation results show the effectiveness and feasibility of the models and algorithms presented in this paper.

环保是我国在发展中较为重视的一个工作内容,为了能够顺利地做好城市环保工作,在2016年提出了"环保管家"这个环保概念,通过这个理念推动环保服务业的发展。但是由于该理念提出的时间尚短,所以在实施阶段出现了较多的阻力,导致环保管家并没能实现方案提出的预想效果。鉴于环保管家对工业园区工作的重要性,本文将分析环保管家在工业园区开展的意义以及途径,希望能对相关从业人员的工作有所启发。

循环经济产业园规划与相关规划的协调性分析是论证循环经济产业园规划合理性的关键环节之一。以武汉市千子山循环经济产业园为例,通过对该产业园规划与产业政策和相关规划的协调性分析,论证了千子山循环经济产业园规划的合理性,为国内同类产业园规划提供参考。     

A quantitative water resource planning and management model for an industrial park level

This paper introduces an integrated water management model at the industrial park level. It suggests four approaches to water management: first, direct water reuse among users; second, water reuse among users by blending with freshwater; third, water reuse between users and a wastewater treatment plant; and fourth, groundwater recharge by reclaimed wastewater or other feasible applications in order to optimize the overall water efficiency. The model results in a comprehensive management methodology for optimizing water resources within an industrial park, seeking potential water reuse among industries, and incorporating the size and cost of reclaimed wastewater delivery systems. A case study is employed to test the model’s feasibility. An economic analysis of the optimized water use network is also carried out, showing the potential water and cost savings.     

脆弱生态环境耦合下的贫困地区可持续发展研究

研究表明，中国贫困地区的分布与脆弱生态环境的分布存在一种地理空间意义上的耦合，这种耦合是一种非良性的耦合，存在着诸多问题并我着当地的社会经济发展，要改变这一现状，实现区域社会经济可持续发展，必须革新现有的贫困人口生存方式和社会经济发展模式，据此，本文提出了实现贫困地区社会经济可持续发展的战略措施应是依托现有的资源优势，推广生态农业技术，发展绿色食品和开展生态旅游。     

化工园区突发环境事件应急预案编制的研究

我国的化工园区为促进经济和社会发展做出了重要贡献。由于化工园区内危险化学品种类多、有毒有害物质数量大、环境风险等级高,存在着发生重特大事故的现实性和可能性。但是,我国至今尚未制定化工园区突发环境事件应急预案编制技术规范,相关研究也未见报道。在当前化工园区安全生产事件高发并严重影响周边环境的情况下,研究化工园区突发环境事件应急预案编制方法,提高应对安全生产事故以及次生突发环境事件的能力尤为重要。通过分析化工园区环境风险物质、环境风险工艺和环境风险受体三个方面的环境风险的特性,初步拟定了化工园区突发环境事件应急预案编制调查评估、建章立制、预案编写三个阶段的技术路线,明确了开展环境风险评估、加强应急能力建设、完善环境风险防范措施和环境应急处置措施的四项编制要点,在此基础上提出了化工园区突发环境事件应急预案由综合预案、现场处置预案、专项预案、环境风险评估报告、环境应急资源调查报告六部分组成的结构框架。     

Forecasting the outbreak of moorland wildfires in the English Peak District

Warmer, drier summers brought by climate change increase the potential risk of wildfires on the moorland of the Peak District of northern England. Fires are costly to fight, damage the ecosystem, harm water catchments, cause erosion scars and disrupt transport. Fires release carbon dioxide to the atmosphere. Accurate forecasts of the timing of fires help deployment of fire fighting resources.     

Research on the Industrial Symbiosis Supporting System of Eco-industrial Park

The establishment and development of the industrial symbiosis of eco-industrial park are affected by several factors. Based on the formed industrial symbiosis supporting system chart, this article analyzes the microcosmic supporting system and macroscopic supporting system. In the microcosmic supporting system, it elaborates five aspects including key enterprises, service intermediaries in the park, symbiotic enterprises, competitors and the public in detail. Then it describes the macroscopic supporting system from four aspects of governmental participation, technological innovation, educational promotion and cultural support. Finally, combining with the current construction status of the ecoindustrial park in China, it proposes the countermeasures and suggestions to build the supporting system for the eco-industrial park and provides theoretical support for the faster and better construction of the eco-industrial park in China.     

地下水位下降对塔里木河下游绿洲生态环境的影响——以34团为例

塔里木河地处我国西北干旱区,是我国最长的内陆河。过去50a来由于大规模的不合理的水土资源开发和人类活动,导致塔里木河在以水资源开发利用为核心的大强度人类经济、社会活动的作用下,流域自然生态过程发生了显著变化。分析了塔里木河下游地下水位下降对绿洲农业生态环境的影响,提出了保障该地区生态和经济发展的对策与建议。
